CDBG-CV BACKGROUND
On March 27, 2020 the Coronavirus Aid, Relief, and
Economic Security (CARES) Act was signed into law to
respond to the growing effects of this historic public
health pandemic.
The U.S. Department of Housing and Urban Development
(HUD) released a special allocation of Community
Development Block Grant (CDBG) funds to San
Bernardino County as a preemptive means through
prevention, preparation, and response to the
Coronavirus (COVID-19).
CDBG-CV PROGRAM REQUIREMENTS
Supports activities that prevent and/or respond to
the spread of the Coronavirus (COVID-19) or
other infectious diseases.
Benefits low and moderate income residents
City’s Allocation for CDBG-CV funds $100,000
CDBG-CV RECENT EVENTS
On May 12, 2020 City Council approved staff’s
recommendation to utilize eligible CDBG-COVID funding
of $100,000 to support Food Bank Partnerships and
additional funding for the San Bernardino County Sheriff’s
Homeless Outreach and Proactive Enforcement
(H.O.P.E.) Program.
Staff recently met with the County and learned that the
H.O.P.E. program was deemed ineligible for funding due
to the lack of alignment with H.U.D.’s mission and
emphasis on providing housing for low-moderate
income individuals.
CDBG-CV PROGRAM UPDATES
Based on this discussion, the City, in coordination with
County Staff, identified the following two programs for
funding that are more closely aligned with HUD’s
mission:
1.Emergency Rent/Mortgage and Utility Payment
Assistance Program
2.Assisting Homeless Placement in Safe Housing through
Partnerships with Non-Profit Organizations
