07/07/1986 12-8.1058 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING JULY 7, 1986 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, CA 92324 on July 7, 1986, at 7:05 p.m. by Chairman Caouette. PRESENT: Norman Caouette, Chairman Jerry Hawkinson, Vice-Chairman Gerald Cole, Commissioner Ray Munson, Commissioner Joseph Kicak, Planning Director Lynn Halligan, Planning Secretary EXCUSED ABSENCE: Sanford Collins, Commissioner Ivan Hopkins, City Attorney PLEDGE OF ALLEGIENCE: Led by Vice-Chairman Hawkinson I. MINUTES A. Minutes of June 9, 1986, Special Planning Commission Meeting. PCM 86-53 Motion by Vice-Chairman Hawkinson, seconded by Commissioner Munson and passed by a 4-0 vote, to approve the minutes as submitted. II. NEW BUSINESS A. Site & Architectural Review SA 86-5 for Tract 13050, Phase I. Chairman Caouette asked for staff presentation. Joseph Kicak, Planning Director, presented Staff Report. Noted that Staff is recommending approval of the Site & Architectural Plan review SA 86-5, for Tract 13050 Phase I. Chairman Caouette asked if there were any questions of Staff. Asked why there were no landscaping and irrigation or fencing plans shown on these plans. George Theodorou, Architect - responded that some plans for cut slopes showing landscaping and irrigation were delivered to the Planning Department. He noted that these were for slopes only. Chairman Caouette asked if those plans show frontyard landscaping and sideyard fencing, as well as, irrigation. George Theodorou, responded that that was not shown. Gary Mecklin, Fieldcrest Homes, noted that it was their intention to landscape the frontyards of all the houses, as well as, put sideyard fencing in. Chairman Caouette asked if there were any other questions of the applicant. Being none, asked if there was anyone in the audience who wished to address the Commission regarding this project. Barney Karger, 11608 Bernardo Way, spoke in favor of the project. Discussion took place between the Developer and the Planning Commission regarding the landscaping and fencing. It was noted by Chairman Caouette that the Commission would like to see everything from the sideyard fencing forward, slope area that would be subject to erosion and included in that would be the irrigation. Also, a typical plan showing the plant species, size and number, as well as basic fence location. Mr. Mecklin noted that he would do a group of 4 units to show how the fencing will typically look on 4 units, as well as, show the landscaping for those units. Mr. Mecklin, Fieldcrest Homes, asked if they could change the frontyard setbacks if they used garage door openers. This would be in order to have some difference in the streetscape. Joseph Kicak, Planning Director, responded that the County of San Bernardino, prior to the City being incorporated, indicated setbacks directly on the Final Map and they varied. What they were allowing was an average minimum setback. Our current ordinance does not provide for that. Vice-Chairman Hawkinson noted that this was the first time that this request has come up. Discussion took place between Staff, the Planning Commission and the Developer regarding the model location. Mr. Mecklin noted that they put 4 models on Van Buren Lot 1-4, but in the interest of time asked what he would have to do to put the models in the northwest corner of Van Buren and Observation Drive. Joseph Kicak, Planning Director, noted that if the models are to be constructed prior to the recordation of the final map, a Parcel Map should be filed. Mr. Kicak also noted that this would give the Developer access from Observation Drive and Van Buren. In response to Vice-Chairman Hawkinson's question about the Developer's grading timetable, Mr. Mecklin noted that they would have the flows, landscaping and put in temporary meters prior to the rainy season. PCM 86-54 Motion by Chairman Caouette, seconded by Vice-Chairman Hawkinson and passed by a 4-0 vote, to add Condition #8, which states that prior to issuance of building permits, a detailed fencing, irrigation and landscaping plan, including plant species, size and number and other requirements of Title 18 shall be approved by the Planning Commission. PCM 86-55 Motion by Chairman Caouette, seconded by Commissioner Cole and passed by a 4-0 vote, to approve Site & Architectural Review SA 86-5, with conditions as amended. Chairman Caouette adjourned the Planning Commission meeting at 7:26 p.m. to the next regularly scheduled Planning Commission meeting.
