Proposed Change Orders 1 and 2
Resolution Findings
1.C.O. #1 is complete, except for backordered streetlight poles.
2.C.O. #2 is important and necessary to complete the installation of
enhanced crosswalks.
3.Contractor's work and proposed C.O. #2's work, if approved, will be
completed in October. It is not practical to rebid the small amount of
remaining work, which will take a minimum of 3 months.
4.If the Project were re-bid, then the cost of procurement, preparation of bid
documents, the bidding process, and the cost of work will likely exceed the
available HSIP grant funds.
5.There are a limited number of firms that would be interested in a small
contract.
6.The Contractor has used the Agreement's used unit prices where possible
and has provided reasonable change order prices for work requested
7.Caltrans Local Assistance, which oversees the use of federal funds, found
the use of the existing contract acceptable for completing the work.
Staff Recommendation
•Approval of a Resolution Approving Change Orders to TSR Construction for Grand
Terrace/Mount Vernon Intersection Improvements, Which Adjusts Quantities, Adds
Extra Work; And, Therefore, Increases Total Compensation by $107,858.23; and
Authorizing City Manager to Sign Such Change Orders
