Sims. 6:20 P.M. CONVENED PART I OF PUBLIC WORKSHOP SESSION PRESENT: Fran Van Gelder, Vice -Chairperson Doug Wilson, Commissioner Matthew Addington, Commissioner Mary Trainor, Commissioner Gerry Ellis, Commissioner Patrizia Materassi, Community Development Director Virgil Barham, Building & Safety/Public Works Director Larry Mainez, Associate Planner Hally Cappiello, Associate Planner Pat Peterson, Community Development Department Secretary ABSENT: Jimmy Sims, Chairperson Moire Huss, Commissioner 6:20 - 6:55 p.m. Session #1 on "The Planning Commissioner's Handbook" • The Police Power The General Plan Commissioners were asked to read handouts provided and prepare any questions for discussion with staff. Staff made a brief presentation and question and answer period followed. 7:00 P.M. CONVENED SITE AND ARCHITECTURE REVIEW BOARD/ PLANNING COMMISSION MEETING Call to Order Pledge of Allegiance by Commissioner Ellis Roll Call - All Commission Members present including Chairperson Sims and Commissioner Huss. PUBLIC PARTICIPATION: Vice -Chairperson Van Gelder asked for permission to reserve her comments for the Workshop Session #2. ITEM#1 PLANNING COMMISSION MEETING MINUTES - AUGUST 1, 1996 MOTION PCM-96-46 PLANNING COMMISSION MEETING MINUTES - AUGUST 1, 1996 Motion by Vice -Chairperson Van Gelder to approve Planning Commission Meeting minutes of August 1, 1996. Seconded by Commissioner Huss. MOTION VOTE PCM-96-46 Motion carried. 7-0-0-0. TPM-96-02 APPLICATION FOR TENTATIVE PARCEL MAP DIVIDING ONE (1) PARCEL INTO TWO(2) SEPARATE PARCELS (Tentative Parcel Map #14940) C-Y DEVELOPMENT COMPANY, JAMES COFFIN, PRESIDENT 22060 COMMERCE WAY, GRAND TERRACE Staff report presented by Larry Mainez, Associate Planner. He said this project is categorically exempt per CEQA because the proposal is to divide this parcel into four or fewer parcels. The resulting two parcels as proposed will be .91 acres and .78 acres. The surrounding parcels are zoned C2 to the east, CM to the west and CM to the south across Commerce Way. The subject parcel is designated General Commercial in the General Plan. This parcel was recently (June, 1996) re -zoned from C2 to CM. Applicant has agreed to dedicate 4 feet to the public right of way. The proposal for the parcel map designates a joint drive shared by both new parcels allowing for better circulation and fewer curb cuts on Commerce Way. Applicant will be working with the San Bernardino County Flood Control District to acquire an additional piece of property which can be handled by a Lot Line Adjustment at a later date to increase the size of Parcel 1 and facilitate additional parking for the proposed pool supply building. Applicant is agreeable to all conditions of approval as proposed by staff. Staff recommended the Planning Commission adopt the proposed resolution subject to conditions of approval. Planning Commission Minutes Page 3 Virgil Barham, Director of Public Works answered questions by commissioners regarding drainage and placement of street light poles. Chairperson Sims asked if a master plan exists for street lighting on Commerce Way. The Public Works Director said there is no master plan at this time. 7:29 p.m. PUBLIC HEARING OPENED Bill McKeever 647 N. Main Street Riverside, California He stated the applicant is in concurrence with all proposed conditions. He said applicant is willing to do a light standard layout for the entire block since applicant owns property on the opposite side of Commerce Way. In response to Commissioner Trainor's question about traffic impact, Mr. McKeever said heavy trucks will bring products to the facility and customers will be using cars and light duty trucks for pick-up of products. James Coffin 222 E. Olive Redlands, California Mr. Coffin said Superior Pool Products is a wholesale swimming pool supply distributor who sells to swimming pool contractors and pool service companies. Approximately 70 % of the sales is taxable. This facility will be one of 20 stores in Southern California employ approximately 6 employees. 7. 7 p.m. PUBLIC HEARING CLOSED MOTION PCM-96-47 Motion by Commissioner Addington to approve TPM-96-02 (Tentative Parcel Map #14940) to subdivide one parcel into two parcels as recommended by staff. Seconded by Commissioner Ellis. There was a general discussion of the appropriateness of imposing a condition requiring a street lighting plan. Community Development Director stated it would be O.K. to add such a condition since the applicant has proposed it and is in full agreement with it. MOTION PCM-96-48 1 Motion by Chairperson Sims to amend Condition # 15 to read "install ornamental streetlights in accordance with the master plan prepared by the developer and approved by the City." MOTION PCM-96-49 Page 4 Motion by Commissioner Wilson to amend Condition #12 to read "It is specifically understood that the area of the driveway easement is restricted against construction. Seconded by Chairperson Sims for discussion. A discussion took place between Chairperson Sims, Commissioner Addington and Director Materassi with a consensus that no restriction was necessary. Motion to amend withdrawn by Commissioner Wilson. MOTION VOTE PCM-96-47 Motion carried. 7-0-0-0. 7:48 P.M. ADJOURNED SITE AND ARCHITECTURE REVIEW BOARD/PLANNING COMMISSION MEETING 7:48 P.M. RECONVENED PUBLIC WORKSHOP SESSION H * Information to Commissioners • Director Materassi said Commissioner Huss called this week asking the Community Development Director to draft a letter to the Colton City Council on behalf of the Planning Commission opposing the billboards in Colton. Director explained to the Commission they are strictly an advisory body to our City Council. The Commission can recommend City Council oppose the establishment of additional billboards. There was general consensus among Commissioners that they are unhappy with the number, size and color of existing billboards and they wished to express to City Council the desire for official Grand Terrace opposition to additional billboards in the future. Planning Commission Minutes MOTION PCM-96-49 MOTION VOTE PCM-96-49 Page 5 A motion was made by Commissioner Huss to recommend City Council do anything possible to eliminate the current signs based on issues of public and traffic safety, and aesthetics; and also prevent additional billboards in Colton. Commissioner Ellis seconded the motion. Motion carried. 7-0-0-0. Information from Commissioners Vice -chairperson Van Gelder said she strongly resents the political action committee for the Building Industry Association faxing partisan information for the Republican Party. She said she feels it is very inappropriate for them to fax such information to the Commissioners. 8:23 P.M.
