05-13-2021 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE REGULAR MEETING May 13, 2021 - 4:15 p.m. City Hall Community Room — North 22795 Barton Road, Grand Terrace, CA 92313 MINUTES CALL MEETING TO ORDER: Chairman Brian Phelps convened the Regular Meeting of the Parks & Recreation Advisory Committee at 4:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Chairman Phelps. ROLL CALL: Present: Committee Member Freund; Vice-Chair Firnkoess and; Chairman Phelps Absent: Committee Members Rivera, Reagan Staff: City Clerk, Debra Thomas 1. Approve April 8, 2021 Regular Meeting Minutes Committee Member Freund moved, with a second from Vice-Chair Firnkoess to approve the April 8, 2021 Regular Meeting Minutes. Ayes: Committee Member Freund; Vice-Chair Firnkoess; Chairman Phelps Absent: Committee Members Rivera, Reagan 2. Discussion: a. FY2021-22 Budget Allocation Requests: Staff provided the Committee with the following list of projects to review and select items to be submitted to the City Council for its FY202,1-22 Budget. i. Parking Striping Agenda Parks £t Recreation Advisory Committee May 13, 2021 This items will return at a later date for discussion 'and request for implementation. ii. Park Shading This items will return at a later date for discussion -and request for implementation. iii. Additional Park Swings It was suggested by the Committee that this item be submitted to Assembly Majority Leader Reyes' office for possible additional grant funding to place an ADA swing in each of the City's parks. iv. Grand Terrace Fitness Park: 1. Cameras This item will not be returning for discussion as there is resources to install cameras at this location. 2. Plants/Gorilla Grass It was suggested by the Committee that youth; groups may be able to assist with this project by re-planting the foliage or the item could be brought back to the City's next Community Day Clean up where volunteers could help re-plant. v. Griffin Park 1. Dog Waste Station The Committee would two (2) dog waste stations installed at this park. vi. Veteran's Freedom Park 1. Additional Fencing The Committee would like this item submitted to the City Council for consideration in its FY2021-22 budget. 2. Sports Turf This item will not be returning for discussion as the item has been completed. vii. Richard Rollins Park Agenda Parks Ft Recreation Advisory Committee May 13, 2021 1. Update plants This items will return at a later date for discussion and request for implementation. 2. Amphitheater This items will return at a later date for discussion and request for implementation. viii. Susan Petta Park 1. Seating Shade This.items will return at a later date for discussion and request for implementation. ix. T.J. Austin Park 1. Replace Wood Chips in Play Area The Committee would like this item submitted to the City Council for consideration in its FY2021-22 budget. x. New Facilities 1. Blue Mountain Nature Trail — No Discussion 2. Swimming Pool — No Discussion 3. Build a Community Center at one of our Parks-No Discussion 4. New Water Park— No Discussion 5. Skateboard Park— No Discussion 6. Pilot Program —Water Fountains for Reusable Water Bottes The Committee would like this item submitted to the City Council for consideration in its FY2021-22 budget. b. Kyle Bacon Field — Official Naming Debra Thomas, City Clerk explained that the t-ball field named after Kyle Bacon was named by the Grand Terrace Little League Board of Directors and not officially by the City Council. City Clerk Thomas ',shared with the Committee the facility naming policy process for future reference. 3. Committee Member Comments Committee Member Freund asked if projects were awarded funding by the City Council, if all funding was not used to complete the projects could that leftover funding be diverted to another project. Agenda Parks Ft Recreation Advisory Committee May 13, 2021 The Committee requested discussion to select a new Public Hearing/Public Outreach date be brought back at its next meeting on June 10, 2021. 4.
