117 ORDINANCE NO . 117
AN URGENCY ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF GRAND TERRACE IMPOSING A
MORATORIUM ON DEVELOPMENT APPROVALS TO
ALLOW FURTHER STUDY IN AREAS 9 AND 10 IN
THE ATTACHED EXHIBIT
WHEREAS, the City Council has considered the zoning for the
property in Areas 9 and 10 in the attached Exhibit " A" ; and
WHEREAS, the City Council has determined that further study
is necessary before the Council can act upon this matter ; and
WHEREAS, the City Council does hereby find that there is a
current and immediate threat to the public health, safety, and welfare
if subdivisions or other development approvals are allowed to develop
in the sensitive hillside area before additional study on the hillside
are covered by Areas 9 and 10 can be accomplished ;
NOW, THEREFORE, the City Council does hereby ordain :
Section 1 : That there is hereby an established moratorium
on development in --Area9 and 10 for 45 days and until the study is
completed or this ordinance is extended pursuant to a noticed public
hearing pursuant to Government Code Section 65858.
Section 2: That a report shall be prepared desiring the
results of the study 10 days before the expiration of this ordinance
or any extension thereof.
Section 3 : That this ordinance is passed by at least
four-fifths vote and in accordance with Government Code Section 65858.
Section 4 : That this ordinance shall be effective
immediately.
