Omnitrans and discussed the following:
• Reinstating Service
• Service Resumption Triggers
o Health & Safety Triggers Purpose
o Ridership/Demand Triggers Purpose
o Financial Triggers Purpose
o Employee Recall Triggers Purpose
• Staff Developed a 7-Step Service Resumption Plan
o Steps 1 & 2 – Ensuring sufficient service levels assuming high schools
and colleges reopen in Fall 2021
o Step 3 – Return morning peak service on Omnitrans core routes based on
the current highest passenger loads per trip. September 2020, Omnitrans
to resume some midday and PM peak service
o Step 4 – Resume 30-minute morning and evening peak service on the
next series of higher performing routes
o Step 5 – Resume 15-minute peak service on core routes.
o Step 6 – Resume weekday service to the ConnectForward Plan
o Step 7 – Resume weekend service to the ConnectForward Plan
On April 7, 2021, Mayor Darcy McNaboe attended the Board of Directors Meeting for
the San Bernardino Transportation Authority and discussed the following:
• Federal Transit Administration Sub-Recipient Agreement with Omnitrans for the
Ontario International Airport Loop Project and Operations Oversight
• Receive Information on the San Bernardino County Regional Greenhouse Gas
Reduction Plan
o Prepare a baseline (2106) GHG emissions inventory for each of the 25
Partnership jurisdictions in the county.
o Prepare future year (2020, 2030, and 2045) GHG emissions forecasts for
each of the jurisdictions.
o Develop general GHG reduction measures and jurisdiction-specific
measures appropriate for each jurisdiction.
o Development consistent baseline information for jurisdictions to use for
their development of community climate action plans (CAPs) meeting
jurisdiction-identified reduction goals
