04/05/1982 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING April 5 , 1982 The Grand Terrace Planning Commission regular meeting of April 5 , 1982 was called to order at 7 : 00 P.M. in the Terrace View Elementary School- Multi-Purpose Room, 22731 Grand Terrace Road, Grand Terrace , California by Chairman Frank 0. Tetley. PLEDGE OF ALLEGIANCE : Led by Commissioner McDowell ROLL CALL: Commissioners Present : Andress , Bartel , Cole , DeBenedet , Erway , McDowell , Smith and Tetley Commissioners Absent : Collins Others Present : Virginia Farmer , Director Planning Department Ivan Hopkins , City Attorney Brian Esgate , City Engineer ' s Office Gloria J. Flood, Planning Secretary MINUTES : Regular meeting of March 1 , 1982 approved as submitted. PCM 82-20 MOTION by Commissioner McDowell , seconded by Commissioner DeBenedet and passed 8-0 TO APPROVE THE MINUTES OF MARCH 1 , 1982 AS SUBMITTED. OLD BUSINESS : Continued from March 1 , 1982 Chairman Tetley turned the meeting over to Commissioner Erway and refrained from discussion and voting due to a conflict of interest . ITEM #1 TENTATIVE PARCEL MAP NO. TPM PUBLIC HEARING 6868 Southeast corner of Pico Street and Blue Mountain Court . Virginia Farmer, Planning Director, presented the supplemental staff report and reviewed conditions , some of which were changed. Conditions 3 , 4, and 14 was added. Commissioner DeBenedet asked whether homes would be connected to the sewer or to septic tanks . Brian Esgate , City Engineer 's Office , replied that the Regional Water Quality Control Board would control the sewer system to be used. Grand Terrace Planning Commission Page 1 of 5 April 5 , 1982 Ms . Farmer further stated these tentative tract maps were orginally approved by the County Planning Commission in July 1977. The application expired and was refiled with the City of Grand Terrace and approved by the City Planning Commission on March 24 , 1981. A Subdivision Review Committee meeting was held to review and update the conditions to reflect present City requirements . Notice having been given as required by law, the public hearing was opened. The applicant , Dale Griffin, spoke in favor of the project and stated he agreed with the conditions. The following people spoke : Mr. Earl W. Jacobs , 12113 Dos Rios , stated he was opposed to this project because of drainage problems . Denis Kidd, 22874 Pico Street , wanted clarification about the vacation of Canal Drive and Observation Drive. He also asked about the placement of the Riverside-Highland Water Company tanks . Mrs. Phyllis Ann Forbes , 12161 Dos Rios , was opposed to the project due to the drainage ditch located behind her home. She said in her opinion adequate drainage was not available for this project . Mr. R. B . Boothe , 12137 Dos Rios , was also concerned over possible drainage problems . The public hearing was closed as no one else wished to speak either in favor or in opposition to this application . COMMISSION DISCUSSION FOLLOWED : PCM 82-22 MOTION by Chairman Tetley , seconded by Commissioner Andress , and passed by an 8-0 VOTE TO ADD TO CONDITION #18 , "ALL STREET NAMES SHALL BE APPROVED BY THE CITY ENGINEER AND COORDINATED WITH THE HISTORICAL AND CULTURAL COMMITTEE . PCM 82-23 MOTION by Commissioner Erway , seconded by Commissioner Andress , and passed by an 8-0 VOTE TO APPROVE THE PROJECT BASED ON THE MATERIAL IN THE STAFF REPORT AND PRESENTATION AND THE TESTIMONY RECEIVED, AND ALSO MOVED TO ADOPT THE NEGATIVE DECLARATION ISSUED FOR THESE TRACTS AND FURTHER MOVED TO RECOMMEND APPROVAL OF REVISED TENTATIVE TRACTS 9772 AND 9773 TO THE CITY COUNCIL INCLUDING THE FINDINGS AND SUBJECT TO THE CONDITIONS AS SET OUT IN THE ATTACHED STAFF REPORT PAGES 1 THROUGH 7 INCLUSIVE . Commissioner McDowell left the meeting at 8 : 15 P.M. Grand Terrace Planning Commission Page 3 of 5 April 5 , 1982 Notice having been given as required by law, the public hearing was opened. The applicant , Stephen W. Fox, spoke in favor of the project , and that he agreed with the conditions. Carlos Guzman , agent for the applicant , also spoke in favor of the project . The following people spoke : Mr. Denis Kidd, 22874 Pico Street , said that he did not receive notice and requested information about the proposed development . The public hearing was closed as no one else wished to speak either in favor or in opposition to this application. COMMISSION DISCUSSION FOLLOWED: PCM 82-21 MOTION by Commissioner Smith , seconded by Commissioner Andress, and passed by a 7-0 VOTE TO ADOPT THE NEGATIVE DECLARATION, AND BASED ON THE MATERIAL IN THE STAFF PRESENTATION AND THE TESTIMONY RECEIVED, ALSO MOVED TO RECOMMEND APPROVAL OF TENTATIVE PARCEL MAP 6868 TO CITY COUNCIL, INCLUDING THE FINDINGS AS WRITTEN IN THE STAFF REPORT AND SUBJECT TO THE RECOMMENDED CONDITIONS . Commissioner Erway then returned the meeting to Chairman Tetley. NEW BUSINESS : ITEM #2 REVISED TENTATIVE TRACTS NOS . PUBLIC HEARING 9772 AND 9773 East of Canal Drive , South of Palm Avenue, North of Van Buren Street . Virginia Farmer, Planning Director, presented the staff report . Ms. Farmer noted changes made to the conditions per City Engineer's request . On condition #5, an item D was added to read, "Form a street lighting and landscaping maintenance district for each tract . " Item #22 of the conditions was deleted. Condition #30 should read, "All drainage facilities outside public right of way shall be within easements to be shown on the final map except for terrace drains. " Ms. Farmer stated that on Tract 9772 four lots were added and on Tract 9773 three lots were added for a total of seven lots. She also reported that in Tract 9772 the average lot size is 18,341 square feet and in Tract 9773 the average lot size is 28,826 square feet . SA 82-5 Site Plan and Architectural Review for storage building for Grand Terrace Frozen Food Lockers , 12490 Michigan Street at Van Buren. Virginia Farmer, Planning Director , presented the staff report . She added that future plans are to build a new retail shop and accessory buildings. Notice having been given as required by law, the public hearing was opened. The applicant , Max Archer , spoke in favor of the request and stated he agreed with the conditions . The public hearing was closed as no one else wished to speak either in favor or in opposition to this application . COMMISSION DISCUSSION FOLLOWED: PCM 82-24 MOTION by Commissioner Andress , seconded by Commissioner Bartel , and passed by a 7-0 VOTE TO ADOPT THE NEGATIVE DECLARATION ISSUED FOR THIS PROJECT AND , ALSO MOVED TO APPROVE SITE AND ARCHITECTURAL DEVELOPMENT PLAN NO. SA 82-5 INCLUDING THE FINDINGS AS STATED IN THE STAFF REPORT AND BASED ON THE MATERIAL IN THE STAFF PRESENTATION AND THE TESTIMONY RECEIVED, SUBJECT TO THE ATTACHED CONDITIONS . ITEM #4 REQUEST FOR EXTENSION - PUBLIC HEARING TMP 7131 Virginia Farmer, Planning Director , presented the staff presentation stating this Tentative Parcel Map was conditionally approved by the Planning Commission on December 8 , 1980 . The applicant ' s engineer, William J . McKeever requested an extension of the tentative map approval in order to comply with conditions of approval . COMMISSION DISCUSSION FOLLOWED : PCM 82-25 MOTION by Commissioner Andress , seconded by Commissioner Cole, and passed by a 7-0 VOTE TO APPROVE AN EXTENSION OF TENTATIVE PARCEL MAP APPROVAL TO DECEMBER 31 , 1982 . Chairman Frank O. Tetley announced his resignation as Chairman of the Planning Commission effective this date in order to devote more time to his law practice. Chairman Tetley expressed his appreciation for the opportunity to serve on the Commission and extended his appreciation to the other Commission Members and Staff .
