Minutes of Regular Meeting
January 7, 1985
The regular meeting of the Grand Terrace Planning Commission was called to order
at the Terrace View Elementary School, 22731 Grand Terrace Road, Grand Terrace,
California 92324 on January 7, 1985 at 7:00 p.m. by Chairman Sanford L. Collins.

I. MINUTES OF MEETINGS
A. ) Minutes of December 3, 1984.
PCM 85-01 Motion by Commissioner DeBenedet seconded by Commissioner
Hawkinson and passed by a 4-0 vote to approve the minutes
of December 3, 1984, as submitted.
Chairman Collins abstained.
B.) Minutes of December 17, 1984.
PCM 85-02 Motion by Commissioner Hawkinson seconded by Commissioner
Cole and passed by a 5-0 vote to approve the minutes of
the Special Meeting of December 17, 1984, as submitted.
II. NEW BUSINESS . .
A.) Site and Architectural Review 84-13, Single Family Residence at 22842 Grand
Terrace Road.
Mr. Tim Serlet, Planning Staff, presented the Staff Report.
The Planning Commission had no questions for Staff.
Chairman Collins requested the applicant to address the Commission.
Mr. John D'Silva, applicant, volunteered to answer any questions.

II. NEW BUSINESS
A.) Continued.
Commissioner DeBenedet asked if there would be a front porch.
Mr. D'Silva introduced his building, Mr. Riley Woods, to answer any
technical questions. Mr. Woods responded that there would be a small
front porch.
Commissioner DeBenedet questioned the amount of overhang and the size
of facia board.
Mr. Woods responded that there would be a 2 foot overhang and that the
facia board would be 2" x 6".
Chairman Collins opened and closed the public hearing with no one speaking
in favor or opposition to the project.
The Planning Commission discussed the project among themselves.
PCM 85-03 Motion by Vice-Chairman Munson, seconded by Commissioner
Cole, and passed by a 5-0 vote to approve Site and
Architectural Plan 84-13 including the findings as
written in the Staff Report and the Conditions recommended
by Staff.
B.) Site and Architectural Review 84-14; Addition to Commercial Building at
12056 Mount Vernon Avenue.
Mr. Tim D. Serlet, Planning Staff, presented the Staff Report.
The Planning Commission had no questions of Staff and discussed the project
among themselves.
Chairman Collins requested the applicant to address the Commission.
Mr. Quentin Smith, owner of the property, volunteered to answer any questions.
Commissioner Cole inquired if the main entrance to the building would
face west.
Mr. Smith responded that the elevations had been mislabeled. The west
elevation was labeled "East" and the east elevation was labeled "West".
Commissioner DeBenedet questioned Staff regarding street trees.
Planning Staff responded that street trees would be a requirement of the
Building Permit.

Chairman Collins questioned the legality of the proposed sign.
Staff responded that the Site and Architectural Review did not constitute
sign approval. A Sign Permit would be required prior to installing the sign.
Chairman Collins opened and closed the public hearing with no one speaking
in favor or opposition to the project.
The Planning Commission briefly discussed the project among themselves.
PCM 85-04 Motion by Vice-Chairman Munson, seconded by Commissioner
Hawkinson, and passed by a 5-0- vote to approve Site and
Archiectural Review 84-14 including the findings as
written in the Staff Report and the conditions recommended
by Staff.
C.) Amendment to Chapter 18.24 "A-1 Limited Agricultural Residential District"
of the Grand Terrace Municipal Code.
Mr. Tim D. Serlet, Planning Staff, presented the Staff Report.
Commissioner Hawkinson questioned if there had been any problems with the
"A-1" Section of the Municipal Code.
Staff responded that there had been no recent problems.
PCM 85-05 Motion by Commissioner Hawkinson, seconded by Commissioner
DeBenedet, and passed by a 5-0 vote to continue this
item to the Planning Commission's Regular Meeting of
February 4, 1985, to allow Commissioner's Caouette and
Bartel, proponents of PCM 84-90, to express their views.
Planning Commission adjourned at 7:30 p.m.
