Grand Terrace Planning Commission
Minutes of Regular Meeting
April 1, 1985
The regular meeting of the Grand Terrace Planning Commission was called to order
at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California
92324 on April 1, 1985 at 7:00 p.m. by Vice-Chairman Ray Munson.

I. NEW BUSINESS
A. ) Site & Architectural Review SA 85-5, Single Family Residence @ 11656
Grand Terrace Court.
Mr. Tim D. Serlet, Planning Staff, presented the Staff Report.
Commissioner DeBenedet questioned the size of the overhang.
Mr. Serlet, Planning Staff, mentioned that the applicant was aware of the
Planning Commission interest in the overhang and had indicated that he
would be here to answer questions.
However, the applicant was not present.
Vice-Chairman Munson opened and closed the public hearing with no one speaking
for or against the project.
Commissioner DeBenedet asked if a condition could be added requiring a minimum
overhang of 18".
Mr. Serlet, Planning Staff, stated that an additional. condition could be added.
PCM 85-28 Motion by Commissioner McDowell, seconded by Commissioner
DeBenedet, and passed by a 6-0 vote, to approve Site
and Architectural Plan 85-5, including the findings as
written in the Staff Report and conditions recommended
by Staff as amended to include Condition #5, requiring
a minimum 18" overhang.

B. Site and Architectural Review 85-7, Storage Building on A.P. N. 275-201-01,
bounded by I 215 E, Newport Avenue and Grand Terrace Road.
Mr. Serlet, Planning Staff, presented the Staff Report.
Commissioner McDowell asked Staff if the entire site was fenced.
Staff confirmed that the entire subject site was fenced.
Vice-Chairman Munson asked if the applicant was here.
Jerry Allan, Division Engineer with Eastern Transmission Substation Division,
representing the applicant, the Southern California Edison Company, volunteered
to answer any questions.
The Planning Commission did not have any questions of the applicant.
Vice-Chairman Munson opened and closed the public hearing with no one speaking
for or against the project.
PCM 85-29 Motion by Commissioner Caouette, seconded by Commissioner
Hawkinson and passed by a 6-0 vote, to approve Site and
Architectural Review 85-7, including the findings as
written in the Staff Report and the conditions as
recommended by Staff.
II. ADDITIONAL NEW BUSINESS
Vice-Chairman Munson asked if there was any additional items for discussion.
Mr. Serlet, Planning Staff, responsed that he had two additional items for
the Planning Commission's consideration.
The first item concerned a request from the Urban Interface Group to address
the Planning Commission at a public workshop in the Grand Terrace Council
Chambers at 6:30 p.m. on April 22, 1985. The purpose of the workshop would
be to informally introduce a proposed development of 252 apartment units on
± 14.6 acres between Mount Vernon and Canal Street.
PCM 85-30 Motion by Commissioner Hawkinson, seconded by Commissioner
Bartel and passed by a 6-0 vote to have a Public
Workshop Meeting on April 22, 1985.

II. ADDITIONAL NEW BUSINESS
The second item concerned the Annual Review of the General Plan by the
Planning Commission to insure it's adequacy (Government Code 654006) .
Staff suggested the possibility of forming an AD HOC Committee to prepare
a report for the Planning Commission to review prior to submittal to the
City Council.
The Planning Commission discussed the item and formed an AD HOC Committee
consisting of Vice-Chairman Munson, Commissioner Hawkinson, Commissioner
DeBenedet, and Commissioner McDowell. The Committee agreed to meet at
6:00 p.m. on April 10 in either the Community Room of the Traveler' s
Building or Commissioner DeBenedet's office, depending upon the availability
of facilities.
Commissioner Hawkinson requested the impressions of his fellow Commissioners
regarding the Resource Recovery Facility.
Vice-Chairman Munson stated he was under the impression that the Commission
had given IWA Engineering positive support.
Commissioner Caouette stated that the Commission gave them a qualified blessing,
just to do the feasibility study.
Vice-Chairman Munson adjourned the Planning Commission meeting at 8:00 p.m.
to an adjourned regular meeting at 7:00 p.m. on April 22, 1985.
