03/01/1982 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING March 1 , 1982 The Grand Terrace Planning Commission regular meeting of March 1 , 1982 was called to order at 7 : 00 P . M. in the Terrace View Elementary School - Multi -Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California by Chairman Frank O . Tetley . PLEDGE OF ALLEGIANCE : Led by Commissioner Collins ROLL CALL : Commissioners Present : Cole , Collins , DeBenedet , Erway , McDowell , Smith and Tetley Commissioners Absent : Andress and Bartel Others Present : Virginia Farmer , Director Planning Department Ivan Hopkins , City Attorney Others Absent : Gloria J . Flood , Planning Secretary MINUTES : Regular meeting of February 1 , 1982 approved as submitted . MOTION by Commissioner Collins , seconded by Commissioner Cole and passed by a 7-0 vote TO APPROVE THE MINUTES OF February 1 , 1982 AS SUBMITTED . OLD BUSINESS : Continued from February 1 , 1982 #1 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 82-2 Tract 9772- 1 on south side of Palm Avenue . Virginia Farmer , Planning Director , presented supplemental staff report , transparencies , and distributed pictures of proposed homes . Ms . Farmer and Ivan Hopkins , City Attorney answered numerous questions by Commissioners regarding SB 99 provisions and CRA approval of certain house plans for subdivisions which were approved by SB 99 mortgage bond funds . Notice having been given as required by law , the public hearing was reopened . COMMISSION DISCUSSION : Lengthy discussion followed between the Planninq Commissioners , the City Attorney , and the Planning Director . PCM 82- 16 MOTION by Chairman Tetley , seconded by Commissioner McDowell , with Cole , Erway and Smith voting affirmative and Collins and DeBenedet voting in opposition TO APPROVE SA 82-2 AS FOLLOWS : 1 . HOUSE PLAN NO . 1 , 1385 SQUARE FEET , DELETED . 2 . HOMES SHALL HAVE CONCRETE TITLE ROOF . 3 . SUBJECT TO CONDITIONS SET FORTH ON STAFF REPORT DATED FEBRUARY 1 , 1982 . The Chairman directed that minutes reflect that Plan No . 1 was eliminated because the area of the house was only 1385 square feet . NEW BUSINESS : #2 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 82-4 Lot 5 , Tract No . 11439 , 12650 Sa-ndburg Way , West of Michigan , North of Pico Street . Virginia Farmer , Planning Director , presented the staff report and stated application was for site plan and architectural review for a single family dwelling unit . Staff recommended approval of SA 82-4 subject to conditions . Notice having been given as required by law , the public hearing was opened . COMMISSION DISCUSSION : Discussion between the Planning Commission and staff followed . PCM 82- 17 MOTION by Commissioner Erway , seconded by Commissioner DeBenedet and passed by a 7-0 vote TO APPROVE SA 82-4 SUBJECT TO THE CONDITIONS ON THE STAFF REPORT DATED MARCH 1 , 1982 WITH THE FOLLOWING CONDITION ADDED BY THE COMMISSION : 5 . TPM PUBLIC HEARING 6868 Southeast corner of Pico Street and Blue Mountain Court . Virginia Farmer , Planning Director , present the staff report describing the location of the proposed lot split . Commissioners asked numerous questions of the Planning Director and City Attorney . Notice having been given as required by law , the public hearing was opened . The applicant , Stephen W . Fox , spoke in favor of the lot split . Carlos Guzman , Agent for the applicant , also spoke in favor of the project . The following people spoke in opposition to the project as proposed and requested that the lots face Pico Street rather than Blue Mountain Court , as well as other suggestions for alignment of Pico Street by requiring dedication from applicant ' s land only , to obtain standard width of Pico Street in order to save Palm Trees on the north side of Pico Street . William McKeever 12714 Blue Mountain Court Barney Karger 11668 Bernardo Way The public hearing was closed . COMMISSION DISCUSSION : Lengthy discussion by the Planning Commissioners followed with respect to Pico Street alignment and the lots being turned to face Pico Street . Grand Terrace Planning Commission Page 3 of 4 March 1 , 1982 #3 ( Continued) PCM 82- 18 MOTION by Commissioner Cole , seconded by Commissioner Erway and passed by a 6- 1 vote with Commissioner Collins voting in opposition TO CONTINUE DELIBERATION ON SUBJECT PARCEL MAP ON APRIL 5 , 1982 FOR THE PURPOSE OF A SUPPLEMENTAL STAFF REPORT WITH RESPECT TO CONDITIONS WHICH MAY APPLY IF PICO STREET IS REALIGNED TO THE SOUTH AND SUBJECT LOTS ARE FACED ON PICO STREET RATHER THAN BLUE MOUNTAIN COURT . -- --- --- ------ ------------ ------ ------ --- --- --------- ------------ ---- -- --- It was agreed to set March 22 , 1982 at 6 : 30 P .
