Lewis Vision
•Focus on great placemaking to develop a signature “Lewis Community” with
the intent of long-term ownership and investment
•Create a unique “Harvest at Gateway” theme for the residential
neighborhoods, with special programming to promote health and healthy
living
•Create partnerships with the community through local job fairs and businesses
•Partner with the school districts for career pathways. Opportunity to host
tours and information sessions at the project for students interested in
architecture/engineering/construction/etc
•Emphasis on projects that generate value for the community
•Average income of future residents at “Harvest at Gateway” is expected in
excess of $100,000, bringing significant buying power to the community
•Our rental apartments attract longer term tenants who will be more invested
in the schools and community, and we maintain strong maintenance standards
to not burden the City

•Challenged with lack of infrastructure, storm
drainage, and right-of-way for circulation
•Unique infill opportunity along I-215, a major
transportation corridor

•The Gateway at Grand Terrace Specific Plan creates the
vision for a high-quality master planned community
•Enhance the community’s image as the Gateway to
the City and County
•Becomes the catalyst for redevelopment of
underutilized properties
•Completes the extension of Commerce Way to Main
Street
•Removes traffic from Michigan Avenue
•Creates demand for new retail and mixed-use
opportunities within the Specific Plan
•Solves storm drainage and flooding issues for properties
at Van Buren and Michigan, and provides future solution
for Pico Avenue
•Develops a regional storm water basin
•Undergrounds existing overhead utilities, and provides
new water infrastructure
•Provides much needed rooftops to support local retail

•Price points of the for-sale neighborhoods will be

CEQA & Entitlements
Timeline
•City to circulate the Notice of Preparation and hold a
scoping meeting in 1st Quarter 2021
•Lewis to complete the updated Draft Specific and EIR for
City Submittal in 1st Quarter 2021
•Lewis will also submit Tentative Tract Maps, Site Plans,
and Design Review plans for the for-sale and for-rent
neighborhoods in 2nd Quarter 2021
•Lewis is required to conduct biological studies within the
required survey timeframes from February 2021 to July
2021
•Goal is to circulate the Draft EIR in 3rd Quarter 2021, with
final approvals in 4th Quarter 2021
•Upon expiration of appeals, City and Lewis finalize
engineering and construction drawings
•Target to commence construction in 2nd Quarter 2022
after resource agency permitting
