Mayor Darcy McNaboe convened the Regular Meeting of the City Council for Tuesday,
August 9, 2022, at 6:00 p.m.

Konrad Bolowich, City Manager announced the addition of the introduction of new
employees and San Bernardino County Assessor-Recorder-Clerk, Bob Dutton's video
on The Story of Grand Terrace under presentations.

AUGUST 16, 2022, TO JUNE 30, 2023;
2. AUTHORIZE THE CITY MANAGER TO EXECUTE AGREEMENT SUBJECT TO

9. Authorize Purchase Order for TJ Austin Park Equipment with Per Capital Grant Funds

1. AUTHORIZE THE EXPENDITURE OF UP TO $74,200 FROM PARKS FUND
(FUND 49) FOR THE PURCHASE OF BENCHES, LIGHTING, WALKING PATH,
PICNIC TABLES, AND DOG WASTE STATIONS;
2. AUTHORIZE CITY MANAGER TO EXECUTE A PURCHASE ORDER AND ALL
NECESSARY SALES DOCUMENTATION TO PROCURE BENCHES, LIGHTING,
WALKING PATH, PICNIC TABLES, AND DOG WASTE STATIONS NOT TO
EXCEED THE GRANT AWARDED AMOUNT
11.Authorize Purchase Order for Fitness Park Equipment with Per Capital Grant Funds
1. AUTHORIZE THE EXPENDITURE OF UP TO $3,000 FROM PARKS FUND (FUND
49) FOR THE PURCHASE OF A BIKE RACK;
2. AUTHORIZE CITY MANAGER TO EXECUTE A PURCHASE ORDER AND ALL

14.Authorize Purchase Order for Furnish and Installation of 27' Live Pinus Elderica Tree at

FOR THE FURNISH AND INSTALLATION OF 27' PINUS ELDERICA AT

15.An Ordinance of the City Council of the City of Grand Terrace, California, Amending
Section 5.42.170 (Containers - Located for Collection) of Chapter 5.42 (Integrated
Waste Management) of Title 5 (Business Taxes, Licenses and Regulations) of the
Grand Terrace Municipal Code to Identify Locations for Placement of Residential Waste
Containers for Pick-Up by Waste Haulers
City Manager Bolowich gave the staff report for this item.
City Council moved to approve the ordinance with the following amended language:

"5.42.170 - Containers—Located for collection.
During the hours for collection, residential containers shall be placed for collection at the
curb or right of way adjacent to the driveway side of the residence or in the alley directly
behind the residence and shall be accessible for mechanized pick-up. Commercial bins
shall be accessible to the collector."
THAT THE CITY COUNCIL APPROVE THE ORDINANCE TO IDENTIFY LOCATIONS
FOR PLACEMENT OF RESIDENTIAL WASTE CONTAINERS FOR PICK-UP BY
WASTE HAULERS

(Impoundment of Animals) of Chapter 6.04 (Animal Control) of Title 6 (Animals) of the
Grand Terrace Municipal Code, Which Amends the City's Animal Control Regulations
Pertaining to Impoundment of Animals
City Manager Bolowich gave the staff report for this item.
PUBLIC COMMENT
Bobbie Forbes, Grand Terrace explained that many individuals have come upon hard
times and are not able to pay licensing fees, vaccination fees and is not in favor of the
updated regulations.

IMPOUNDMENT OF UNLICENSED ANIMALS

17.Street Renaming of Terrace Avenue
Luis Gardea, Building Official gave the staff report and PowerPoint presentation for this
item.
PUBLIC COMMENT
Bobbie Forbes, Grand Terrace was excited to hear that Parsons Avenue (named after
Pete Parsons) is being considered as an option to rename Terrace Avenue.

City Council moved to approve the item selecting the following street name to replaced
Terrace Avenue:
"Parsons Avenue"
1. RENAME THE ENTIRE STREET OF TERRACE AVENUE WITHIN THE CITY
LIMITS.
2. AUTHORIZE THE CITY MANAGER TO EXECUTE THE NAME CHANGE.

PUBLIC COMMENT
Bobbie Forbes, Grand Terrace expressed concern that trucks still drive through her
neighborhood and is a safety hazard.

Mayor Darcy McNaboe commented on board meetings and events that she attended.

J. CITY MANAGER COMMUNICATIONS
Konrad Bolowich, City Manager informed the City Council and residents of the roof
replacement being performed at City Hall.
Over the weekend, the National Orange Show held a rave event, and the City hired its
own sound auditing company who recorded and monitored the sound in the City. The
report should be provided sometime in the next week.
PUBLIC SAFETY
Lieutenant Bryan Lane, San Bernardino County Sheriff's Department gave a
PowerPoint presentation on the City's Monthly Quality of Life (calls and statistics) over
the last six (6) months.
