Council Member Jeff AllenOn April 21, 2021, Council Member Jeff Allen attended the Solid Waste Advisory Task- Force meeting and discussed the following: • A presentation of SB-1383 Implementation by Cal Recycle o Local jurisdiction planning for the necessary organic waste recycling and food recovery capacity needed to divert organic waste from landfills into recycling activities and food recovery organizations. Local enforcement will be required to enforce compliance of regulations on its residents. ▪ The City will be required to provide organic collection services to all residents and businesses. Required to establish an edible food recovery program. ▪ Conduct education and outreach ▪ Procure recyclable and recovered organic products ▪ Required target amounts will be based on the City’s population ▪ Required to perform record keeping and reporting ▪ Adopt enforceable ordinances and mechanisms ▪ State enforcement will be implemented in 2024. o SB- 54 – All single-use disposable packaging, including food service packaging, to re recyclable or compostable by January 2032. o SB-343 – Prohibits packaging manufacturers from labeling their products as recyclable if they are not recyclable in the State of California. o AB-818 – Requires certain premoistened nonwoven disposable wipes manufactured on or after July 1, 2022, to be labeled clearly and conspicuously with the phase “Do Not Flush” and a related symbol, as specified. o AB-1276 – Prohibit restaurants from supplying plastic food utensils unless requested. o Authorization of an increase at the Colton Transfer Station Inland Regional MRF
