02-13-2020 CITY OF GRAND TERRACE PARKS &RECREATION ADVISORY COMMITTEE REGULAR MEETING February 13, 2020 -4:00 p.m. City Hall Community Room—North 22795 Barton Road MINUTES CALL MEETING TO ORDER: Chairman Brian Phelps convened the Regular Meeting of the Parks & Recreation Advisory Committee at 4:05 p.m. PLEDGE OF ALLEGIANCE: Grand Terrace resident,Jason Greeley led the Committee in the Pledge of Allegiance. ROLL CALL: Present: Committee Members Freund, Rivera, Reagan; Vice Chair Firnkoess (arrived at 4:15 p.m.); Chairman Phelps Absent: None 1. Approve January 23, 2020 Regular Meeting Minutes Committee Member Reagan moved with a second from Committee Member Freund to approve the January 23, 2020 Regular Meeting Minutes Ayes: Committee Members Freund,Rivera, Reagan; Chairman Phelps Absent: Vice Chair Firnkoess (arrived at 4:15 p.m. 2. Public Comments None. 3. Staff Presentation a. Art in Public Places—Concept Design Review Jason Greeley,Lowbrow Ink is still working on design concepts. Agenda Parks Ft Recreation Advisory Committee January 23, 2020 b. Dog Park Celebratory Event The Dog Park is scheduled for re-opening March 4, 2020. Will address celebratory event after re-opening. c. Walk on Blue Mountain The event begins at 8:00 a.m. Booths will be set up for sign-in, Friends of Blue Mountain, CERT and Woody's Bar&Grill will be providing a coupon to those who participate in the hike. Youth hikers who locate rocks throughout the trail and turn in their log will receive a prize and Kona Ice for participating. Vice Chair Firnkoess suggested a banner be placed at the top of the mountain so all hikers may sign the banner once reaching the top and re-use it every year to continually obtain signatures. 4. Committee Member Comments Committee Member Freund requested clarification regarding the Dog Park closure. Todd Nakasaki, Management Analyst announced volunteers are needed to help close the Fitness Park. Committee Member Reagan asked who monitors the City's parks. G. Harold Duffey, City Manager stated that the parks have cameras and can be viewed by staff on computers at City Hall. Committee Member Reagan asked if the parks are open during inclement weather. Alan French, Director of Public Works explained that the parks are closed during inclement weather. 5. Staff Comments City Manager Duffey stated that park maintenance will be discussed at the Committee's next meeting. City Manager Duffey asked if the Committee wanted to move its meeting time. The Committee requested that the meeting be moved to 4:15 p.m. on the first Thursday of each month. Committee Member Reagan moved with a second from Vice Chair Firnkoess that the Parks & Recreation Advisory Committee change its meeting time from 4:00 p.m. to 4:15 p.m. Ayes: Committee Members Freund, Rivera, Reagan; Vice Chair Firnkoess; Chairman Phelps Agenda Parks i3 Recreation Advisory Committee January 23, 2020 6.
