MINUTES
CALL MEETING TO ORDER:
Chairman Brian Phelps convened the Special Meeting Workshop of the Parks &
Recreation Advisory Committee at 6:45 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Committee Member Terry Reagan
ROLL CALL:
Present: Committee Members Freund, Reagan; Vice-Chair Firnkoess and;
Chairman Phelps
Staff: Debra Thomas, City Clerk; Steve Weiss, Planning & Development
Services Director; Eric Weck, Public Works Director/City Engineer
1. Workshop/Discussion — City of Grand Terrace Skatepark
Steve Weiss, Planning & Development Services Director provided information on
a skate park addressing the following items:
• Need for Skatepark
• Identify Stakeholders
• Identify Location
• Funding Resource
• Maintenance
• Public Comment
PUBLIC COMMENT
Approximately 40 members of the pubic participated in! the Special Meeting Workshop
of the Parks & Recreation Advisory committee and spoke in support of the priority to

create a skatepark in the City of Grand Terrace:

• Cindy Grande
• Jay Bartman

The public also provided input on the design of the skatepark and the amenities they
would like to see installed:
• Water Fountains
• Some areas of the park gated/some not
• Design for both skateboards and bicycle use
• Skate Runs
• Small and big stair sets (3-10) steps
• Manual pad
• Rails — both hand and flat
• Ledges
• Halfpipe
• Big ramps
• Bowls
• Integrate a street section with the park
• Pyramid
• 3-Block tall
• Hubba's
• Euro gap
• Tabletop
• Drops
Of the approximately 40 members of the public who participated in the Special Meeting
workshop, eight (8) provided their contact information to serve as volunteers to help with
the skatepark.
Vice-Chair Firnkoess moved, with a second from Committee Member Reagan to bring
the item back to the Parks & Recreation Advisory Committee's September 9, 2021,
Regular Meeting for discussion.
