05/19/1994GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING MAY 19, 1994 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on May 19, 1994 at 7:00 p.m. by Chairman Jim Sims. PRESENT: Jim Sims, Chairman Doug Wilson, Vice -Chairman Matthew Addington, Commissioner Leeann Garcia, Commissioner Moire Huss, Commissioner Fran Van Gelder, Commissioner Joann Lombardo, Interim Community Development Director Maria C. Muett, Associate Planner Maggie Alford, Planning Secretary ABSENT: Ray Munson, Commissioner PLEDGE: Doug Wilson, Vice -Chairman 7:00 P.M. CONVENED PLANNING COMMISSION MEETING PUBLIC PARTICIPATION: Commissioner Van Gelder commented that the Metrolink is fantastic. She also stated that the Commission needs to be careful with regard to parliamentary procedures. The Planning Secretary stated she would obtain information from the City Clerk for distribution at the next meeting. The Interim Community Development Director updated the Commission on the City entry monument sign and on speed limit signs that are placed at the entrance to the City on the hill. Commissioner Van Gelder seconded. Motion carries. 6-0-1-0. Commissioner Munson absent. ITEM #2 CUP-93-07/E-93-16 HOOD COMMUNICATIONS, BRUCE CASH 21496 MAIN STREET G.T. AN APPLICATION FOR A PERMANENT CONDITIONAL USE PERMIT AND ENVIRONMENTAL REVIEW OF A MANUFACTURED OFFICE UNIT IN THE M2 ZONE The Interim Community Development Director presented the staff report. Commissioner Addington stated that he would be abstaining from this item. 7:12 P.M. OPENED PUBLIC HEARING BRUCE CASH HOOD COMMUNICATIONS 21496 MAIN ST. G.T. Mr. Cash thanked staff for their patience. He stated that the last remaining issue is the permanent water service and said the temporary service through the City of Riverside is not a problem. He said if there is any difficulty getting a signature from Southern California Edison, the City of Riverside has assured Hood Communications that they will extend the water service for 30 days. He said Hood Communications will construct the pipeline, and it will take two days to install it. He said they are confident they will have the permanent water service by June 6, 1994. 7:19 P.M. CLOSED PUBLIC HEARING MOTION PCM-94-24 CUP-93-07/E-93-16 2 MOTION VOTE PCM-94-24 Commissioner Van Gelder made a motion to approve CUP-93-07 and E-93-16 as conditioned. Vice -Chairman Wilson seconded. Motion carries. 5-0-1-1. Commissioner Munson absent. Commissioner Addington abstained. 7:20 P.M. ADJOURNED PLANNING COMMISSION MEETING 7:20 P.M. CONVENED SITE AND ARCHITECTURAL REVIEW BOARD ITEM #3 SA-94-01 HOOD COMMUNICATIONS, BRUCE CASH 21496 MAIN STREET G.T. AN APPLICATION FOR SITE AND ARCHITECTURAL REVIEW FOR A MANUFACTURED OFFICE UNIT IN THE M2 ZONE MOTION PCM-94-25 SA-94-01 MOTION VOTE PCM-94-25 Vice -Chairman Wilson made a motion to approve SA-94-01. Commissioner Huss seconded. Motion carries. 5-0-1-1. Commissioner Munson absent. Commissioner Addington abstained. 7:26 P.M. ADJOURNED SITE AND ARCHITECTURAL REVIEW BOARD 7:26 P.M. RECONVENED PLANNING COMMISSION MEETING 0 MOTION PCM-94-26 CUP-93-07/E-93-16 MOTION VOTE PCM-94-26 Commissioner Van Gelder made a motion to amend previous motion PCM- 94-24 to include approval of the resolution. Vice -Chairman Wilson concurred. Motion carries. 5-0-1-1. Commissioner Munson absent. Commissioner Addington abstained. 7:27 P.M.
