Background
The Planning Commission/Site and Architectural Review Board
(“Planning Commission”) is an advisory board to the City
Council and serves as the “planning agency” (e.g.,
discretionary permit applications) for the City pursuant to the
California Government Code, the Municipal Code, the Zoning
Code, and general procedures.
Background
Planning Commissioners must stay up to date with proper current training. Traditionally, funding has been established through the City’s budget process with the following objectives:
•Preparing for Planning Commission Meetings by reviewing Staff Reports
•Keeping the meeting focused, allowing for robust citizen engagement, and maintaining a welcoming, civil, and ethical process.
•Making legal, defensible decisions, establishing findings of fact and establishing the record.
Training
In prior years, the City has set aside funds for the following Planning
training programs:
•Sexual harassment prevention training
•Ethics training
•Attendance, in person or by Zoom, at the League of California Cities
Planning Commissioners Academy
•Enrollment in the National and Local chapters of the American
Planning Association (APA)
•Attendance at local APA Section workshops
Recommendation
The proposed Fiscal Year 2021-22 Planning Commissioners Training
Program is consistent with the above and will be identified in the City’s
Budget commencing July 1st.
Staff is seeking input from the Planning Commission on the proposed
Fiscal Year 2021-22 Planning Commissioners Training Program.
The Planning Commission is therefore recommended to review, discuss,
and provide input to Staff regarding the proposed Planning
Commissioners Training Program.
