For Long Range Property Management Plan Services PRESENTED BY: Sandra Molina, Community Development Director RECOMMENDATION: Adopt Resolution No. 2015- approving a Professional Services Agreement with Rosenow Spevacek Group, Inc. for a one year term and authorize the Executive Director to administratively renew this agreement for up to two renewal . term periods of one year each. 2030 VISION STATEMENT: This staff report supports Goal #1 "Ensure Fiscal Viability" and Goal #3 "Promote Economic Development" by providing professional consulting services to assist: the Agency in implementing the adopted Long Range Property Management Plan ("PMP"). BACKGROUND: Pursuant to Health:and Safety Code Section 34191.5, the Successor Agency adopted and approved an amended. PMP that addresses the disposition and use of the real properties of the former redevelopment agency. The California Department of Finance (DOF) approved the PMP on April 23, 2015. Now that the PMP is approved the Agency can begin taking the steps outlined in PMP to dispose of the remaining.SA properties. The Table below identifies Property #1, #2, #3 and #4 (discussed in .the .PMP), their- approved disposition, and status. As depicted in the table, the Successor Agency has taken several actions in accordance with the approved PMP. PacketPg.15-J DISCUSSION: Property#1 and Property#2 will be liquidated. In doing so, the Agency has the ability to still achieve the twin goals of attracting new business: and establishing =neW revenue sources with these Properties. The Agency can set parameters on the conditions under which the:property will be sold, including developed uses. Staff obtained proposals from three firms to assist with the liquidation of Property#1, At this time, Staff is not including Property#2; in the proposed contract. Consulting Firm ' - Cost Proposal HdL, Barry'Foster $12,000 RSG, Alexa Smith $33,600 Kosmont, Ken Hira :$39,500 Staff has reviewed the proposals and recommends that the Agency enter into a Professional Services Agreement with RSG. When requesting cost proposals for services,, the Agency is not obligated to select the lowest cost proposal. The :HdL response included a total cost; however, it did not identify the subtask with costs to properly evaluate the proposal, given the disparity of the cost proposals: Staff recommended that the Agency enter into a professional services agreement With RSG. 'On October 27, 2015, the Agency adopted a Resolution approving the professional services agreement. The City has used RSG for redevelopment purposes in the past, and they also provide as our property tax advisors. RSG is aware of the City's history:, has a good working relationship with the City and understands our needs. RSG was founded in 1979 and provides real estate and development services to an array of public agencies, private developers,, and investors. They are a full service economic .development, public finance, and :real estate advisory firm that works with local government on economic development strategies and real estate development. projects. The scope of work would include a market analysis to determine uses that would make sense on the property, including an analysis of retail leakage, a broker's opinion of value and a disposition strategy, which involves a discussion of what :uses .the Agency/City would like to see. Finally, the proposal includes real estate advisory services to market:the property, review offers, prepare purchase and sales agreements and see the transaction through. Staff; recommends approval:of the attached Professional Services Agreement'at annual cost of $33,660.00 and with an initial term of one year. Additionally, it is recommended the Executive Director be authorized to:administratively renew this Agreement for up to two term periods of one year each, provided the annual compensation does not exceed $33,660.00.
