06/02/1980 PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE JUNE 2, 1980 A regular meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand Terrace, Cali- fornia, on June 2, 1980 at 6:58 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins , Vice Chairman Vern Andress, Commissioner Winifred Bartel , Commissioner Tom Rivera, Commissioner Jean Laurin, San Bernardino County Planning Staff Ivan Hopkins, City Attorney Martine Gerg, Executive Secretary ABSENT: William DeBenedet, Commissioner John McDowell , Commissioner Ron Schuster, Commissioner Lloyd L. Watson , Commissioner The meeting was opened with the Pledge of Allegiance, led by Commissioner Andress , and oral roll call . APPROVAL OF MINUTES - MAY 12, 1980 PCM-80-40 MOTION was made by Commissioner Collins , seconded by Commissioner Bartel and carried unanimously to approve the Minutes of May 12, 1980 as presented. T-STANDARD REVIEW/MINOR DEVIATION/80-0106/E223-120 Proposal : Establish office and retail shops with setback of 7'6" from property line on Canal Street and 12'6" from property line on Barton Road. Location: N/w corner Barton Road and Canal Street. Zoning : C-1-T (#368) Gen. Plan: Commercial Applicant: William and Bonnie Darwin Staff, Jean Laurin, made a presentation including analysis, findings and recommendation to deny the minor deviation for both Barton Road and Canal Street. Ms. Laurin stated that when you start varying the width of a major street, it sets a standard and a tone for the entire area. This should not be done at Staff level but can be done at Commission Level . The reason that Canal Street Minor Deviation should be denied is that there is no access to the back of the property for emergency vehicles. Page one - PC-6/2/80 Chairman Tetley called upon the applicant for input to the hearing. SUPPORTING TESTIMONY Mrs. Bonnie Darwin , 23172 Palm Avenue, addressed the Commission stat- ing that they were granted a minor setback deviation by the County Planning Department in November, 1978. Because of the setbacks and required off-street parking, the property was not large enough for their purposes. They then decided to purchase adjoining property and then appealed to the Planning Commission to have the property rezoned. They proceeded to draw up plans for the building based on the same criteria as used before, but was then told that the pre- vious criteria was no longer in effect, and would have to meet City setback requirements. Chairman Tetley closed public hearing. In discussion, the Commission discussed the type of buildings which would be there and the types of businesses which would be occupying the buildings. Planning Staff, Jean Laurin, clarified the definition of setbacks as being 25 feet from the property line. PCM-80-41 MOTION was made by Commissioner Andress, seconded by Commissioner Bartel and carried unanimously to approve applicant's request for a Minor Deviation setback of 7'6" from the property line on Canal Street and 12'6" from property line on Barton Road. Commissioner Collins asked that Staff give an official reading of what a setback should be. City Attorney, Ivan Hopkins , stated that the setback goes 25 feet back from the property line, which is generally the sidewalk. Discussion was held on reviewing the setback requirements in Grand Terrace, and Ms. Laurin recommended a review of the entire T-Standards. Attorney, Ivan Hopkins , stated that the Planning Commission is charged with making recommendations to City Council for making revisions to the Zoning Ordinance. GENERAL PLAN AMENDMENT Proposal : General Plan Amendment Review and Zone Change Study be initiated. Location: Area North of Walnut Avenue, South of Vivienda Street between Grand Terrace Avenue and the railroad tracks. Requestor: Jean Laurin , Planning Staff Planning Staff, Jean Laurin, gave a presentation stating that Mr. Earle Kruggel , President of Eagle Plumbing Company, constructed a shop on Walnut Street in 1970, before the General Plan Review in June, 1976 which designated that area as rural residential . Mr. Page two - PC-6/2/80 Kruggel was denied a building permit to build a roof structure over his outdoor storage because his use was inconsistent with the General Plan and existing zone. Staff recently reviewed the area and found that the surrounding uses were industrial and that would make the resi- dential zoning undesireable. On that basis , Ms. Laurin made a recom- mendation that the Planning Commission recommend to City Council to authorize a General Plan Amendment Review and Zone Change Study for the area North of Walnut Avenue , South of Vivienda Street between Grand Terrace Avenue and the railroad tracks. Discussion was held on the possibility of reviewing the one parcel rather than the entire area. Chairman Tetley called for supporting testimony. SUPPORTING TESTIMONY Mr. Earle Kruggel , 21718 Walnut Avenue, stated that he concurred with Staff recommendation. He feels that because of the Stater Brothers Loading Warehouse being permanently located on Walnut Street, the area should be rezoned as Industrial . PCM-80-42 MOTION was made by Chairman Tetley and seconded by Commissioner Collins that the Planning Commission recommend to the City Council that a General Plan Amendment Review and Zone Change Study be initiated for the area north of Walnut Avenue, south of Vivienda Street between Grand Terrace Avenue and the railroad tracks. Following discussion, the motion was passed unanimously.
