10/27/1980 CITY OF GRAND TERRACE PLANNING COMMISSION MINUTES OCTOBER 27, 1980 A regular meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon Avenue, Grand Terrace, California, on October 27, 1980, at 6:30 p.m. PRESENT: Frank Tetley, Chairman Vern Andress, Commissioner Winifred Bartel , Commissioner William DeBenedet, Commissioner Doug Erway, Commissioner John McDowell , Commissioner Lillian Smith, Commissioner Jean Laurin, Planning Staff Ilene Dughman, Records Manager/Deputy City Clerk ABSENT: Sandy Collins, Vice-Chairman Tom Rivera, Commissioner The meeting was opened with the Pledge of Allegiance and oral roll call . APPROVAL OF MINUTES - OCTOBER 13, 1980 PCM 80-90 Motion was made by Commissioner Erway, seconded by Commissioner Bartel , and carried unanimously to approve the Minutes of October 13, 1980, as submitted. REQUEST FOR LOT LINE ADJUSTMENT APPLICANT: Miller, E.J. FILE/INDEX: MS/80-1069/E230-117/MSE80-0734 PROPOSAL: Lot line adjustment btwn. 2 lots on 2.83 ac. LOCATION: N/s Vista Grande Way approx. 880' NW/o its intersection with Grand Terrace Road. REP: Garner, Tracadas & Troy Planning Staff, Jean Laurin , outlined the Planning Staff's Report, stating the applicant requests a lot line adjustment to increase the size of Parcel No. Two in order to make it a buildable lot; that a request was made and approved in 1977 for this change and, as the Parcel Map was never recorded, the application expired. Ms. Laurin added that the City Engineering Staff has approved this adjustment, and Planning Staff recommends the Planning Com- mission approve the lot line adjustment for Assessor's Parcels No. 276-371-03 and 276-371-28 per the land division plot map, subject to the conditions. Page one - PC-10/27/80 Members of the Planning Commission voiced concern that the lot line adjustment would not provide a buildable lot. Com- missioner Smith stated it was her understanding there could be another aqueduct added in the future. Ms. Laurin advised the Planning Commission they could postpone action to allow the City Engineering Staff time to reevaluate. Chairman Tetley opened the meeting for public hearing. SUPPORTING TESTIMONY Mr. Ron Winters, 23246 Barton Road, addressed the Planning Commission stating he resides on Parcel No. One and he has a "hand shake" commitment to purchase Parcel No. Two; felt the lot would be a buildable one. Mr. Winters also outlined his plan for landscaping the slopes. Commissioner Erway asked Mr. Winters whether he was concerned about the aqueduct right-of-way. Mr. Winters said he would be concerned, but that was in the future. As there was no opposing testimony, Chairman Tetley closed the meeting to public hearing. Following discussion, the Planning Commission concurred they did not wish to made a decision on this matter until there was additional input from the City Engineering Staff. PCM 80-91 Motion was made by Commissioner DeBenedet, seconded by Commissioner Erway, and carried unanimously to continue decision on this matter until November 10, 1980, to allow the Engineering Staff to: (1 ) determine whether, if approved, will the applicant have sufficient area outside the Aqueduct right-of-way to construct a residence; and (2) what would be the approximate location of the building pad, and would there be sufficient area for set- backs, access, and other necessary safety and City Code requirements without a Variance being requested. RESOLUTION NO. PC-80-04 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, CALIFORNIA, AMENDING RESOLUTION NO. PC-80-04, ESTAB- LISHING THE LOCATION, DAY, AND TIME OF PLANNING COMMISSION MEETING. Planning Staff, Jean Laurin, stated changing the time for the work study session to 6:30 p.m. followed by the regular meeting at 7:30 p.m. would allow the Planning Commission to take any necessary action resulting from the work study session. Ms. Laurin added that adopting and posting Resolution No. PC-80-04 would fulfil all the necessary requirements to change the time of the meetings. Page two - PC 10/27/80 PCM 80-92 Motion was made by Commissioner Erway, seconded by Commissioner Andress, and carried unanimously to adopt Resolution No. PC-80-04 by title only.
