She indicated that Council received a nice letter regarding the Housing Department staff and congratulated them. She reported that they had wonderful meetings with Senator Soto and Assemblyman Longville at the League of California Cities Legislative Days Conference. They feel that the VLF fees won't go away this year,however, they recommended that we keep letting everyone know how important those fees are to the City. The energy conservation was a big topic of discussion., David Freedman stated that as a State if we can conserve by 10% there will be a few rolling blackouts, however, it wouldn't be disastrous. Councilmember Hilkey, reported that he delivered a letter to the School Board at the last Council Meeting and questioned whether or not a meeting between the Council and the School Board has been scheduled. City Manager Schwab, indicated that it will probably be the end of June. Councilmember Hilkey, indicated that Terrace View Elementary School is busy doing musicals that are very good. He reported that SANBAG is going to approve approximately a 12 million dollar investment in the old Grey Rail Depot. Councilmember Larkin, thanked Denis.Kidd for his comments on lobbying for a Metrolink Station in Highgrove. He attended the League of California Cities Legislative Action Conference and felt that the meetings that they had with our representatives were very productive. Due to the energy crisis the State of California is in a deficit once again and could possibly be looking to local governments to make it up. If that were to happen Grand Terrace would be impacted tremendously. Grand Terrace Days is coming up and he indicated that he is looking forward to the event and encouraged everyone to attend. Councilmember Ferr6, on May 16 she and the Council visited the Sunbridge Care Center in Grand Terrace and presented a-Proclamation for National Nursing Home Week. She commended the Housing Staff for the letter of appreciation that'the Council received from a participant in the program. There are now two in the storeroom. Secretary's Minutes:The minutes were read and approved on motion by Colleen,seconded by Ann. We will put off getting a plant for Judy'for the time being. Treasurer's Report: Balances are $405.21 in Budget, $80.93 in Petty Cash. Historical Report:Ann heard from Teacher Zane Villars from the Middle School who will get former teachers to write something. Colleen talked to Roger Cooley who's phone number she will get so Ann can call. Brenda gave us final copies of Tony Petta's Birthday speech to put in our books. Results of Art Show: Ann reported there were 41 artists and it was the best show we ever had. Lots of young people attended. There were approximately 130 people. It was suggested that a different color and larger size name plate be used. Several people offered to bring food next year but Hannah r— said that since our committee was putting on-this show,we should provide the food. Next year,we will pay for ads in the newspaper. Shelly will look into this and create something on her computer. Also,it was too warm in the room. We will discuss guide lines for the Art Show at the next meeting. Staff has reviewed the expenditures for the last fiscal (2000 - 2001) year and based on our best estimate at this time, the cost of operations and maintenance should approximately equal the assessments levied and collected. It is our estimate, that these costs and assessments should remain for the coming fiscal year. The City Council further adopted ordinances and regulations governing the development of land providing for the installation and construction of certain landscaping, lighting and appurtenant facilities to enhance the quality of life and to benefit the value of property. The requirement for the construction and installation of landscaping, lighting and appurtenant facilities is a condition of approval for development and is a requirement of issuance of a permit for the construction of any residential, commercial, industrial and planned unit development. Landscaping and appurtenant facilities generally include trees, shrubs, plants, turf, irrigation systems, and necessary appurtenances including curbs, hardscape, monumentations, fencing located in public right-of-ways, medians, parkways, and/or easements adjacent to public right-of- ways, in and along public thoroughfares and certain designated primary and secondary arterials. Lighting and appurtenant facilities includes poles, lighting fixtures, conduits and the necessary equipment to maintain, operate and replace a lighting system at designated intersections, in medians, parkways and adjacent to certain public facilities in and along certain streets, right-of- ways and designated lots. The installation of landscaping and lighting systems and the construction of the necessary j appurtenant facilities is the responsibility of the property owner/applicant, as conditions of approval of a development application. The City may cause the installation by property owners directly, or accept financial arrangements for installation of these facilities. The cost of servicing, operation, maintenance, repair and replacement of the landscaping, lighting and appurtenant facilities in turn becomes the responsibility of the benefitting properties. The owners/applicants petitioned for formation of the Landscaping Lighting Assessment District and/or annexation. These have been completed, and will increase the City's obligation for maintenance and servicing. The City of Grand Terrace is administering a lighting system for the benefit of all parcels of land within the City. The lighting benefit is directly related to public safety and property protection. These benefits have been studied widely, locally, regionally and nationally. Page 2 The City has formed Landscaping and Lighting Assessment District 89-1 and subsequently annexed other parcels as Annexation No. 1 to said District to insure a fair and equitable levying of the necessary costs of servicing and maintenance of the respective facilities, which in turn will enhance the value of each and every parcel in the District directly and collectively. i The 89-1 District Boundaries of the Landscaping and Lighting Assessment District are the boundaries of Tract 13364 filed in Map Book 203, Pages 89 through 92, Records of San Bernardino County. The boundaries of Annexation No. 1 are the boundaries of Tracts 14264 and 14471, filed in Map Book 242, Pages 17 and 18, and Map Book 237, Pages 41 and 42, respectively, of said County. Servicing and administration of the City's landscape maintenance program shall be according to the provisions of the Landscaping and Lighting Act of 1972, Part 2, Division 15 of the Streets and Highways Code of the State of California. This report is being prepared to provide for the annual assessment within these boundaries. Payment for the assessment for each parcel will be made in the same manner and at the same time as payments are made for property taxes for each Property. The proceedings will be conducted under the Landscaping and Lighting Act of 1972, Part 2, Division 15, Sections 22500 through 22679, of the Streets and Highways Code of the State of California. This annual Report is presented for the purpose of levy of annual assessment to the above described properties for the purpose of maintaining the lighting and landscaping during the fiscal year 2001 - 2002. This report contains the necessary data required to conduct the proceedings and is submitted to the Clerk of the City for filing. Page 3 V CITY OF GRAND TERRACE ENGINEER'S REPORT PREPARED PURSUANT TO THE PROVISIONS LANDSCAPING AND LIGHTING ACT OF 1972 SECTION 22500 THROUGH 22679 OF THE CALIFORNIA STREETS AND HIGHWAYS CODE FOR ANNUAL ASSESSMENTS F.Y. 2001 - 2002 Pursuant to Part 2 of Division 15 of the Streets and Highways Code of the State of California, and in accordance with the Resolution of Intention, being Resolution No. , adopted by the City of Grand Terrace, State of California, in connection with the proceedings for: GRAND TERRACE LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT NO. 89-1 AND ANNEXATION NO. 1 TO SAID DISTRICT, hereinafter referred to as the "Assessment District",I, William H. Addington, the duly appointed ENGINEER OF WORK, submit herewith the "Report"consisting of six (6) parts as follows: PART A Plans and Specifications for the proposed improvements are filed herewith and made a part hereof. Said plans and specifications are on file in the Office of the Clerk of the City. PART B An estimate of the cost of the proposed improvements, including incidental costs and expenses in connection therewith, is as set forth on the lists thereof, attached hereto, and are on file in the Office of the Clerk of the City. The facilities to be maintained and serviced are generally described as follows: DESCRIPTION OF IMPROVEMENTS FOR GRAND TERRACE LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT NO. 89-1 The improvements are the operation, maintenance and servicing of landscaping, lighting and appurtenant facilities described as follows: 1. Tract 13364 (a) Landscaping Landscaping, planting, shrubbery, trees, turf, irrigation systems, monuments, hardscapes, walls, fencing and appurtenant facilities in public right-of-ways and easements within the proposed•boundary of said Assessment District. The locations of landscaping and appurtenant facilities are depicted on the Assessment Diagram as shown in Part F, herein. (b) Lighting Poles, fixtures, bulbs, conduits, equipment posts and pedestals, metering devices and appurtenant facilities as required to provide lighting in public right-of-ways and easements within the proposed boundaries of said Assessment District. 2. Tract 14264 (a) Landscaping Landscaping, planting, shrubbery, trees, turf, irrigation system and appurtenant facilities within the Gage Canal right-of-ways. During the fiscal year 2001 - 2002, responsibility for the maintenance of these facilities shall remain with the developer. Water shall be supplied by and paid for through developer's meter and no costs shall be shown on the twc rolls as assessments for the landscape maintenance during fiscal year 2001 - 2002. Page 6 (b) Lighting Poles, fixtures, bulbs, conduits, equipment, posts, pedestals, metering devices and appurtenant facilities as required to provide lighting in public right-of-ways and easements within the proposed boundaries of the District. A total of 7 street lights are included in the boundaries of this development. 3. Tract 14471 (a) Landscaping Landscaping, planting shrubbery, trees, and vines with Lot "A" of said Tract 14471, along with irrigation system for the improvements within Lot «A„ (b) Lighting Poles, fixtures, conduits, equipment, posts, pedestals, metering devices and appurtenant facilities as required to provide lighting in public right-of-ways and easements within the boundaries of the District. A total of 6 street lights are maintained within the boundaries of this development. DESCRIPTION OF MAINTENANCE SECTION 5. The assessments levied and collected shall be for the maintenance of certain landscaping and street lighting improvements, as set forth in the'Engineer's "Report," referenced and so incorporated herein. COUNTY AUDITOR SECTION 6. The County Auditor shall enter on the County Assessment Roll the amount of the assessments, and shall collect said assessments at the time and in the same manner as County taxes are collected. After collection by the County, the net amount of the assessments, after the deduction of any compensation due to the County, for collection, shall be paid to the Treasurer for purposes of paying for the costs and expenses-of said District. SPECIAL FUND SECTION 7. That all monies collected shall be deposited in a'special fund known as "SPECIAL FUND, CITY OF GRAND TERRACE LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1 Payment shall be made out of said fund only for the purpose provided 'for in this Resolution, and in order to expedite the making of this maintenance and improvement, the City Council may transfer into said funds as it may deem necessary to expedite the proceedings. Any funds shall be repaid out of the proceeds of the assessments provided for in this Resolution. BOUNDARIES OF DISTRICT i SECTION 8. Said contemplated maintenance work is, in the opinion of this City Council, of direct benefit to the properties within the boundaries of the District, and this City Council makes the costs and expenses of said maintenance chargeable upon a district, which district said City Council hereby declares to be the district benefitted by said improvement and maintenance, and to be further assessed to pay the costs and expenses thereof. Said District shall include each and every parcel of land within the boundaries of said District, as said District is shown on a map as approved by this City Council and on file in the Office of the City Clerk, and so designated by the name of the District. G flMb 1MRFIC C,I 'TY 1VIANAGER'' S DEPARTMENT _l CRA ITEM ( ) COUNCIL ITEM ( x ) MEETING DATE: June 14, 2001' SUBJECT: Reclassification - Planning Technician FUNDING REQUIRED X NO FUNDING REQUIRED In April of this year our current Planning Technician resigned and accepted an Associate Planner position with the City of San Bernardino at a substantial increase in salary. During his tenure here as a Planning Technician the range was $2,162 to $3,103. We are currently recruiting for the position, and since March have received 5 applications with various entry level planning background all of which-would require substantial training before the learning curve was overcome and they would become an asset to the department. In our contacts with our former employee it appears likely that the creation of an Assistant Planner position would allow us to recruit that individual back into our Planning Department. An Assistant Planner range would be$2,500 to $3,700 per month. To re-employ this person would require an additional annual outlay of$4,800 more than the former position. Staff feels the increase could be well worth the retaining of the experience and knowledge of our former employee. RECOMMENDATION: STAFF RECOMMENDS THAT COUNCIL AUTHORIZE UPGRADING THE PLANNING TECHNICIAN POSITION TO ASSISTANT PLANNER. COUNCIL AGENDA ITEM NO. 8�
