07/12/1982 - CC & PC GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING JULY 12 , 1982 The Grand Terrace Planning Commission regular meeting of July 12 , 1982 was called to order at 7 : 10 P . M . in the Terrace View Elementary School Multi - Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California by Chairman Douglas E . Erway . PLEDGE OF ALLEGIANCE : Led by Commissioner Cole ROLL CALL : Commissioners Present : Andress , Cole , Erway , McDowell , and Smith Commissioners Absent : Bartel , Collins (excused ) , and DeBenedet (excused ) Others Present : Virginia Farmer , Director Planning Department Gloria J . Flood , Planning Secretary MINUTES : The minutes of the adjourned regular meeting of June 21 , 1982 were approved as submitted . PCM 82-43 MOTION by Commissioner McDowell , seconded by Commissioner Cole and passed by a 5-0 VOTE TO APPROVE THE MINUTES OF JUNE 21 , 1982 AS SUBMITTED . NEW BUSINESS : ITEM #1 VARIANCE NO . 82-2 PUBLIC HEARING DR . GARY G . GREGORY Barton Road at Michigan Avenue . Virginia Farmer , Planning Director , presented the staff report . The application is for a Variance from the front setback requirements in the C-2 zone on Barton Road . The requested setback is 19 feet in lieu of a setback of 25 feet in the C-2 zone with surrounding AP zoning which allows setbacks of 15 feet . The entrance to the building is on the side from the parking lot . Notice having been given as required by law , the public hearing was opened . Dean Brown , Bussey , Brown , Hofmann Architects , 6403 Riverside Avenue , Riverside , CA 92506 , stated he is the architect and further explained the building ' s amenities and requirements . He also answered questions posed by Commissioners . COMMISSION ACTION : PCM 82-44 MOTION by Commissioner Smith , seconded by Commissioner Cole , and passed by a 5-0 VOTE TO ADOPT THE NEGATIVE DECLARATION AND BASED ON THE MATERIAL IN THE STAFF PRESENTATION , REPORT AND THE TESTIMONY RECEIVED , MOVED TO APPROVE VARIANCE 82-2 , INCLUDING THE FINDINGS AS WRITTEN IN THE STAFF REPORT AND SUBJECT TO THE CONDITIONS RECOMMENDED BY STAFF. -- -------------- ----- ----------------------------------------------------- ITEM #2 SITE PLAN AND ARCHITECTURAL PUBLIC HEARING REVIEW NO . SA 82-10 DR . GARY G . GREGORY Barton Road at Michigan Avenue . Virginia Farmer , Planning Director , presented the staff report . The project is a Site Plan and Architectural Review for a home improvement center located on Barton Road on the east side of the site with a parking area on the west side and a long narrow strip of land connecting to Michigan Avenue . The building is slump stone , porch cover is tile with natural wood trim. There will be two covered porches with textured concrete base . Commissioner McDowell asked about the loading zone placement and if trucks will be visible from Barton Road . Mrs . Farmer stated trucks would be visible from Barton Road . Commissioner Smith asked about sidewalk improvements . Mrs . Farmer stated curb , gutter and sidewalk will be located 15 feet from porch posts . Commissioner Andress asked about street parking . Mrs . Farmer stated parking is available at this time but portions of Barton Road are posted "No Parking . " Commissioner Andress asked if there would be access to the building on the street side of the building . Mrs . Farmer stated access is from the parking lot only . Dean Brown , Architect , 6403 Riverside Avenue , Riverside , CA 92506 , stated the building is basically a one story building with a mezzanine . The lower level will be storage and office and above that a storage loft . The loading zone is the type of thing that might have one or two trucks a week unloading at such times as in the morning or late afternoon . Commissioner McDowell asked what sort of wall is planned for the east side of the building . Dean Brown stated it will be concrete block and windows could not be placed on that wall , unless the building setback is ten feet . Grand Terrace Planning Commission Page 2 of 4 July 12 , 1982 Commissioner Cole asked if the wall is concrete block or a slump block wall . Dean Brown stated the north and west side will be slump block and the west and south would be precision block . Commissioner McDowell asked about installation of air conditioning and if it would be visible . Dean Brown stated it would be on the roof and hidden by the wall . Commissioner McDowell asked if the equipment is to be screened from view . Dean Brown stated it was not but that it is possible . Dr . Gregory , 23144 Twin Canyon Drive , Grand Terrace , CA 92324 , stated he is the developer of the project . He further stated the home center will have quality merchandise and services . Also , Dr . Gregory commented that the community needs this type of service , that it presently is not available and that market studies determined a home center could be successful at the requested location . Commissioner McDowell stated he is concerned with the appearance of the solid wall on east side . He asked if it could be altered . Dr . Gregory stated he is open to any suggestions . Conditions to alleviate the starkness of the east wall were added by the consensus of the Commission . Notice having been given as required by law , the public hearing was opened . Mrs . Mendes , representative for Terrace Pines Mobile Home Park on Michigan Avenue , stated they are concerned about the noise and traffic . Mrs . Farmer answered the home center is in a C-2 zone and the mobile home park is in the AP zone , in which a mobile home park is a non- conforming use . The noise would be in the day time . Mrs . Mendes further stated the water meter is located on Barton Road in the proposed lot . The public hearing was closed as no one wished to speak further either in favor or in opposition to this application . COMMISSION ACTION : PCM 82-45 MOTION by Commissioner McDowell , seconded by Commissioner Andress , and passed by a 5-0 VOTE TO ADOPT THE NEGATIVE DECLARATION AND BASED ON THE MATERIAL IN THE STAFF PRESENTATION , REPORT AND THE TESTIMONY RECEIVED , MOVED TO APPROVE SA 82-10 , INCLUDING THE FINDINGS AS WRITTEN IN THE STAFF REPORT AND SUBJECT TO THE CONDITIONS RECOMMENDED BY STAFF AND THE TWO CONDITIONS ADDED BY THE PLANNING COMMISSION . ---------------------------------------------------------- ------ --------- ITEM #3 VARIANCE NO . 82-3 PUBLIC HEARING GRAND TERRACE LIONS CLUB 22140 Barton Road ( Community Center) Grand Terrace Planning Commission Page 3 of 4 July 12 , 1982 Virginia Farmer , Planning Director , presented the staff report . The application is a Variance for sign height and size for the Community Center . It will be a monument sign for identification approximately 4 feet in height and 8 feet in width . Rob Lambert , representative for the Lions Club , stated the sign will be used to identify the Community Center and for public announcements . He further stated he is in favor of the Variance . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak in favor or in opposition to this application . COMMISSION DISCUSSION AND ACTION : Commissioner Cole asked what the wording on sign would be . Mr . Lambert stated sign would read , " Grand Terrace Community Center" , " Grand Terrace Lions Club" and also something highlighting the Bingo activity. Chairman Erway asked if granting this Variance would create a problem with setting prescience . Mrs . Farmer stated it is a Community building on public land and it is not the same zoning as the other land nor is the purpose to advertise a product but to notify the community of the center , the Lions Club and of events , I would say we are not setting a prescience .
