197 ORDINANCE NO. 197 AN ORDINANCE OF THE CITY OF GRAND TERRACE, CALIFORNIA AMENDING THE BARTON ROAD SPECIFIC PLAN LAND USE MATRIX TO ALLOW THE PROPOSED USE WITHIN THE VILLAGE COMMERCIAL DESIGNATION FOR PROPERTY LOCATED AT 22483 BARTON ROAD, AND AN ASSOCIATED NEGATIVE DECLARATION,FILED BY G&M OIL COMPANY. WHEREAS,the proposed amendment is located in the Grand Terrace Redevelopment area; and WHEREAS,the applicant,G&M Oil COMPANY,has initiated the proposed amendment;and WHEREAS,the Planning Commission during their meeting on April 19,2001 recommended approval to the City Council of said amendment; and WHEREAS,a properly noticed Negative Declaration has been prepared for this project and is attached herein by reference; and NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: Section 1 That the Barton Road Specific Plan Chapter III, Section D—Land Use Regulations, Table 1 —Land Use Matrix, Village Commercial Uses is hereby amended to read as follows: General Village Office/ Commercial(2)(6) Commercial(2)(6) Professional(2)(6) (Subarea 1) (Subarea 2) (Subarea 3) Retail Commercial Uses Auto Service Station P C(8) Notes: (8) An auto service station featuring the sales of gasoline with a convenience food market is permitted with the approval of a Conditional Use Permit by the Planning Commission at the southwest corner of Barton Road and Mount Vernon Avenue only Section 2 Effective Date:This ordinance shall be in full force and effect at 12:01 a.m.on the 31' day of its adoption. Section 3 Posting: The City Clerk shall cause this ordinance to be posted in three (3) public places within fifteen(15) day of its adoption, as designated for such purpose by the City Council. ementing the amended Specific Plan, the policy and goals of the General Plan are preserved and promoted. BLUE MOUNTAIN SPECIFIC PLAN is in compliance with the development standards set forth in this Specific Plan and with the City of Grand Terrace Zoning Code. The antennae contain a non-reflective finish and are placed on the tower subject to each agency's individual requirements which are customarily installed at the top and to the sides of the tower. Also, included in these recommendations were extending bike lanes and pedestrian paths to allow people to walk to the plaza/open space area along Barton Road. The"Guiding Principles"reinforced the need for a public plaza by calling on the City's residents to: "Promote community participation...to ensure a sense of belonging and community growth." The proposed public plaza as part of the City's open space will reflect this principle by supporting the promotion of community participation. 4. Family and Children Orientation-Grand Terrace prides itself on family activities that involve organized recreation utilizing open space areas in the City. The General Plan Task Force made several recommendations to reinforce the City's already strong family and children orientation.
