04/28/1980 PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE APRIL 28, 1980 A regular meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand Terrace, California, on April 28, 1980 at 6:33 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins, Vice Chairman Winifred Bartel , Commissioner William DeBenedet, Commissioner John McDowell , Commissioner Tom Rivera, Commissioner Lloyd L. Watson, Commissioner Gil Haro, San Bernardino County Planning Staff Brian Esgate, City Engineering Staff Ivan Hopkins, City Attorney Myrna Lindahl , Executive Secretary/Deputy City Clerk ABSENT: Vern Andress, Commissioner Ron Schuster, Commissioner Martine Gerg, Secretary The meeting was opened with the Pledge of Allegiance, led by Commissioner McDowell , and oral roll call . APPROVAL OF MINUTES - April 14, 1980 PCM-80-34 MOTION was made by Commissioner Rivera, seconded by Commissioner Watson and carried unanimously to approve the Minutes of April 14, 1980 as presented, by all present. Chairman Tetley arrived at the meeting at 6:36 p.m. APPROVAL OF TENTATIVE TRACT 11240 Proposal : a) 48 unit condominium b) 1 lot subdivision Location: W/s Mt. Vernon Avenue, approx. 350' N/o Van Buren Street File/Index: a) LSH/80-0068/E244-124 b) SUB/80-0069/E244-124/TR11240 Applicant: Gemini Development Corporation Representative: Linville, Sanderson, Horn & Assoc. Page one - PC-4/28/80 Vice Chairman Sandy Collins disqualified himself regarding the hearing on Tentative Tract 11240, due to the proximity of his residence to this proposed development. Staff, Gil Haro, made a presentation including analysis , findings , and a recommendation to approve Tentative Tract 11240 and Large Scale Housing Project E244-124 for condominium purposes , subject to the conditions listed in the Staff Report; adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determination. (A copy of Planning Staff's Report is on file in the City Clerk's Office) Chairman Tetley called upon the applicant for input to the hearing. SUPPORTING TESTIMONY: Mr. Bill Mead, 323 W. Court, San Bernardino, addressed the Commission and introduced Steve Carter and Ken Linville. Mr. Mead showed views of the elevations, a landscaping plan, a drainage plan and an underground irrigation plan to the Commission. He stated all units will have garages, with additional parking provided out of view from the street. Fencing is to consist of wrought iron and masonry. A security gate will be located on Mt. Vernon, with an emergency crash gate provided at the rear of the units. Chairman Tetley called for opposing testimony. There was none. The following citizens, speaking neither for nor against the project, addressed questions: Marcel Broussard, 22394 Van Buren Street, stated his property lies to the west of the proposed project, and questioned if flooding will be a problem, or if underground drainage will be provided. Brian Esgate, City Engineering Staff, stated closed conduit will be required, with the drainage exiting through the curb. Pauline Norris, 12450 Mt. Vernon, asked what height the fencing will be around the development. Mr. Mead replied the height will be six feet. Reverend Kenneth Grimes, Pastor, First Baptist Church of Grand Terrace, addressed questions regarding the 30 foot easement, a private easement, and inquired if the neighboring property owners were aware of the location of the proposed crash gate. Chairman Tetley closed Public Hearing. In discussion, the Commission discussed various areas of concern in the following areas: appearance of units and the landscaping to be provided for the portion of the development fronting on Page two - PC-4/23/80 Mt. Vernon; drainage; distance of security gate from the street; and easements. PC-80-35 Following discussion, MOTION was made by Commissioner Rivera, seconded by Commissioner DeBenedet to approve Tentative Tract 11240 and large scale housing project E244-124 for condominium purposes, subject to the findings and conditions as outlined by Staff; adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determination. (Staff Report is on file in the City Clerk' s Office) PC-80-36 Following discussion, Commissioner Rivera amended Motion No. PC-80-35 to include the following: (a) Amend Condition No. 20 to include: Decorative fencing shall consist of masonry columns, with wrought iron. (b) Add Condition No. 32 as follows: Red tile-fashion roofs shall be required. The Amended Motion was seconded by Commissioner DeBenedet, and the Motion carried unanimously, as amended, by all present, with the exception of Commissioner Collins, who disqualified himself regarding this matter. ADJOURN TO PUBLIC WORK SESSION The regular meeting of the Planning Commission adjourned to Public Work Session at 7:23 p.m. RECONVENE TO REGULAR SESSION The regular meeting of the Planning Commission reconvened at 8:25 p.m. , with all members present as listed. GENERAL PLAN AMENDMENT PC-80-37 MOTION was made by Commissioner McDowell , seconded by Commissioner Watson, that the City Council initiate the General Plan Amendment process, as outlined by Gail Carr, Gale Carr & Associates , and thus confirm the recommendation made in the Public Work Session held on April 14, 1980. Motion carried on AYE votes of all present, with the exception of Commissioner Collins voting NOE. ORDINANCE COMMITTEE Committee Member John McDowell reported on the progress of the ordinances presently being studied with Staff. Meetings with Staff have been set for each Tuesday and Thursday, from 9:00 a.m. to 12:00 Noon. Commissioners DeBenedet and McDowell attend these meetings. All Planning Commissioners are welcome to attend.
