09/14/1981 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING September 14 , 1981 The Grand Terrace Planning Commission regular meeting of September 14 , 1981 was called to order at 7 : 00 P . M . in the Terrace View Elementary School - Multi -Purpose Room, 22731 Grand Terrace Road , Grand Terrace , California by Vice-Chairman Sanford L . Collins . PLEDGE OF ALLEGIANCE : Led by Commissioner McDowell . ROLL CALL : Commissioners Present : Bartel , Cole , Collins , Erway , McDowell and Smith Commissioners Absent : Andress , DeBenedet and Tetley Others Present : Virginia Farmer, Director Planning Department Gloria J . Flood , Planning Secretary MINUTES : Regular meeting of August 10 , 1981 approved as submitted . PCM 81-37 MOTION by Commissioner Erway , seconded by Commissioner McDowell and passed by a 6-0 vote TO APPROVE THE MINUTES OF AUGUST 10 , 1981 AS SUBMITTED . MINUTES : Adjourned regular meeting of August 24 , 1981 approved as submitted . PCM 81-38 MOTION by Commissioner Erway , seconded by Commissioner Smith and passed by a 6-0 vote TO APPROVE THE MINUTES OF AUGUST 24 , 1981 AS SUBMITTED. NEW BUSINESS : #1 GENERAL PLAN AMENDMENT 81 -0001 PUBLIC HEARING ZONE CHANGE 81 -1001 General Plan Amendment and Zone Change from R-3 to M-2 on 1 lot on the north side of Barton Road , west of Grand Terrace Road . Planning Director, Virginia Farmer , explained to the commission that applicant requested this item be continued until October 12 , 1981 due to conflict with previous commitments . Notice having been given as required by law , the public hearing was opened . Grand Terrace Planning Commission Page 1 of 4 September 14 , 1981 Speaking in opposition : Mrs . Hughes , stated she lived behind this area and as a homeowner was opposed to any change from R-3 as she felt it would be detrimental to residential property if a factory was constructed . There being no one else wishing to speak in favor or in opposition to the General Plan Amendment and Zone Change , the public hearing was continued . Commissioner Erway ask Mrs . Hughes if it would be possible for her to attend the meeting of October 12 , 1981 when this matter would then be considered . PCM 81-39 MOTION by Commissioner Erway , seconded by Commissioner Cole and passed by a 6-0 vote TO CONTINUE THIS ITEM UNTIL OCTOBER 12 , 1981 . -- ---- --------- --------- ----- -- ------ ------------ ----- ------- --- -- ---- #2 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 81 -1 Valley Bank , South side of Barton Road and Palm Avenue . Planning Director , Virginia Farmer , reviewed the staff report and noted project meets criteria of the ordinance . Ms . Farmer stated that only the bank is requesting approval tonight . A proposed dental building will be presented for approvalat another time . The owners of the development will be dedicating easements to each other for rights of access and parking . The building will be masonry with tile roof , also , included are drive-through tellers . The property is located between Barton Road and Palm Avenue . Responding to commissioner ' s questions , staff stated that the house and triplexes will be removed . But building permits will not be issued until that time . Commissioner Cole ask if parking is to be shared between the bank and dental office . Ms . Farmer stated the parking will be shared with 65 parking spaces . The parking is more than adequate according to the zone ordinance which requires 18 for the bank and five for each dentist or doctor . Mr . Denis Dyson , 3354 Genevieve Street , San Bernardino , CA 92405 , engineer representing the owner , stated air conditioning unit will be located over the drive-through unit and would be screened from public view . The wall height is approximately a six foot screening wall with the air conditioning unit approximately 4 112 feet high . The height of drive-through unit is 14 feet . The complex will have one shared entrance on Palm Avenue and two on Barton Road with drive-through exiting onto Barton Road . Barbee , P . O . Box 188 , Sunnymead , CA 92388 , President and Chairman of the Board of Valley Bank . Stated this is the first project with cooperative parking and does not know what the dental building is planning . Mr . Barbee explained grant deeds have been drawn granting ingress and egress by all property owners and he feels this should filfull the planning requirement . Mr . Barbee was concerned about Engineering conditions #3 and #8 . Ask if this would be a problem . Stating he does not agree with them . - Thomas Matthews , 22661 -G Palm , Grand Terrace , CA 92324 , Azure Hills Condo Association , expressed concern over dedication and the development regarding access . Mr . Matthews stated he is in favor of this project . Speaking in opposition : - Dave Saputo , 22756 Palm Avenue , Grand Terrace , CA 92324 , questions the zoning and stated he felt this area should be residential . There being no one else wishing to speak in favor or in opposition to the site plan and architectural review , the public hearing was closed . COMMISSION DISCUSSION : Commissioner Erway asks if we can act concerning the cloud over the conditions . He expresses concern over Engineering condition #3 regarding curb and gutter . Commissioner Collins asks Mr. Barbee if he agrees with condition #3 requiring the curb and gutter . Mr . Barbee stated cost is the factor . Commissioner Collins stated the condition should be imposed and that if Mr . Barbee does not agree , it can be appealed to City Council . PCM 81-40 MOTION by Commissioner McDowel 1 , seconded by Commissioner Bartel and passed by a 5-1 vote with Commissioner Collins voting in opposition to imposing two additional conditions . #1 The air conditioning unit shall be screened . #2 Require at least 10" wide posts by entrance arcade . PCM 81-41 MOTION by Commissioner Erway , seconded by Commissioner McDowell and passed 6 -0 to APPROVE Site and Architectural Development Plan No . SA 81 -1 including the findings as stated in the staff report and subject to the conditions recommended by staff and the commission ; he also moved to adopt the Negative Declaration issued for this project . -- ---- -- ------ ------ --- --- --- --- ------------------ ---- -- --- - ----- --- -- Grand Terrace Planning Commission Page 3 of 4 September 14 , 1981 #3 SIGN ORDINANCE Planning Director, Virginia Farmer, reviewed the staff report and stated she had nothing more to add . Commission questioned conformity of existing signs . Ms . Farmer stated at times they are in need of repair or replacement , the signs must then come into conformity with the sign ordinance . Also , she stated it may take several years for the city to have all signs conform to the ordinance . The consensus opinion of the commission was that the enforcement of the sign ordinance must be upheld as stated in the ordinance and directed Planning Director to inform City Council of their feelings . ----------- -- ---- -- --- -- ------- ------- ----------- ------ ----------- ---- PCM 81-42 MOTION by Commissioner Collins , seconded by Commissioner McDowell and passed 6-0 to ADJOURN TO ADJOURNED PUBLIC WORK SESSION ON SEPTEMBER 28, 1981 AT 6 : 30 P . M . PCM 81-43 MOTION by Commissioner Cole , seconded by Commissioner Smith and passed 6-0 to RESCIND PREVIOUS MOTION AND APPROVE AND ADJOURN TO AN ADJOURNED PUBLIC WORK SESSION ON OCTOBER 1 , 1981 AT 6 : 30 P . M. IN THE PLANNING DEPARTMENT CONFERENCE ROOM . There being no further business , the meeting was adjourned at 8 : 23 P . M . to an adjourned Public Work Session to be held October 1 , 1981 at 6 : 30 P . M . in the Planning Department Conference Room .
