PLANNING COMMISSION MINUTES
April 20 , 1981
An adjourned regular meeting of the Planning Commission of the City of
Grand Terrace was held in the Terrace View Elementary School - Multi -
Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California , on
April 20 , 1981 , at 7 : 00 P . M .

The meeting was opened with oral roll call .
ITEM #1
Resolution No . PC 81105 recommending City Council to adopt
Ordinance No . 81 - establishing regulations for the
placement of manufactured houses on single family lots
within certain residential districts to comply with
Senate Bill 1960 .
Staff presentation is made by Lewis Sullivan . Staff
outlines the proposed Ordinance , notes changes that
Commission requested have been included .
Chairman Tetley discusses Senate Bill 1960 which is
mandated by state law , stating the City must provide
affordable housing to its residences .
Section 5 . 0 of Ordinance regarding "no tandem parking "
was discussed .
MOTION BY : Erway SECOND BY : Andress
CARRIED : 4 to 3
PCM 81 -20 Commission voted to delete the words "no tandem parking "
from Ordinance .

Commissioners Cole , McDowell and Bartel votes in opposition
to the motion .
PUBLIC COMMENT/TESTIMONY :
Tony Barry , 11669 Bernardo Way , expresses concern over
excluding other residential areas .
Ed Doolittle, Plaza Mortgage Company , hands out a
list of his recommendations to the Commission and expresses
concern over the square footage requirements .
Tom DeHart , DeHart, Homes on Baseline in San Bernardino ,
questions the Commission on how many lots in Grand
Terrace are R- 1 7200 .
Mr . Bramer, Yucaipa Municipal Advisory Council , ask
why the R-1 7200 was selected rather than any of the
other residential areas .
COMMISSION ACTION :
MOTION BY : Andress SECOND BY : McDowell
CARRIED Unopposed by all present .
PCM 81 -21 Commission moves to ADOPT Resolution No . PC 81 -05
recommending to the City Council of the City of Grand
Terrace , California , the adoption of Ordinance No .
81 - establishing regulations for the placement of
manufactured houses on single family lots within
certain residential districts .
Commissioner Collins arrives at 8 : 05 P . M .

Commission adjourns meeting at 8 : 27 P . M . to a Public Work Session
