PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE OCTOBER 18, 1979 A Regular Meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand Terrace, California, on October 18, 1979 at 6:05 P.M. PRESENT: Commissioners: Tony Petta; Thomas A. Tillinghast; Doug Erway; Jack Allen; Hugh J. Grant Staff: Seth Armstead, City Manager; Joe Kicak, City Engineer; Ivan Hopkins, City Attorney; Myrna Lindahl, Executive Secretary/Deputy City Clerk ABSENT: None PROPOSED ZONE CHANGE - R-1-T to C-2-T Location: E/s Mt. Vernon Ave., approx. 155' N/o Barton Road. Applicant: Benmoor Enterprises Eng/Arch.: Jim Ross Gil Haro, Associate Planner, San Bernardino County Planning Department, briefed the Commission, stating that the zone change request is consistent with the General Plan. Chairman Tony Petta opened Public Hearing, and the following citizens spoke in favor of the zone change request: Joan Moore, 22773 La Paix, representing Benmoor Enterprises. The following citizens spoke against the zone change request: Don Mangus; 12070 Arliss Drive; Marsha Mangus, 12070 Arliss Drive; Darrel McKinley, 12050 Arliss Drive; Cheryl Struchen, 22574 Minona Drive; Anita Chagolla, 22567 Minona Drive; Ron Gomez, 12045 Arliss Drive; Debbie Clayoille, 12007 Minona Court; Mary Robinson, 22631 Minona Drive; Linda McKinley, 12050 Arliss Drive. Page one - PC - 10/18/79 John McDowell, 22690 Cardinal, stated the Planning Committee did not make a formal report on this matter, and indicated he felt an obligation to the homeowners. Chairman Petta closed Public Hearing. Following discussion, Chairman Petta again opened Public Hearing, and the following citizens addressed the Commission: Joan Moore, 22773 La Paix; John McDowell, 22690 Cardinal; Darrel McKinley, 12050 Arliss Drive; and Debbie Clayoille, 12007 Minona Court. Chairman Petta closed Public Hearing, Following discussion, MOTION was made by Commissioner Allen, seconded by Commissioner Erway and carried unanimously to: deny, without prejudice, the zone change request proposed by Benmoor Enterprises from R-1-T to C-2-T of property located E/s Mt. Vernon Avenue, approximately 155 feet N/o Barton Road; direct Staff to initiate a study of the subject area of the General Plan; and to resubmit the zone change request following completion of the General Plan Study. TENTATIVE TRACT 10969 Appeal of staff consistency determination for P.U.D. application of Mike Stewart. Proposal: Creation of 18 residential lots & one open space lot on 44.8 acres. Location: S/E corner of Palm Avenue & Honey Hill Drive Following a staff report by Gil Haro, Associate Planner, San Bernardino County Planning Department, and discussion, Chairman Petta opened Public Hearing on the matter. The following citizens addressed the Commission: Dennis Stafford, representing Applicant Mike Stewart; Dolores Kossman, 22735 De Soto. Chairman Petta closed Public Hearing. Following discussion, MOTION was made by Commissioner Erway, seconded by Commissioner Tillinghast and carried unanimously approving that the proposed P.U.D. for Mike Stewart (Tentative Tract 10969) is consistent with the Grand Terrace City General Plan. MINUTES, PLANNING COMMISSION - October 4, 1979 MOTION was made by Commissioner Erway, seconded by Commissioner Allen and carried unanimously to approve the Planning Commission Minutes of October 4, 1979 as presented.
