03/06/1997 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING MARCH 6, 1997 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on March 6, 1997 at 7:00 p.m. by Chairman, Jimmy W. Sims. 6:20 P.M. CONVENED PART I OF PUBLIC WORKSHOP SESSION - IN CITY COUNCIL CONFERENCE ROOM * 6:20 - 6:55 p.m. PRESENT: Jimmy W. PUBLIC PARTICIPATION: None ITEM#1 PLANNING COMMISSION MEETING MINUTES - FEBRUARY 6, 1997 MOTION PCM-97-12 PLANNING COMMISSION MEETING MINUTES - FEBRUARY 6, 1997 Director Materassi told Commission Members that paragraph 5, on page 7 was added subsequent to a conversation with Commissioner Huss. Each Commission Member was provided a copy of the minutes showing the proposed additions/changes. Commissioner Trainor moved approval of the Planning Commission Meeting minutes of February 6, 1997. Commissioner Addington seconded the motion. Commissioner Addington pointed out a grammatical error on page 7 in Paul Wieler's public hearing comments. The word "contract" should be "contractor." The Planning Commission Secretary said the correction will be made. MOTION VOTE PCM-97-12 Motion carried. 5-0-1-1. Commissioner Van Gelder abstained. Commissioner Ellis absent. March 6, 1997 Page 3 Planning Commission Minutes ITEM#2 SA-96-01/TPM-96-01 AN APPLICATION FOR SITE AND ARCHITECTURAL REVIEW AND TENTATIVE PARCEL MAP APPLICATION TO SUBDIVIDE ONE PARCEL INTO TWO LOTS, THEN CONSTRUCT TWO SINGLE FAMILY RESIDENCES. COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF GRAND TERRACE. 12520 MIRADO and 22381 VAN BUREN, GRAND TERRACE, CA Staff report was presented by Associate Planner Larry Mainez. He introduced Virgil Barham, Director of Housing, Building & Safety and Public Works, representing the applicant and City Housing Department. Mr. Mainez said the project is exempt per CEQA because of the size of the project and intensity of the impacts. Zoning for this project is R-1, 7.2 single family residential. Zoning of the parcels to the east, west and south are all R-1, 7.2. Zoning to the north is R-3. This project is part of the City's "first-time home buyer" program. Both proposed lots exceed the required 7200 square feet. He explained a tentative parcel map is required by the State when dividing a piece of property to sell. Gage Canal required a drainage easement to Van Buren. A lot line adjustment will take place to adjust the southerly property line five feet to the north. The parcel map meets the zoning code requirements and general plan standards. This concluded staff s parcel map presentation. The architecture of the proposed houses is representative of those in the surrounding neighborhood. Materials boards were shown indicating samples similar to those in the area. Both houses exceed the 1,350 square feet required by code. The preliminary landscape plan includes planned irrigation which is adequate. Staff distributed an amended list of conditions of approval to the Planning Commissioners. Condition#12,was reworded regarding street improvements over the Gage Canal easements over Van Buren, pending funding availability. Condition#13 was eliminated pertaining to the deferment agreement. A discussion took place between staff and Chairman Sims regarding the Gage Canal easement/right of way. Condition#15 pertaining to planting wildflowers was amended to include"pending funding availability." Staff s presentation was concluded. March 6, 1997 Page 4 Planning Commission Minutes Commissioner Addington initiated a discussion with staff regarding staff s proposal to condition the project for a sidewalk on the Van Buren side of the property, and over Gage Canal. Virgil Barham explained the City plans to approach Gage Canal to secure an encroachment agreement to install curb, gutter and sidewalk over the canal on the Van Buren side of the project. In response to Commissioner Addington's inquiry about the drainage easement along Gage Canal, Virgil Barham, Director of Housing, Building & Safety and Public Works said the easement is earthen, with no channels to keep runoff away from Gage Canal property, taking the water to Van Buren. Chairman Sims asked Mr. Barham where the HVAC equipment will be located. Mr. Barham responded that the condensers will be mounted at grade and the furnaces will be in the attics. In response to Chairman Sims's question about the roofing material proposed, Mr. Barham said composition shingle will be used, as it matches 90% of the surrounding community. Commissioner Wilson suggested creating decorative posts in front of the house instead of the stark 4" x 4" bare posts. Mr. Barham agreed there may be a way to do some brick work around the posts to improve the appearance. 7:42 p.m. Public Hearing Opened Ralph LeFevers 12536 Mirado Avenue Grand Terrace, CA Stated he is concerned about the front set-backs of the proposed new houses. Associate Planner Mainez said that was a planning consideration. Mr. Barham stated all houses in that subdivision have a 25' front set back, as is proposed in this project, to be consistent. Mr. LeFevers stated he believed the Gage Canal drainage easement was previously designated as a secondary access to the properties for RV's when the subdivision was built. Director Barham informed Mr. LeFevers the drainage easement was placed along Gage Canal at the request of Gage Canal to prevent any drainage from coming onto their right of way. He explained Mr. LeFevers owns the property that has the drainage easement on it. Mr. LeFevers is responsible for maintenance of the drainage easement. Commissioner Addington asked Mr. LeFevers if he is willing to accept the five feet of property along his north property line which the City intends to deed to him. Mr. LeFevers responded in the affirmative. 1152 Public Hearing Closed March 6, 1997 Page 5 Planning Commission Minutes The Planning Commission continued their discussion with staff regarding the drainage easement and sidewalks on Van Buren and Mirado at the project sites. Sidewalks will be installed only on Van Buren. City staff will develop a written policy to address which streets will have sidewalks. MOTION PCM-97-13 Commissioner Van Gelder made a motion to approve SA-96-01 and TPM-96-01 with suggested amended conditions. Seconded by Chairman Sims. MOTION PCM-97-13 Motion carried. 6-0-0-1. RECONVENED PLANNING COMMISSIONER'S WORKSHOP - SESSION II • Information to Commissioners Director Materassi reviewed the results of the Housing Survey recently conducted by the City. A copy of the summary was distributed to each Commissioner. Grand Terrace City News recently published a summary of the surveys. Most city officials were in favor of mixed use development with residential and commercial uses side by side.
