D.1_General Plan UpdatePlanning CommissionGeneral Plan UpdateTentative Project ScheduleAugust 20, 2020 GoalGoal #5 – Engage in Proactive Communication‐Engage the Community by Participation and Collaboration BackgroundThe City of Grand Terrace General Plan serves as the blueprint for thoughtful well-designed infrastructure, sustainable planned growth within the City limits BackgroundThe General Plan is the City's vision for the future. This vision is described and implemented through the General Plan's goals, objectives, policies and implementation programs ComplianceState planning law requires that all local general plans address seven basic elements. These include land use, circulation, housing, noise, safety, conservation, and open space. Additional elements may be added at the desire of the City Community EngagementState law requires that meaningful public outreach be included. Community workshops will be facilitated in conjunction with regularly scheduled hearings (as study sessions with either the Planning Commission/Site and Architectural Review Board and the City Council) WorkshopsStakeholders and interested parties will be invited to the workshops, distribution of public notices and flyers, preparation of any staff reports, and any related advertising regarding the workshops will be duly noticed Workshop #1The first workshop is intended to solicit community input on issues and will be held at the beginning of the process. Workshop #2The second workshop will be held once a Draft General Plan is available for public review toSolicit community and stakeholder input Public HearingsWhile State law mandates a strict time frame for adoption of the Housing Element, Staff proposes that all elements will move concurrently along the same schedule and public hearing process (for efficiency and focus). We have scoped for two public hearings each with the  Planning Commission and City Council. We propose to conduct the hearings after receiving a conditional  letter of compliance from State of California Housing and Community Development (HCD) who oversees Housing Element Compliance with State Law Schedule RecommendationAccept the tentative schedule as a receive and file.  Staff will report back to the Planning Commission with a final schedule upon presentation and concurrence with City Council Planning CommissionGeneral Plan UpdateTentative Project ScheduleAugust 20, 2020
