06/23/1980 PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE JUNE 23, 1980 A regular meeting of the Planning Commission, City of Grand Terrace was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, California, on June 23, 1980 at 6:35 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins , Vice-Chairman Vern Andress, Commissioner Winifred Bartel , Commissioner William DeBenedet, Commissioner Doug Erway, Commissioner Tom Rivera, Commissioner Lillian Smith , Commissioner Martine Gerg, Executive Secretary ABSENT: John McDowell , Commissioner The meeting was opened with the Pledge of Allegiance and oral roll call . SWEARING IN OF NEWLY-ELECTED COMMISSIONERS City Manager, Seth Armstead, administered the Oath of Office to newly-elected Planning Commissioners Lillian Smith and Doug Erway. The new Planning Commissioners were then seated. Mayor Tillinghast, on behalf of the City Council , welcomed the two new Commissioners and also commended the Planning Commission on its performance as a Commission. ELECTION OF THE PLANNING COMMISSION CHAIRMAN AND VICE-CHAIRMAN Motion was made by Vice-Chairman Collins that the term of Planning Commission Officers be one year and the time of election be the first meeting of each calendar year. Motion died for lack of a second. PCM-80-45 Following discussion , MOTION was made by Commissioner DeBenedet, seconded by Commissioner Bartel and carried with 7 Aye votes and a Noe vote by Chairman Tetley, that Chairman and Vice-Chairman of the Planning Commission serve a period of two years. Page one - PC--6/23/80 Chairman Tetley was reappointed Chairman of the Planning Commission and Vice-Chairman Collins was reappointed Vice-Chairman of the Planning Commission. PCM-80-46 MOTION was made by Commissioner Collins , seconded by Commissioner Rivera and carried Unanimously that Commissioner Doug Erway be appointed Recording Secretary for the Work Session portion of the Planning Commission Meetings. APPROVAL OF MINUTES - JUNE 9, 1980 PCM-80-47 MOTION was made by Vice-Chairman Collins , seconded by Commissioner Rivera and carried unanimously to approve the minutes of June 9, 1980 as presented. APPROVAL OF TENTATIVE TRACT 11439 Proposal : 9 lot subdivision on 2.32 acres Location: N/s Pico Street approx. 360' W/o Michigan St. File/Index: SUB/80-0125/E220-126/TR11439 Applicant: Harber, James Rep: Johnson Engineering Staff, Jean Laurin, gave a presentation including analysis , findings , and a recommendation to approve Tentative Tract 11439 for nine single family lots , subject to the attached conditions ; adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determin- ation. Discussion was held by the Commission on development of the lot, side- walks and fences. Chairman Tetley called upon the Applicant for input to the hearing. SUPPORTING TESTIMONY Mr. James Harber, 21456 W. Palm Avenue, stated that Staff had given an accurate presentation and added that he was willing to uphold the Planning Department's requirement of building a 6-foot fence to be constructed of concrete pillars with wood in between the pillars. He also stated that he was in agreement with all terms of the agreement set by the Planning Department. Chairman Tetley called for opposing testimony. OPPOSING TESTIMONY Pastor Nordstrand, 12667 Michigan Avenue, asked which church was bordering the lot. Linda Webber, 12630 Eagle Ct. questioned the need for more new homes in Grand Terrace. She stated that there were many new homes in Grand Page two - PC-6/23/80 Terrace which were not being sold. Tim Webber, 12630 Eagle Ct. expressed his preference for a block wall rather than a wood fence around the lot. Chairman Tetley closed public hearing. PCM-80-48 MOTION was made by Commissioner Erway, and seconded by Commissioner DeBenedet to approve Tract 11439 as presented. Motion was carried by 7 Aye votes and 1 Noe vote by Commissioner Bartel . 4TH OF JULY PICNIC Chairman Tetley announced a public picnic for all Grand Terrace citizens at the Terrace Hills Junior High School on July 4, 1980 from 11 a.m. to 6 p.m. ZONE CHANGE REQUEST AND APPROVAL OF TENTATIVE TRACT 11333 Proposal : A) Zone change from A-1-5-T to R-1 on 21 .8 acres B) 86 lot subdivision on 21 .8 acres Location : Generally the E/s of Oriole Avenue between Van Buren Street and Pico Street. File/Index: A) ZC/80-0117/E227-125 B) SUB/80-0118/E227-125/TR11333 Applicant: Laguna Pacific Development Co. Rep: Madole & Assoc. , Inc. Staff, Jean Laurin , made a presentation including analysis , findings and a recommendation that the City Council adopt the zone change clas- sification from A-1-5-T to R-1 for the 21 .8 acres at Oriole Avenue and Van Buren Street subject to the conditions attached to the Tentative Tract; adopt the Negative Declaration and instruct the City Clerk to file a Notice of Determination. Ms. Laurin stated that this is a two step process . The zone change must be approved prior to considering the Tract. Ms. Laurin explained that the Commission was not given maps of the Tract prior to this meeting because the Applicant was asked to revise the original map to extend the half wall so that property to the East could be developed. PCM-80-49 MOTION was made by Commissioner Erway and seconded by Commissioner Andress to continue this matter to July 14, 1980, so they could physi- cally view the site. Following discussion, motion passed with 7 Aye votes and 1 Noe vote from Vice-Chairman Collins. PCM-80-50 MOTION was made by Commissioner Andress, seconded by Commissioner Bartel and carried on 7 Aye votes and 1 Noe vote from Commissioner Erway to hear comments from developer and the public on this matter. Page three - PC-6/23/80 Comments were heard from Jerry Erby, partial owner of the property, Dick Cault, 19700 Fairchild, Irvine, Chuck Costello, Laguna Pacific Devel . Co. , Tim Webber, 12630 Eagle Ct. , and Mrs. Nichols, 12730 Oriole Ave. TRACTS 9741 AND 9919 - TRACT CONDITIONS REVIEW - (EXTRA ITEM) Proposal : Request a revision to conditions for a 6-foot block wall along Pico St. and along West boundary of Tracts. Tract 9741 Location : Northerly of Pico St. & West of Gage Canal Tract 9919 Location: East of Michigan, North of Pico St. Staff, Jean Laurin gave a presentation and recommendation to approve the construction of a block and wood wall subject to the approval of precise construction plans being approved by the City Department of Building and Safety. Ms. Laurin stated that these Tracts have been recorded and are now requesting in lieu of the 6-foot high concrete block wall , a concrete block and wood wall . Louie Teston, representing Gage Canal expressed his concern of water runoff from the subject properties. PCM-80-51 Following discussion , MOTION was made by Chairman Tetley, seconded by Commissioner DeBenedet and carried unanimously to continue this matter to July 14, 1980 in order to view the site and also to ask the Engineer- ing Department questions regarding the fences. Chairman Tetley read a report from Commissioner DeBenedet addressed to the Planning Commission regarding the Solar Program in Cerritos. Commis- sioner DeBenedet was part of a sub-committee which visited the City of Cerritos to tour their solar facilities. City Manager, Seth Armstead, recommended that the rest of the Planning Commission go to the City of Cerritos to view their solar facilities. JOINT SESSION - CITY COUNCIL/PLANNING COMMISSION Mr. Armstead announced that there will be a joint meeting between the City Council and Planning Commission to review ordinances on June 26, 1980 at 4:00 p.m. at the First Baptist Church at 12354 Mt. Vernon Ave. Page four - PC-6/23/80 ADJOURN TO PUBLIC WORK SESSION The regular meeting of the Planning Commission adjourned to Public Work Session at 8:20 p.m. The Public Work Session adjourned at 9:20 p.m. The next regular meeting of the Planning Commission will be a joint meeting with the City Council on Thursday, June 26, 1980 at 4:00 p.m. in the First Baptist Church of Grand Terrace, 12354 Mt.
