33 ORDINANCE NO. 33 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, AMENDING PORTIONS OF ORDINANCE NO. 24, ESTABLISHING REGULATIONS AND CHARGES FOR THE ACQUISITION OF SEWER SERVICES THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Section 1 of Ordinance No. 24 "Definitions" is amended for the addition of: (f) "Drainage Fixture Unit" (d.f.u. ) , excerpt from International Con- ference of Building Officials Uniform Plumbing Code, 1979 edition: "FIXTURE UNIT DRAINAGE (d.f.u. ) is a measure of the probable discharge into the drainage system by various types of plumbing fixtures. The drainage fixture unit value for a particular fixture depends on its volume rate of drainage discharge, on the time duration of a single drainage operation and on the average time between successive operations." SECTION 2. Section 6 of "Units of Service" is amended to read as follows: (2) Commercial Units of Service All other uses that are not residential . 1 The minimum unit of service for commercial usage is based upon eighteen (18) drainage fixture units (d.f.u. ) . The total additional units in excess of eighteen (18) shall be determined by the building official and those fixture units in excess of eighteen (18) shall be charged a sewer acquisition fee for each individual fixture unit, according to the Resolution adopted establishing fees. Table Number 14 A of the International Conference of Building Officials Uniform Plumbing Code, 1979 edition, "Drainage Fixture Unit Values for Various Plumbing Fixtures" shall be utilized in determining the required fixture values. Buildings which are to be constructed with the total number of fixture units unknown until the building is to be occupied, shall be charged the minimum unit of service. Further sewer acquisition charges shall be charged in accordance with Section 3 of this Ordinance. SECTION 3. Building Alteration or Rehabilitation During building alteration or rehabilitation, the building official shall evaluate the existing plumbing system. If alteration will in- crease the sewage discharge beyond the basic units of service (commercial or residential ) then those increased units shall be charged accordingly. Any additional fees shall be paid prior to release of building permit for alteration. SECTION 4. Delete Items 2, 3, 4, d, e, f, g, h, i , j , k, 1 , m, o, p, q, r, and 5 of Section 6, Ordinance No. 24. SECTION 5. The City Clerk shall cause this Ordinance to be posted in three (3) public places designated for such purpose by the City Council . SECTION 6.
