Council Member Doug WilsonOn January 14, 2021, Council Member Wilson attended the San Bernardino Valley
Municipal Water District Advisory Commission on Water Policy and discussed the
following:
• Consider Support for Basin Technical Advisory Committee 2021 Regional Water
Management Plan
• Basin Management
o Recharge as much imported water as possible
o Participate in imported water dry year purchase programs.
o Recharge all SBVMWD/WMWD SAR Diversions
o Recharge Recommendations:
▪ Rialto-Colton Basin: In-Lieu recharge
▪ Riverside North Basin
▪ San Bernardino Basin Area: 435,000 AF (threshold)
▪ Yucaipa Basin: 3,500 AF
• Basin Conditions
• Liquefaction potential
• The BTAC will continue to review field data on a monthly basis to monitor
progress and liquefaction potential.
• The Upper Santa Ana Watershed Integrated Regional Water Management Plan
has multiple water management goals and have been placed into four categories:
o Avoiding extreme water levels swings
o Reduce/eliminate impacts of Santa Ana River diversions
o Avoid water level shallower than 50 ft. in the Pressure Zone.
o Avoid impacts to contaminant plumes.
• The IRWM Plan is created to achieve these goals with overlapping water
management strategies. All retail purveyors have complied with SBX7 -7 reduction
in use guidelines, 20 percent.
• 2020 BTAC Regional Water Management Plan Monthly Statement
• Results for the Usable Groundwater Storage Study for the San Bernardino, Rialto -
Colton, Riverside, and Arlington Groundwater Basis.
• RAND Study Results
• Update on the Integrated Regional Urban Water Management Plan including
Demand Forecasting.
