09/22/1980 CITY OF GRAND TERRACE PLANNING COMMISSION MINUTES SEPTEMBER 22, 1980 A regular meeting of the Planning Commission,, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon Avenue, Grand Terrace, California, on September 22, 1980, at 6:36 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins, Vice-Chairman Vern Andress, Commissioner Winifred Bartel , Commissioner William DeBenedet, Commissioner Jean Laurin, Planning Staff Ilene Dughman, Records Manager/Deputy City Clerk ABSENT: Doug Erway, Commissioner John McDowell , Commissioner Tom Rivera, Commissioner Lillian Smith, Commissioner The meeting was opened with the Pledge of Allegiance led by Commissioner Andress and oral roll call . APPROVAL OF MINUTES - AUGUST 25, 1980 PCM 80-82 Motion was made by Commissioner Andress, seconded by Commissioner DeBenedet, and carried unanimously to approve the Minutes of August 25, 1980, as submitted. APPROVAL OF MINUTES - SEPTEMBER 8, 1980 PCM 80-83 Following discussion and corrections, Motion was made by Commissioner Andress, seconded by Commissioner Bartel , and carried unanimously to approve the Minutes of September 8, 1980, as amended. PARKING PROVISIONS - MULTIPLE RESIDENTIAL Staff, Jean Laurin, responded to a request by Mr. Barney Karger, 11668 Bernardo Way, at the September 8, 1980, Planning Commission meeting for clarification of the rules on parking provisions for apartment units and condominiums. Ms Laurin outlined the County Planning Commission policy as stated in the County Code, Section 61 , 219(c)(7)(A). Page one - PC-9/22/80 ZONE CHANGE REQUEST Proposal : Zone Change from AP, C1-T, C2-T, R-1-T, R-2-T & R-3--T to AP-T, C2-T & R-3-T on 300+ acres. Location: Generally between Michigan St. & Vista Grande Avenue, and both sides Barton Road. File/Index: ZC/80-1036/E221-119 Applicant: City of Grand Terrace Rep: Gale Carr Staff, Jean Laurin, made a presentation outlining Staff recom- mendations that the Planning Commission recommend the City Council adopt the zone changes based on the five Findings in the September 8, 1980, Staff Report; recommended they be subject to "T" Standard 368, public hearing site approval at the time of development, and all uses of the AP Zone specifically excluding residential uses. Ms. Laurin stated that if the zone change was so adopted, they could impose the restrictions of the "T" Standard 368 and request a public hearing location development plan for all new developments. Said this is being done throughout the State of California. Chairman Tetley opened the meeting to public testimony. There being no public testimony, Chairman Tetley closed the meeting to the public. PCM 80-84 Following questions and clarification, Motion was made by Commis- sioner Andress and seconded by Chairman Tetley that the Planning Commission recommends the City Council adopt Zone Changes as outlined subject to the "T" Standard 368, further subject to public hearing site approval at the time of development, and all uses of the AP Zone specifically excluding residential uses. Commissioner DeBenedet requested more information on "T" Standards. Ms. Laurin stated the "T" Standard would be reviewed in the Work Session and would have to be advertised for a City-wide public hearing for any changes. Recommended they leave it in place for now for guidelines. The Motion carried on AYE votes of Commissioners Andress, Bartel , DeBenedet, and Chairman Tetley. Commissioner Collins voted NOE.
