12/14/1981 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING December 14 , 1981 The Grand Terrace Planning Commission regular meeting of December 14 , 1981 was called to order at 7 : 00 P . M . in the Terrace View Elementary School - Multi -Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California by Chairman Frank 0 . Tetley . PLEDGE OF ALLEGIANCE : Led by Commissioner Erway ROLL CALL : Commissioners Present : Bartel , Cole , DeBenedet , Erway , Smith and Tetley Commissioners Absent : Andress , Collins and McDowell Others Present : John Harper , Assistant City Attorney Virginia Farmer , Director Planning Department Gloria J . Flood , Planning Secretary MINUTES : Regular meeting of November 9 , 1981 approved as submitted . PCM 81-60 MOTION by Commissioner Erway , seconded by Commissioner Bartel and passed by a 6-0 vote TO APPROVE THE MINUTES OF NOVEMBER 9 , 1981 AS SUBMITTED . NEW BUSINESS : #1 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 81-4 Single family dwelling unit on south side of Vista Grande Way , easterly of house numbered 22819 . Planning Director , Virginia Farmer reviewed the staff report and stated the application was for Site Plan and Architectural Review for a single family dwelling unit . Ms . Farmer stated property will not have a significant impact on the environment . Mr. Carter Pendergrass , representing the owner , presented a colored rendering of the project and stated he agreed with the staff report and presentation by Ms . Farmer . Notice having been given as required by law , the public hearing was opened . COMMMISSION DISCUSSION : Commissioner Cole questioned staff on the berm indicated on the plans and if that affects the drainage . Staff stated the berm is in place of curbs and gutters at this time , but applicant would have to enter into a Lien Agreement with the City for ten ( 10) years in case City decides to install curbs and gutters on Vista Grande Way . Berm will not affect natural drainage course . Commissioner DeBenedet ask about drainage toward the back of property . Staff stated natural drainage would not be affected on that portion of the property . PCM 81-61 MOTION by Chairman Tetley , seconded by Commissioner Erway and passed by a 6-0 vote TO APPROVE SUBJECT SITE PLAN AND ARCHITECTURAL REVIEW APPLICATION BASED ON THE MATERIAL IN THE STAFF REPORT , PRESENTATION , AND TESTIMONY RECEIVED , INCLUDING THE FINDINGS SET FORTH IN THE STAFF REPORT AND SUBJECT TO THE CONDITIONS RECOMMENDED BY STAFF . ----- ------ ---- -- ------------ --- ------------------ ---------------------- #2 ZONE ORDINANCE AND ZONE MAP PUBLIC HEARING FOR RECOMMENDATION TO CITY COUNCIL Planning Director , Virginia Farmer reviewed the staff report and stated that the text integrates four ordinances , one for manufactured housing , the sign ordinance and its revision and the Site Plan and Architectural Review ordinance . The text of the Zone Ordinance was prepared as directed by the Planning Commission during the study sessions , with the above noted additions . Staff stated the proposed Zone Ordinance does not affect current land use and it is in substantial compliance with the General Plan . The Zone Map was also presented for recommendation . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak further either in favor or in opposition to the proposed Zone Ordinance and Zone Map . COMMISSION DISCUSSION : Commission consensus was that the ordinance was prepared as directed and numerous study session were held . They felt no discussion was needed since ordinance reflected Commission ' s philosophy . PCM 81-62 MOTION by Chairman Tetley , seconded by Commissioner Cole and passed by a 6-0 vote TO ADOPT NEGATIVE DECLARATION PRE- PARED FOR ZONE ORDINANCE PURSUANT TO THE PROVISIONS OF THE CALIFORNIA ENVIROMENTAL QUALITY ACT AND THE FINDINGS LISTED IN THE STAFF REPORT ; AND Grand Terrace Planning Commission Page 2 of 3 December 14 , 1981 ALSO , MOVED WAS THE RECISION OF ORDINANCE NO . 1 (SAN BERNARDINO COUNTY CODE SECTION 61 . 011 THROUGH 61 . 0223 INCLUSIVE ) AND ORDINANCES NOS . 27 , 34 , 46 , AND 50 , AND RECOMMENDED TO THE CITY COUNCIL ADOPTION OF SUBJECT ZONE ORDINANCE AND ZONE MAP . ----------------------- ------ ---- --------------- -------- ------ ----------- #3 RESOLUTION NO . PC 81-08 PUBLIC HEARING Establishing the Location , Day , and Time of Planning Commission Meeting Planning Director , Virginia Farmer reviewed the staff report and stated she would like the City Attorney to attend the meetings . The City Attorney is not available on the second Monday of the month to attend the meetings and would like to change the meetings to a Monday he would be able to attend . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak further either in favor or in opposition . COMMISSION DISCUSSION : Commission consensus was the meeting could be changed to the first Monday of each month . PCM 81-63 MOTION by Commissioner Erway , seconded by Commissioner DeBenedet and passed by a 6-0 vote TO ADOPT RESOLUTION NO . PC 81-08 ESTABLISHING THE LOCATION , DAY , AND TIME OF THE PLANNING COMMISSION MEETING . There being no further business , the meeting was adjourned at 7 : 18 P .M .
