On May 14, 2019, the City Council
made a positive Finding of Public
Convenience or Necessity for Type
20-Off-Sale -Beer and Wine License.
On February 20, 2020, Grocery Outlet
opened for business.

Discussion
The Type-21 off-sale of beer, wine, and distilled spirits
license will serve the public convenience by:
•providing customers, complete grocery shopping options, and
•eliminating multiple trips to the store.
No negative impacts are anticipated to the public
health, safety, or welfare of the community.
San Bernardino County Sheriff Department did not
have operational concerns.
No negative impact to the General Fund will occur
and the business will generate sales tax.
Recommendation
Make a finding of Public Convenience or Necessity
for a Type 21 Off-Sale General License for Grocery
Outlet Located at 22441 Barton Road; and
Direct Staff to issue the attached Public Convenience
or Necessity Letter to the California Department of
Alcoholic Beverage Control.
