41 ORDINANCE NO. 41 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPROVING ZONE CHANGE FROM R-R-T TO 3500-R-3-T ON 6.32 ACRES ON LOCATION EXTENDING BETWEEN MT. VERNON AVENUE AND GAGE CANAL, APPROXIMATELY 410 FEET SOUTH OF GRAND TERRACE ROAD, ZONE CHANGE E223-117 (ZC 80-4) . WHEREAS, the Planning Commission of the City of Grand Terrace, following a public hearing held in the time and manner described by law, in which all evidence and testimony was duly heard and considered, and recommended the rezoning of the property hereinafter described; and WHEREAS, this rezoning will have no significant environmental impact as provided in the negative declaration filed herein: NOW, THEREFORE, the City Council of the City of Grand Terrace DOES ORDAIN AS FOLLOWS: SECTION 1 . The following described real property is hereby rezoned in the manner stated and the zoning map is hereby amended accord- ingly as shown on Exhibit "A" attached hereto and incorporated herein: FROM R-R-T TO 3500-R-3-T Said property (6.32 acres) extends between Mt. Vernon Avenue and Gage Canal , approximately 410 feet south of Grand Terrace Road, subject to the following conditions: 1 . The requirements of "T" Standard No. 368; 2. A public hearing site approval (location and development plan) be submitted for approval at the time of developemnt; 3. Two points of access be provided; 4. A richter magnitude 7.0 earthquake is expected along the San Jacinto fault, two miles from the site; therefore, we recom- mend that human occupancy structures be designed accordingly; 5. Positive drainage for surface runoff on the site should to provided and water should not be allowed to flow over any cut slopes or pond behind slopes; 6. All cut slopes should be steeper than 2 :1 (horizontal to vertical ) and should be planted as soon as possible to minimize erosion; 7. Foundations for human occupancy structures should be set back from the top of any steep slopes (a steep slope is defined as two horizontal to one vertical or steeper) , in this case, from the top of the road cut for the Interstate 15E freeway. The setbacks should be calculated as a 2:1 plane, extending upward from the toe of steep slopes. If several oversteepened areas exist on any one slope, the set- back should be the farthest from the top of the slope. Set- backs from the top of the road cut should be reviewed by an engineering geologist during grading plan review; 8. Measurement of several seismic refraction lines at selected locations on the site would be a considerable aid for evaluating the depth to hard bedrock beneath the site. If areas of shallow bedrock are encountered, the seimic refraction lines would aid in determining the rippability of the core and the amount of blasting, if any, that may be required for the excavation of cut slopes and utility line trenches; 9. The grading plans for the site should be reviewed by an engineering geologist prior to grading. SECTION 2. This Ordinance shall be in full force and effect at 12:01 a.m. on the 31st day after its adoption. SECTION 3. The City Clerk shall cause this Ordinance to be posted in three (3) public places designated for such purpose by the City Council . SECTION 4. First read at a regular meeting of the City Council of said City held on the 16th day of October, 1980, and finally adopted and ordered posted at a regular meeting of said City Council on the 6th day of November, 1980.
