03-11-2021 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE SPECIAL MEETING March 11, 2021 - 6:30 p.m. City Hall Community Room — North 22795 Barton Road, Grand Terrace, CA 92313 MINUTES CALL MEETING TO ORDER: Chairman Brian Phelps convened the Special Meeting of the Parks & Recreation Advisory Committee at 6:35 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Chairman Brian Phelps ROLL CALL: Present: Committee Members Freund and Reagan, Vice-Chair Firnkoess; Chairman Phelps Absent: Committee Member Rivera Staff: City Manager, G. Harold Duffey; City Clerk, Debra Thomas 1. Approve February 11, 2021 Regular Meeting Minutes Vice-Chair Firnkoess moved, with a second from Committee Member Reagan to approve the February 11, 2021 Regular Meeting Minutes. Ayes: Committee Members Freund and Reagan; Vice-Chair Firnkoess; Chairman Phelps Absent: Committee Member Rivera 2. Public Comments None. 3. Annual Meeting with Athletic Leagues and Youth Groups Minutes Parks & Recreation Advisory Committee March 11, 2021 a. Discussion: Athletic League and Youth Groups Needs Brian Pope, President of the Grand Terrace Community Soccer Club spoke on behalf of the Soccer Club and the Grand Terrace Little League as the president for the Little League, Mike Orem was unable to attend this meeting. Grand Terrace Little League • The lighting at the baseball fields located at Veteran's Freedom Park needs replacement. The lights closest to the parking lot and dug out are inoperable. • Spectator Safety: o Request fencing on left side of main field be extended to dugout and a gate installed. • Re-Configure T-Ball Field: o Grass has crept into dirt playing area. Request grass be cut back away from dirt playing area. • Water spicket behind mound on main playing field leaks and floods playing area. Request spicket be repaired. Grand Terrace Community Soccer Mr. Pope informed the Committee that soccer season will not begin until fall of 2021. Concern has been conveyed regarding the safety of the goal posts located at the athletic playing fields since the school is not open. Discussion was held regarding options to move the goal posts to Richard Rollins Community Park and secure them by the snack bar. Mr. Pope also shared with the Committee thermal temperature checks for ages 13 and up as well as the requirement that coaches be tested for COVID-19 and cleared before athletic games. Mr. Pope shared with the Committee that only one (1) parent per child will be allowed to physically attend games, however the league will be streaming games so that family members may watch from the comfort of their car in the parking lot or from home. Mr. Pope requested permission to install a range hood at the snack bar in Richard Rollins Park. Minutes Parks Et Recreation Advisory Committee March 11, 2021 G. Harold Duffey, City Manager asked staff to review the procedure for the athletic leagues to report repair and maintenance issues and provide each group with the appropriate process. 4. Committee Member Comments Chairman Phelps requested the status on the Wi-Fi hotspots in the City parks. City Manager Duffey believes the feed should go live within the next 60 days. Committee Member Reagan suggested that the athletic leagues have a volunteer to serve as a security guard. City Manager Duffey recommended that the Sheriff's Department be provided with a league calendar of events so that a deputy can drive by at various times during league play. City Manager Duffey announced to the Committee that he will be stepping back from participation in the Committee's meetings. He has provided the Committee with its workplan and the resources they need is contained in that workplan. Debra Thomas, City Clerk will continue to work as the Committee liaison going forward and she will convey the Committee's requests and recommendations to the City Manager to forward on to the City Council. 5. Adjournment Chairman Phelps adjourned the Regular Meeting of the Parks & Recreation Advisory Committee at 7:26 p.m. Brian Flhdps, Chairman ebra L.
