The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand
Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on August 1, 1996 at 7:00
p.m. by Chairperson, Jimmy W. Sims.
6:20 P.M. CONVENED PART I OF PUBLIC WORKSHOP SESSION

6:20 - 6:55 p.m. "Why Plan?" An introductory 21-minute video from the League of
California Cities on the importance of planning, brief history of planning and
consequences of not planning.
Discussion and question and answer session followed.

* Public address to Commission shall be limited to three minutes unless extended by the
Chairman. Should you desire to make a longer presentation, please make written
request to be agendized to the Community Development Director.
PUBLIC PARTICIPATION: Vice -Chairperson Van Gelder read a portion of an article from the
most recent edition of the "Planning Commissioner's Journal", published by Champlain Planning
Press, regarding development of a partnership relationship between councilpersons and commission
members. It suggested joint work sessions or public hearings on major planning issues. One
advantage cited is a greater appreciation and understanding of each body's role. The article suggests
elected officials should occasionally attend Planning Commission meetings.

Motion by Commissioner Addington to approve Planning Commission Meeting minutes of
July 18, 1996, with minor changes as suggested by Commissioners Huss and Van Gelder.
Seconded by Commissioner Van Gelder.

APPLICATION FOR SITE AND ARCHITECTURAL REVIEW AND ENVIRONMENTAL
REVIEW TO EXPAND EXISTING ARCO STATION. (Item #2 continued from meeting of
June 6, 1996.)

Director explained the project has not been abandoned by applicant but he has been unable to contact
the owner of the parcel adjacent to the south. In order to meet parking requirements of the Barton
Road Specific Plan applicant needs to acquire the adjacent parcel to the south. After applicant has
contacted that owner this project can be re -noticed and placed back on the Planning Commission
agenda for consideration.

ITEM #3
VIDEO AND DISCUSSION: "Role and Responsibility of the Planning Commissioner" A 40-
minute instructional video discussing specifics of planning,
including the legal authority, the duties, powers and
responsibilities and content of a general plan.
The video was shown. Vice -chairperson Van Gelder suggested Commissioner Ellis be allowed to
view both videos before returning them to the League of California Cities. There was a general
consensus among those commissioners present that the videos were worthwhile and they would be
interested in viewing others in the future.

Information to Commissioners
Director Materassi provided some information on each project on the list of
unscheduled zoning amendments and upcoming public hearings. Commissioners
thanked staff for the information.
