November 9 , 1981
The Grand Terrace Planning Commission regular meeting of November 9 , 1981 was
called to order at 7 : 10 P .M . in the Terrace View Elementary School - Multi -
Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California by Chairman
Frank 0 . Tetley .

ROLL CALL : Commissioners Present : Andress , Bartel , Cole , Collins , DeBenedet ,
Erway , Smith and Tetley
Commissioners Absent : McDowell

MINUTES : Regular meeting of October 12 , 1981 approved as submitted .
PCM 81-57 MOTION by Commissioner Andress , seconded by Commissioner Smith
and passed by a 8-0 vote TO APPROVE THE MINUTES OF OCTOBER
12 , 1981 AS SUBMITTED .
MINUTES : Adjourned regular meeting of October 26 , 1981 approved as
submitted .
PCM 81-58 MOTION by Commissioner Andress , seconded by Commissioner
DeBenedet and passed by a 8-0 vote TO APPROVE THE MINUTES
OF OCTOBER 26 , 1981 AS SUBMITTED .
NEW BUSINESS :
#1 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING
NO . SA 81 -3
Single family dwelling unit at
22800 Vista Grande Way
Planning Director , Virginia Farmer reviewed the staff report and stated the
application was for Site Plan and Architectural Review for a single family
dwelling unit . The applicant is proposing to construct a single family , two
story dwelling on a view lot , with major geological constraints . Ms . Farmer
gave information on the background of property stating a parcel map was
recorded on this property and that last year a minor deviation to allow a
five ( 5 ) foot setback was granted .

Tom Heers , 29454 East Baseline , Highland , CA 92346 , John Heers , Inc . , re-
presenting the owner , stated he agreed with the staff report and presentation
by Ms . Farmer .
--mmissioner DeBenedet questioned staff on drainage . Staff explained that
drainage would go to the road .
Notice having been given as required by law , the public hearing was opened .
The public hearing was closed as no one wished to speak further either in
favor or in opposition to the Site Plan and Architectural Review Application .
COMMISSION DISCUSSION :
Chairman Tetley questioned staff on whether there would be dedication for
street purposes . Staff stated dedication was made at the time the parcel map
recorded .
Commissioner Collins asked if applicant would have to install a curb . Ms .
Farmer stated the request would be an asphalt berm . Ms . Farmer further stated
she did not discuss curb with the City Engineer but felt the option should be
there if it is needed .
PCM 81-59 MOTION by Commissioner Collins , seconded by Commissioner Andress
and passed by a 8-0 vote TO ADOPT THE NEGATIVE DECLARATION FOR
S . A . 81 -3 SUBJECT TO THREE CONDITIONS INCORPORATED INTO THE
CONDITIONS FOR APPROVAL ON SUBJECT SITE PLAN AND ARCHITECTURAL
REVIEW APPLICATION AND BASED ON THE MATERIAL IN THE STAFF
REPORT AND PRESENTATION , TO APPROVE SITE PLAN AND ARCHITECTURAL
REVIEW DEVELOPMENT PLAN NO . S . A . 81 -3 INCLUDING THE FINDINGS
SET FORTH IN THE STAFF REPORT SUBJECT TO THE CONDITIONS SET FORTH
IN SUBJECT STAFF REPORT .
Commissioner McDowell was absent .
There being no further business , the meeting was adjourned at 7 : 28 P . M .
