12/19/1996MINUTES OF REGULAR DECEMBER 996 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on December 19, 1996 at 7:00 p.m. by Chairman Jimmy W. Sims. PRESENT: Fran Van Gelder, Vice -Chairperson Doug Wilson, Commissioner Moire Huss, Commissioner Mary Trainor, Commissioner Gerry Ellis, Commissioner Joann Lombardo, Acting Community Development Director Larry Mainez, Associate Planner Hally Cappiello, Associate Planner Pat Peterson, Community Development Department Secretary Virgil Barham, Director of Building and Safety/Public Works and Housing Departments ABSENT: Jimmy Sims, Chairman Matthew Addington, Commissioner PLEDGE: Moire Huss, Commissioner PUBLIC PARTICIPATION: None. ITEM #1 PLANNING COMMISSION MEETING MINUTES - NOVEMBER 21, 1996 and ITEM #2 PLANNING COMMISSION MEETING MINUTES - DECEMBER 5, 1996 Community Development Department Secretary, Pat Peterson, stated the minutes in Item #1 and Item #2 are not yet complete and requested these items be continued to the Planning Commission Meeting on January 16, 1997. Seconded by Commissioner Ellis. Motion carries. 5-0-2-0. Chairman Sims and Commissioner Addington absent. AN APPLICATION FOR A CONDITIONAL USE PERMIT TO REMODEL AND CONSTRUCT 192 SQUARE FEET OF ADDITIONAL LIVABLE SPACE TO A HOUSE LOCATED IN THE BARTON ROAD SPECIFIC PLAN, ADMINISTRATIVE PROFESSIONAL DISTRICT. CITY OF GRAND TERRACE COMMUNITY REDEVELOPMENT AGENCY 22832 PALM AVENUE, GRAND TERRACE Staff report was presented by Larry Mainez, Associate Planner. He explained this project is categorically exempt under CEQA. He showed an overhead transparency indicating this property is adjacent to City Hall in a south easterly direction. The City purchased this property approximately one year ago through the rehabilitation housing program for first-time buyers. Current size is approximately 1,230 square feet. For the purpose of increasing marketability an additional bathroom and utility room are planned. A CUP is required because it is a non- conforming use within the Administrative Professional District of the Barton Road Specific Plan, and the proposed addition is greater than 120 square feet. The addition as proposed would add 192 square feet, thus requiring a CUP. Staff recommended approval of the resolution subject to attached conditions of approval 7:08 p.m. PUBLIC HEARING OPENED Mr. Mainez introduced Virgil Barham, Director of the Building and Safety/Public Works and the Housing Departments. Virgil Barham 22795 Barton Road, #B Grand Terrace, CA He explained the purpose of the housing rehabilitation program is to purchase and renovate houses within the City which need to be upgraded. The houses are then sold to qualifying low and moderate income first-time homebuyers. Curb and gutter improvements will be made to the Palm Avenue house and a new driveway installed. December 19, 1996 Planning Commission Meeting Minutes Page 3 Commissioner Wilson asked applicant about the rear drainage of subject property. Mr. Barham said a wall is planned for the entire west property line and integration of a ribbon gutter to maintain the flow of drainage. Runoff will also flow through the block wall along the north property line. 7:11 P.M. PUBLIC HEARING CLOSED MOTION PCM-96-90 CUP-96-05 Motion by Commissioner Wilson to approve CUP-96-05, and adopt the attached resolution. Seconded by Commissioner Ellis. MOTION VOTE PCM-96-90 Motion carried. 5-0-0-2. Chairman Sims and Commissioner Addington absent. 7:12 P.M. CONVENED PUBLIC WORKSHOP SESSION Acting Director Lombardo brought to the Commissioners' attention a memo concerning Grand Terrace Days which was included in their packets. Commissioner Wilson thanked Dr. Choo for the fabulous job he did to recondition his new office at the point of Barton Road and Palm Avenue.
