G.12 CIty Manager Employment AgreementADOPT A RESOLUTION APPOINTING KONRAD BOLOWICH AS CITY MANAGER AND APPROVING THE CITY MANAGER EMPLOYMENT AGREEMENT EFFECTIVE JANUARY 4, 2022 2030 VISION STATEMENT •This meets the Grand Terrace 2030 Vision Statement and 2014-2020 Strategic Plan,to preserve and protect the community and its exceptional quality of life through thoughtful planning,within the constraints of fiscally responsible government,and providing an exceptionally safe and well managed City. BACKGROUND •Earlier this year,the City Council engaged the Ralph Andersen &Associates Executive SearchfirmtoconductarecruitmenttofillthecurrentlyvacantpermanentCityManagerposition.FredWilsonofRalphAndersen&Associates worked with the City Council to prepare and publicizeanadvertisementbrochurefortheposition.City Council chose to proceed with negotiating anemploymentagreementwithKonradBolowich. •Mr.Bolowich has 15 years of local government experience.He has served for the past 14yearsasAssistantCityManagerfortheLomaLinda,California,and prior to that worked as theInfrastructureInspectorfortheCityofLomaLinda.Mr.Bolowich began his local governmentcareerintheCityofLomaLindain2006. •Mr.Bolowich has held multiple leadership positions since 1980 including the following:Assistant City Manager,and Infrastructure Inspector for the City of Loma Linda;BuildingInspectorforWildanCompanies;Construction Superintendent for ICE Builders;Senior ProjectManagerforIBM;and VP Operations,Director of Finance,and Paramedic Chief for AmericanMedicalResponse. •Mr.Bolowich has earned multiple recognitions as a successful leader in the Inland Empire.HeservedasTrustee/Board Member at San Gorgonio Pass Memorial Hospital.Mr.Bolowichearnedabachelor’s degree at California State University. DISCUSSION •The City Council will now consider whether to appoint Konrad Bolowich as CityManagerandapprovetheproposedemploymentagreement,which has been signed byMr.Bolowich.If approved,Mr.Bolowich’s first day as City Manager will be January 4,2022. •Current Interim City Manager,Michael Milhiser,will complete his interim positionwiththeCityofGrandTerraceonJanuary3,2022,if the employment agreement withMr.Bolowich is approved. •Appointment of Mr.Bolowich as City Manager •Approval of the resolution included as Attachment A would appoint Mr.Bolowich asCityManagerandapprovetheCityManagerEmploymentAgreement,which isAttachmentB. •California Government Code section 54953(c)(3)requires an oral report in an openmeetingsummarizingtheproposedfinalactiononsalaries,salary schedules,orcompensationpaidintheformoffringebenefitsofaCityManager.The followingtermsofMr.Bolowich’s proposed employment agreement will be stated verbally as partofthestaffreportonthisagendaitem: DISCUSSION 1.Annual salary of $211,200. 2.Health insurance premium contribution of $1,416.67 per month to equal $17,000 per year. 3.Vehicle allowance of $416.67 per month to equal $5000 per year. 4.Cell phone allowance of $100 per month to equal $1,200 per year. 5.Sick leave accrual at 8 hours per month,with a cap of 480 hours and a starting bank of 80 hours. 6.Vacation leave of 80 hours per year through five years of service,with a cap of 480 hours and a starting bank of 80 hours. 7.Administrative (management)leave of 80 hours per year,with a cap of 80 hours. 8.Retirement benefits –City’s CalPERS Second Tier Plan for Miscellaneous employees,which is the 2%at 60 formula. 9.Three year contract term. 10.Six months severance if terminated without cause. FISCAL IMPACT •The costs associated with the City Manager Employment Agreement is included in the City’s FY2021-22 Adopted Budget. RECOMMENDATIONS •Adopt the Resolution Appointing Konrad Bolowich as City Manager and Approving the City Manager Employment Agreement as presented. QUESTIONS
