PUBLIC HEARING-MID-TERM REVIEW OF FIVE YEAR IMPLEMENTATION
PLAN FOR THE GRAND TERRACE COMMUNITY REDEVELOPMENT
PROJECT
Gary Koontz, Community Development Director indicated that the Health and Safety Code
requires that the Agency review the Five Year Implementation Plan for the Grand Terrace
Redevelopment Project between the second and third year following the adoption of a new
revised plan. Staff has reviewed the most recent adopted plan to determine the status of
proposed implementation programs and identification of new programs that should be
incorporated in the Plan and provided the information to.the agency for acceptance.
Vice-Chairman Ferr6 opened the Public Hearing for discussion of the public, there being
none she returned discussion to the Agency.

WHEREAS, the City of Grand Terrace joins with San Bernardino County Board of
v. Supervisors,Children's Network,County Fire and Public Health Department,Loma Linda University
Children Hospital SAFE KIDS Coalition, and 4R Kids Sake to declare a"Safe Kids Summer2003;"and
WHEREAS,summer is-atime for families.to gather around pools,lakes and streams to enjoy
�Z=7zi�---'; recreational time together;it is also,a time for parents and caregivers to run errands in hot weather t
som etinies forgetting the most important cargo, the child in the back seat;and

WHEREAS, the National SAFE KIDS Campaign is the first and only national organization
dedicated solely to prevention of unintentional childhood injury,the leading killer of children ages 14
and under. Through the network of more than 300 state and local SAFE KIDS coalitions in all 50
states, the District of Columbia and Puerto Rico, many more children are protected through
awareness;and
WHEREAS, it takes an entire community to make the summer safe,for our children. This
Z,�t�I includesparents and caregivers,fire and housing agencies,law enforcement,schools,hospitals,health
workers, child cariproviders,libraries, community based organizations and businesses. It will take
everyone that influences our children's safety to come together to make this summer a safe one;and 1---r
WHEREAS, San Bernardino County's "Safe Kids Summer 2003 campaign is intended to YJ'—mf
�Z� raise public awareness to reduce drownings and near-drowning, reduce or eliminate the number of
children left unattended in vehicles,andlosignificantly impact otherpreventable accidents that result
in serious injury and sometimes death;.
NOW, THEREFORE,I,Lee Ann Garcia,Mayor of the City of Grand Terrace, on behalf of
the City Council,do herebyproclaim "Safe Kids Summer 2003 in the City of Grand Terrace and urge
all citizens to support this campaign by closely supervising children,helping them to Ride Safe,Swim
Safe, Wheel Safe, Walk Safe and Play Safe during all summer activities.

COUNCIL REPORTS
Councilmember Cortes,thanked Assistant City Manager Berry for doing an outstanding job

Installation Dinner and felt that it was a good event.
Maor Pro Tem Ferre, reported that she attended Grand Terrace Days and enjoyed it very
much and is looking forward to next year. She thanked staff for doing a wonderful job. She
shared a letter that the Council received from RSVP indicating that JoAnn Johnson is the
recipient of the Distinguished Service Award for her nine years and 16402 hours of service
with the Grand Terrace Senior Center, Sheriff's Station Crime Prevention Unit and the
Emergency Operations Center. She congratulated JoAnn Johnson on her award.

Article XIII-B of the California Constitution was adopted as
Proposition 4 in the November 1979 General Election. Proposition 4
established an appropriations limit from proceeds of taxes for each
governmental entity in the State of California. The appropriations
limit is unique to each governmental entity and must be determined
annually. Redevelopment is not subject to appropriations limit.
The intent is to provide certain limitations and controls on
government spending at all levels of government in the State, but
these restrictions are intended by legislature to be applied in a
reasonable and practical manner so as to allow some flexibility to
meet constantly changing conditions and needs of the citizens for
governmental services . The appropriation limit of the City is the
"proceeds from taxes", as defined, adjusted annually by changes to
the population, cost of living, or nonresidential new construction.
The Department of Finance shall notify each local agency, no later
than May 1st of each year, of the change in cost of living or change
in California per capita personal income, whichever is less, and the
population for each local agency for the prior calendar year.
Proposition 111, passed in June 1990, made several changes to the
method to be used in calculating the limit . These changes allow that
the Population Factor may be the change in population of the City or
the change in population of the County. Proposition Ill also changed
the Price Factor to be a choice of the change in California per capita
income or the change in the local assessment roll due to the addition
of local nonresidential new construction.

The appropriations limit can be adjusted at a later date. Council
must make their selection annually on each option by recorded vote.
At present, an appropriation cushion of $5,271, 179 exists before the
limitation would impact the City. This is an increase of 4 .168% over
last year.

calculations for the City of Grand Terrace with supporting
documentation.

GRAND TERRACE, CALIFORNIA, ESTABLISHING THE
FISCAL YEAR 2003-2004 APPROPRIATIONS LIMIT
PURSUANT TO ARTICLE XIII-B OF THE STATE
CONSTITUTION AS REQUIRED BY CALIFORNIA
GOVERNMENT CODE SECTION 7910
WHEREAS,Article XIII-B of the California Constitution requires that an Appropriations
Limit be determined and established annually for each governmental entity within the State of
California;
NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE,DECLARE, DETERMINE,AND ORDER AS FOLLOWS:
Section 1. That the City Council of the City of Grand Terrace hereby establishes the
Fiscal Year 2003-2004 Appropriations Limit pursuant to article XM-B of the
State Constitution as required by California Government Code Section 7910.
Section 2. That the limits determined on Exhibit"A" attached hereto and incorporated
herein by reference is the established limit for Fiscal Year 2003-2064.
Section 3. That the City of Grand Terrace, as shown in said Exhibit"A',has complied
with the limit imposed on appropriations and that all proceeds of taxes were
appropriated for Fiscal Year 2003-2004.

SUBJECT: RESOLUTION IN SUPPORT OF THE USE OF CLEANER VEHICLES,
INCLUDING ZERO AND NEAR-ZERO EMISSION VEHICLES
The City Council has received a request from the American Lung Association of California(ALAC)
for approval of a resolution to support the use of-cleaner vehicles,-including zero and near-zero
emission vehicles.
Since 2001, the American Lung Association of California has received a yearly grant from the
Energy Foundation to promote state and local programs to promote the use of cleaner vehicles. In
recent months, ALAC has been working with its associations in conducting outreach to local
governments to advocate the adoption of resolutions that direct local government staff to purchase
the cleanest vehicle available for municipal fleets. 'Local governments throughout the state have
already adopted thirty-eight clean vehicle resolutions and ordinances.
Recommendation:
City Council consider adopting a Resolution to support the use of cleaner vehicles, including zero
and near-zero emission vehicles.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, IN SUPPORT OF THE
USE OF CLEANER VEHICLES, INCLUDING ZERO AND
NEAR-ZERO EMISSION VEHICLES
WHEREAS, more than 2/3 of Southern California's air pollution comes from mobile
sources, such as cars, trucks, and buses; and
WHEREAS, Conventional gasoline-powered cars, even the newest cleanest cars,
degrade with use and become serious sources of pollution. As our population grows, the
gains we have made in cleaning our air with cleaner new cars and trucks will inevitably
erode; and
WHEREAS, "Upstream emissions" from gasoline, including those from refineries
and from diesel trucks delivering the fuel and from evaporating and spilled fuel are
significant contributors to unhealthy air; and
WHEREAS, a wide variety of low emission vehicles in many applications are now
available from a variety of manufacturers in ultra-low emission (ULEV), super-ultra-low-
emission (SULEV), and zero-emission (ZEV) configurations. Some of these vehicles are
gasoline-powered, some natural gas-powered, some hybrid electrics, and some are
battery-powered electrics; and
WHEREAS, Zero emission vehicles especially offer the promise of assuring clean
air now and for many decades to come; and
WHEREAS, reducing air pollution is a shared responsibility, requiring the
cooperation and participation of all communities and their community members; and
WHEREAS, cities can and should play a significant role. Cities are significant users
of vehicles and equipment that cause air pollution. They regularly purchase new vehicles
and equipment to meet the needs of their community members; and
WHEREAS, as public institutions cities have a responsibility to serve the public
interest and avoid creating air pollution themselves whenever possible; and
WHEREAS, cities can and should lead by example so that residents and
businesses will also willingly participate in clean air programs; and
WHEREAS, one of the most important things that a city can do is to help build the
market for very low and zero-emission vehicles; and
WHEREAS, significant incentive funding is now available through local Air Districts

and the California Air Resources Board for cities to acquire ULEVs, SULEVs, and ZEVs.
These monies will make the cost of acquiring these vehicles comparable to purchasing
conventional vehicles; and
WHEREAS, in addition, cities are provided special funding each year through AB
2766 funds that can only be spent on reducing air pollution; and
WHEREAS,many cities have leased or purchased ULEVs, SULEVs,and ZEVs and
use them in their fleets on a day-to-day basis. Their experience has been uniformly,
positive; and
WHEREAS, despite limited availability, the ZEVs have received rave reviews from
drivers and fleet operators. Operating costs are much lower with ZEVs than conventional
vehicles; and
WHEREAS, some cities have shown special leadership and have adopted
procurement,polities that give preference to the cleanest available vehicles suitable for
each ,application. ULEVs, SULEVs, and ZEVs are preferred wherever available,
practicable and cost competitive. Exemptions are provided for public safety or emergency
vehicles;
NOW, THEREFORE, BE IT RESOLVED, that the City of Grand Terrace shall
identify and give preference in its vehicle procurement to the acquisition of the lowest
emission vehicles available, practical,and reasonably cost competitive with other vehicles
appropriate for that application or where funding is available to assure that such vehicles
are reasonably cost competitive. Public safety and emergency vehicles shall be exempt
from this policy.

so after nearly 14 years serving this committee. 1 feel that there
are other volunteer efforts.that I might preform that would be more
productive.

The Grand Terrace Crime Prevention Committee met for the regular monthly meeting at the Senior Center, Grand
Terrace, California and was called to order at 1800 hours by Chairperson Philomena Spisak
MEMBERS PRESENT: Chairperson Philomene Spisak, JoAnn Johnson, Vice Chairperson, Dottie
Raborn, Pat Smith, Lewis Neeb and Dick Rollins.
MEMBERS ABSENT: Claire McElwee (out of town) and Peggy Reagan.
CITY STAFF/SHERIFF'S DEPT None present
GUEST PRESENT: Bob Stewart, Citizen Patrol
AGENDA: The Agenda for the meeting was distributed among the members present for
approval. Motion was made by Lewis Neeb to accept with Dottie Raborn
making the second. The agenda was approved.
MINUTES: The Minutes of the meeting of April 14, 2003 were distributed among the
members present for their approval. 'Lewis Neeb made the motion to accept
as written with JoAnn Johnson making the second. The motion carried..

PUBLIC COMMENT: None
CORRESPONDENCE: None
BUDGET: Dottie Raborn passed out copies of the Crime Prevention Budget indicating
a balance of$7,099.32. Considerable discussion concerning the "budget" as
to how this money is allocated by the City,which fund it comes out of and
for what purchases that are made and allocated and who makes the decisions
and what portions are those belonging to the Citizen Patrol organization.
Chairperson Philomena Spisak to consult with City Manager Tom Schwab.
UNFINISHED BUSINESS: Pat Smith reported on a swindle report of$2,200.00 involving the illegal
.usage of a credit card and the problems involving in getting the problem
solved and the warning about the security usage of all personal credit cards.
NEW BUSINESS: The Committee members present, after reviewing their applications,
unanimously voted on both Margaret Reagan and Patricia Smith as
permanent and regular new members of the Committee.
Bob Stewart reported that a total of 282 hours of patrol time had been
completed by the Citizen Patrol with a total of 955 hours completed thus far
for the year 2003.

LAW ENFORCEMENT REPORTS: In view of the fact that there was-no representative from the Sheriffs
Department or our Sherifs Service Specialist, Tanya Cahill,the Cotimittee
had no updating of any crime stats for the City.
There being no further business to discuss the meeting was adjourned at 1900 hours.

LIGHTING DISTRICT 89-1
At the June 12, 2003 meeting theCity Council adopted a Resolution ordering the preparation of
Engineer's Report for the above Assessment District. In addition, the City Council adopted
Resolutions approving the Engineer's Report and a Resolution of Intention setting the public hearing
for June 26, 2003.
Staff has reviewed the expenditures for the last fiscal year and based on our best estimate at this
time,the cost of operation and maintenance should approximately equal the assessments levied and
collected. It is our estimate that these costs and assessments should remain for the coming year.
Staff Recommends Council:
I Conduct the public hearing
2. Adopt Resolution confirming the Assessments for the Fiscal Year 2003-2004 as presented
in the Engineer's Report
3. Direct the Finance Director to file the Assessments with the County Auditor

PUBLIC HEARING
MAJORITY PROTEST: Any interested person may file a written protest,with the City Clerk,
stating the grounds for their objection. Said protest shall contain a description of the property
sufficient to identify,said property. All interested,persons shall-be afforded the opportunity to be
heard at the Public-Hearing. If a written protests submitted, and not withdrawn, constitute in
excess of fifty (50%) percent of the total value of the assessment, the proceedings must be
abandoned.
ASSESSMENT ROLL
If there are to be no changes or modifications in the individual assessment amounts, then
the assessment roll as previously prepared should be confirmed. A copy of the confirmed
assessment should be filed in the Office of the City Engineer, with a duplicate copy on file in the
Office of the City Clerk and open for public inspection.
RESOLUTION CONFIRMING ASSESSMENT
The adoption of this Resolution constitutes the levy of the special assessment for the fiscal
year so referred to in the assessment.
COUNTY AUDITOR
Immediately after the adoption of the Resolution Confirming the Diagram and the
Assessment, and no later than the August 10, 2003, :the Clerk shall file a copy of the assessment
diagram and the assessment, or a certified copy thereof, with the County Auditor. I would
recommend that together with a copy of the diagram and assessment, a,certified copy of the
Resolution Confirming the Assessment be forwarded also.
FISCAL YEAR
The assessment, as levied for these.proceedings, will relate to the fiscal year commencing
July 1, 2003, and ending June 30, 2004. Note that an annual updating of the proceedings will
be required for each subsequent fiscal year to accomplish,the levy for the ensuing fiscal year.
FUTURE PROCEEDINGS
Be advised that it is necessary, each year;-to update the Engineer's."Report" and approve
said "Report" for the ensuing fiscal year. We should all probably mark our calendars for some.
time after the first of the year to begin the process.
CHANGES AND MODIFICATIONS AT HEARING
During the course of the Public Hearing, or upon the conclusion of said hearing, the
legislative body may order changes in the improvements, the boundaries of the District, or any
zones thereof. The legislative body.may, without further notice, order the exclusion of territory
from the District, but no property shall be added.to said District except upon the following terms
and conditions:
a. Upon written request by a property owner for the inclusion of his property;
b. Upon the legislative body declaring its intention to add additional property and
directing that mailed notice be given,to the property owners within the area
proposed to be annexed.
I would recommend that if any changes are to be considered, the matter be continued so
that the proper documentation can be drafted.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE CONFIRMING A DIAGRAM AND
ASSESSMENT AND PROVIDING FOR ANNUAL
ASSESSMENT LEVY FOR A LANDSCAPING AND STREET
LIGHTING DISTRICT
WHEREAS, the City Council has initiated proceedings for the annual levy of the
assessments for a landscaping and street lighting district pursuant to the terms and provisions of
the Landscaping and Street Lighting Act of 1972", being Part 2 of Division 15 of the Streets and
Highways Code of the State of California, in a district known and designated as
CITY OF GRAND TERRACE
LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1
WHEREAS, the City Council has ordered the preparation of a report and, the City
Engineer has prepared and filed with this City Council a report pursuant to law for its
consideration and subsequently thereto this City Council did adopt its Resolution of Intention to
levy and collect assessments for the next ensuing fiscal year relating to the above-referenced
District, and further did proceed to give notice of the time and place for a Public Hearing on all
matters relating thereto; and,
WHEREAS, at this time, this City Council has heard all testimony and evidence and is
desirous of proceeding with the annual levy of assessments.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GRAND TERRACE, CALIFORNIA AS FOLLOWS:
SECTION 1. That the above-recitals are all true and correct.
SECTION 2. That upon the conclusion of the Public Hearing, protests filed and not
withdrawn, did not represent property owners being obligated for more than fifty percent (50%)
of the total assessments within the District.
SECTION 3. That this City Council hereby confirms the diagram and assessment as
submitted and orders the annual levy of the assessment for the fiscal year and in the amounts as
set forth in the Engineer's Report and as referred to in the Resolution of Intention as previously
adopted relating to said annual assessment levy.
SECTION 4. That the diagram and assessment as set forth and contained in said Report
are hereby confirmed and adopted by this City Council.
SECTION 5. That the adoption of this Resolution constitutes the levy of the assessment
for the fiscal,year.
SECTION 6. That the estimates of costs, the assessment diagram, the assessments and
all other matters, as set forth in Engineer's "Report", pursuant to said "Landscaping and Street
Lighting Act of 1972", as submitted, are hereby approved, adopted.by this City Council and
hereby confirmed.
SECTION 7. That the maintenance works of improvements contemplated by the
Resolution of Intention shall be performed pursuant to law and the County Auditor shall enter on
the County Assessment Roll the amount of the Assessment and said assessment shall then be
collected at the .same time and in the same manner as the County taxes are collected. After
collection by said County; the net amount of the.assessment shall be paid to the City Treasurer of
said City.
SECTION S. Thai the City Treasurer has previously established a special fund known as
the
SPECIAL FUND
CITY OF GRAND TERRACE,
LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1
into which the City Treasurer shall place all monies collected by the Tax Collector pursuant to the y
provisions of this Resolution and law and including any surplus amounts in those funds established
for the existing Districts and said transfer shall be made and accomplished as soon as said monies
have been made available to said City Treasurer.
SECTION 9. That-the City Clerk is hereby ordered and directed to file a certified copy
of the diagram and assessment roll with the County Auditor, together with-a certified copy of this
Resolution upon its adoption.
SECTION 10. That a certified copy of the assessment and diagram shall be filed in the
office of the City Engineer, with a duplicate copy on file in the Office of the City Clerk,and open
for public inspection.

On June.11, 1991 the City Council adopted RESOLUTION 91-13 ,A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF GRAND TERRACE TO PROVIDE HEALTH OR LIFE
INSURANCE CONTINUATION TO COVERED OFFICIALS. This resolution provided for
continued health or life insurance for any City Council Member that served 12 consecutive years of service
to the City Council of the City of Grand Terrace. On June 25t' 1998 the Council further refined the
medical benefit portion to read that a Council Member, in order to be eligible for health insurance
continuation must reach the age of 60 with a minimum of 15 years of service and that the benefit would
continue until the 65`''birthday at which time the benefit would terminate and the person would convert to
Medicare.
Two former Council Members were eligible for a benefit when they left office. Former Council Member
Hugh Grant currently receives the life insurance benefit valued at'$1,800 per year. Former Council
Member Byron Matteson elected continued medical coverage in November 2000 when he left office until
February of 2002 at which time he became 65 years of age and was eligible for Medicare and our coverage
ceased.
One current Council Member is eligible to elect for the life insurance benefit and that is Council Member
Hilkey who is currently serving in his 13'year as a Council Member. The remainder of the Council are
either serving their I or 2nd term and would not be eligible for any benefit until they finished a 3'term.
Council has asked Staff to place this item before the City Council for reconsideration.
STAFF RECOMMENDATION:
STAFF RECOMMENDS COUNCIL DISCUSS COUNCIL BENEFITS AND GIVE
STAFF POLICY DIRECTION AS DESIRED.
