The CRA and City are required to present quarterly investment reports to their governing boards
in accordance with Government Code Section 53646 (b)(1)...(3). The report would include all
moneys held by the Agency or City and all moneys held by third parties that belong to the
Agency or City with the exception of any pension or deferred compensation moneys.
This code section requires that:
1)Report must be produced 30 days after end of quarter,
2) Report must comment on compliance with investment policy,
3) Report must comment if agency has ability to meet expenditures for next six months,
4) Report must include a description of the investment, type of investment, issuer,
investment pool or program information, date of maturity and amount invested,
5) Report must include book value and current market value of each investment,
6) Report must indicate source of the market valuation.

The CRA'and City have engaged the consulting division of Vavrinek, Trine, Day and
Company, Certified Public Accountants and Consultants (VTD), to assist the agencies in
preparation of a combined investment'report. The scope of their work will entail a review of
the quarterly investment statements and bank statements, a compliance review with the j
investment policy and government code, obtaining market valuations and preparing the report. '
Staff would like to continue with investment reporting assistance from VTD as long as the State
continues funding reimbursement for this line item.
Staff welcomes any questions or comments from the Agency Board.
Staff Recommends that the Agency Board:
Accept the Co�bined Cash and Investments Treasury Report for the

At the City Council meeting of March 8, 2001, the Agency Board approved the.appropriation of
$13,537 for our participation share of the San Bernardino/Riverside inter-county corridor study.
The staff report from that agenda is attached.
The Agency was not billed for its portion prior to June 30, 2001, and therefore not expensed by
that date. Additionally, the appropriation was not requested to be carried over into the current
fiscal year.
Riverside County Transportation Commission has subsequently billed us for our portion. The
invoice is attached and the funds must be re-appropriated in the current fiscal year.
.Staff Recommends that the Agency Board:
Re-appropriate $13,537 from the Redevelopment Agency Project Fund for
the Agency's share of the North-South Corridor Study.

As the Council is aware,the County of Riverside and the Riverside County Transportation j
Commission has undertl aken a study to look at a Riverside/San Bemardino inter-county corridor
study, also referred to as the North-South Corridor Study. The overall cost of the study is
expected to be $1 million. The County of Riverside and RCTC has indicated that they will
provide $500,000 in funding and are asking that SANBAG split,with the San Bernardino County,
jurisdictions,the other1$500,000. The SANBAG Board has agreed to fund$250,000 of the study
through Measure I Traffic Management Environmental Enhancement Program and the balance to
be funded by those stakeholders affected in San Bernardino County including Grand Terrace.
The formula for distribution is $1.00 per capita to be contributed towards the North-South
Corridor Study by the laffected City',s jurisdiction and the City of San Beinardiuo's portion to be
discounted to $.25/pe on as they are the least affected of the other incorporated cities.

Background: Riverside County's Community and Environmental Transportation Acceptability
Process (CETAP) began in May 1999 with consideration of 13 broadly-defined
corridors in Western Riverside County. As discussed at several previous
meetings of the Plans and Programs Committee and the SANBAG Board of
Directors, the corridor area between the City of Moreno Valley in Riverside
County and the East Valley of San Bernardino County emerged as one of the four
areas within which continuing study will occur under the auspices of CETAP. All
San Bernardino County jurisdictions within the study area have expressed a desire
to participate in the study effort, and all have appointed representatives to the
Riverside County/San Bernardino County Intercounty Corridor Ad Hoc
Committee which met for the first time on November 1, 2000.
The County of Riverside and the Riverside County Transportation Commission,
lead agencies for the study, have requested co-funding by San Bernardino
stakeholders in the amount of$500,000, to partially offset a total study cost that is
estimated to exceed $1 million. Funding,for CETAP within Riverside County is
provided through numerous sources, including local contributions of
approximately $1 per capita, state and federal grants, SCAG Overall Work
Program funds, and STIP Planning, Programming, and Monitoring funds. Staff
recommends that San Bernardino County contributions be split evenly between
SANBAG (Measure I Traffic Management/Environmental Enhancement
Program) and local contributions of$1 per capita for the most directly impacted
jurisdictions within the study area, and discounted amounts as shown above in the
cases of the City and County of San Bernardino, whose populations are largely
outside the study area.
Financial impact: This item is not consistent with the approved SANBAG Budget. Staff proposes to
fund SANBAG's share of the CETAP cost with unallocated Measure I Traffic
Management/Environmental Enhancement (TMEE) funds. A budget amendment
will be requested at the time of Board approval of the funding agreement with
Riverside County or RCTC.
Reviewed By: This item was reviewed and_recommended for approval by the Plans and
Programs Committee, acting as Committee of the whole, on November 15, 2000,
by a 6-1-0 vote. Mayor Gilbreath, City of Redlands, was opposed because the
City of Redlands could not identify sufficient funding-for its contribution to the
study.

Councilmember Larkin,congratulated the individuals that were elected or re-elected to the
Colton Joint Unified School District School Board. He is looking forward to the continued
working relationship with the board. He reported that he attended the Country Fair and as
always was enjoyable. He attended the Chamber mixer at J.B.'s which had a good turn-out.
He commended Assistant City Manager Berry on the Tribute Video. He commended all
Veteran's for their service that they have contributed to the Country and, continue to
contribute.

Councilmember Hilkey, expressed his condolences to the Harshman Family for the loss of
their son. He reported that SANBAG gave a commitment to the 215 South. The 215 South
will be the next priority for STIP funding. RCTC needs to complete their portion of the 215.

The CRA and City are required to present quarterly investment reports to their governing boards
in accordance with Government Code Section 53646 (b)(1)...(3). The report would include all
moneys held by the Agency or City and all moneys held by third parties that belong to the
Agency or City with the exception of any pension or deferred compensation moneys.
This code section requires that:
1) Report must be produced 30 days after end of quarter,
2) Report must comment on compliance with investment policy,
3) Report must comment if agency has ability to meet expenditures for next six months,
4)Report must include a description of the investment, type of investment,issuer,
investment pool or program information, date of maturity and amount invested,
5) Report must include book value and current market value of each investment,
6) Report must indicate source of the market valuation.

The CRA and City have engaged the consulting division of Vavrinek, Trine, Day and
Company, Certified Public Accountants and Consultants (VTD), to assist the agencies in
preparation of a combined investment report. The scope of their work xill entail a review of
the quarterly investment statements and bank statements, a compliance review with the
investment policy and government code, obtaining market valuations and preparing the report.

Staff would like to continue with investment reporting assistance from VTD as long as the State
continues funding reimbursement for this line item.
The report is included with the CRA agenda item.
Staff welcomes any questions or comments from the City Council.

TRANSPORTATION COMMISSION GRANT A METROLINK STATION STOP
AT HIGHGROVE
At the November 8 City Council Meeting,Council was requested to support a Metrolink Station for
Highgrove. The Project Area Committee (PAC) has provided information for the attached
Resolution for the City Council to consider.
Recommendation:
City Council adopt a Resolution recommending that the Riverside County Transportation
Commission grant a Metrolink Station stop at Highgrove

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE,CALIFORNIA, RECOMMENDING:THAT
-THE RIVERSIDE COUNTY TRANSPORTATION
COMMISSION GRANT A METROLINK STATION STOP AT
HIGHGROVE
WHEREAS, Highgrove needs a Metrolink Station Stop; and
WHEREAS, Highgrove is already a railroad junction point connected to the BNSF
Main line; and
WHEREAS, a railroad signal bridge is already functional to allow trains to enter or
depart from the San Jacinto Industrial Spur onto the BNSF railroad that already has
Metrolink service; an

WHEREAS, the track and ,right of way are already owned by the Riverside County
Transportation Commission between San Jacinto and Highgrove; and
WHEREAS, the distance of the existing track between Marlborough Ave. and
Highgrove is only one and one half miles of straight track; and

WHEREAS, track upgrading would be more economical to go from Marlborough 1
Ave. to Highgrove rather than from Marlborough onto the SP/UP Railroad and then to f
Riverside; and
WHEREAS, the- Riverside County Transportation Commission would have to
purchase the SP/UP track instead of using track they already own; and
WHEREAS,- the SP/UP track is also in need of upgrading and has many more
curves than going straight to Highgrove; and
WHEREAS, Mi trolink trains coming into Highgrove could proceed eastward to San
Bernardino without going into Riverside; and
WHEREAS, the San Bernardino Metrolink Station currently has commuter service
into the greater Los Angeles area; and
WHEREAS,westward trains could also proceed from Highgrove into Riverside and
points beyond; and
WHEREAS, the San Bernardino and Riverside Metrolink parking lots are near
capacity; and
WHEREAS, Highgrove is,approximately half way between San Bemardino and
Riverside; and

WHEREAS, vacant land adjacent to the track is already owned by the Riverside
County Transportation Commission and could be used for parking at Highgrove; and
WHEREAS, a Metrolink stop-in Highgrove would also be the closest access for
commuters from Grand Terrace, Loma Linda and the 1520 new homes to be constructed
in Pigeon pass plus other proposed residential development;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand
Terrace, does hereby recommend,that the Riverside County Transportation Commission
grant a Metrolink Station stop at Highgrove when planning for future track upgrading for
Metrolink service on the San Jacinto Industrial Spur.

Minutes of Special Meeting
October 22, 2001 CITY CLERK
Chairman Pauline Grant called the meeting to order at 1:05 p.m. Those present were Barbara
Tinsley, Ann Petta, Colleen Edmundson, Shelly Rosenkild, Hannah Laister and Pauline.
Fair Chairman Ann Petta reported 36 applications which will include toys,jewelry,wood craft,etc.
Artist Betty Hayes who teaches at the Senior Center will be painting. Shelly,will do children's face _
painting. The 4-H and 4 other children will bake cookies. In the food contest, we need more pies
and cakes. Shelly and Barbara will make back-up chili to sell.
Shelly reported that the press releases have gone out, also on cable and signs have been placed at
Preston and Barton,and Mt. Vernon and Grand Terrace Road. She also has the children's Cookie
Certificates ready: Hannah and Colleen will put posters around town on Thursday.
The 9 Grand Terrace Queens will be announced by musician Armando and will hand out prizes. The
square dancers are set. Food judging will be at 10 a.m. and food will be for sale when ready.
Ann then went over a list prepared by Barbara after last year's fair. Judges so far are Vickie Doyle,
Gene Carlstrom,Norm Simpson and hopefully the new Assistant City Manager Steve Berry.
--� All,members should be at the Lion's Community Center at 1 a.m. All members should remember
their name tags. The meeting was adjourned at 2:15 p.m.

The meeting was called to order at 7:05 p.m. by Chairman Pauline Grant. Those present were
Pauline, Ann Petta, Barbara Tinsley, Brenda Stanfill, Shelly Rosenkild, Colleen Edmundson, and
Hannah Laister.
Secretary's Report: The minutes for'October 1 were read and approved on motion by Colleen,
seconded by Ann.The Special Minutes for Octobeftere also read and approved on motion by Ann, r
seconded by Colleen. A111 were in favor on both motions.
Treasurer's Report: Colleen had a preliminary report which showed$378.34 made at the Fair. She
will have a final report at,the next meeting. Balance of$1,188.00 Budget, $353.34 in Petty Cash. a

Historical Report: Ann had nothing to report at this time.
Country Fair: Ann reported that 41 people had signed up, 37 attended. There were 13 children in
cookie contest, 29 entries in the cooking contest. There were 100 children from the West Coast
Dancers, Single Swingers Dance Club performed also. We need more volunteers to help and we
must remember morning coffee next year. The final judges were Vickie Doyle, Steve Berry,Gene
Carlstrom,Norm Simpson and Sonia Aiken.
Volunteers will receive Thank You notes as well as all participants. Ann made a motion to eliminate
Jams, Jelly, Salsa and Ca•ndy from the cooking contest seconded by Barbara, all in favor. Prepare
a basic criteria for the judges. Also work on Fair Guidelines concerning organizations such as the
Chamber of Commerce. A Thank You was given to Shelly for all her work on ads,signs, etc.
Show Case: Lois Hansen and JoAnn Johnson of the Seniors will have done by December 1.
Pot Luck Birthday: This will be December 13 from 6 to 7:30 pm. Shelly and Colleen will decorate
with a Senior's Theme in white and,silver. Ann will prepare a pine basket. Supplies will be
purchased for 110 people by Colleen and Hannah. Pauline will get turkey,Ann will get ham,Pauline
will make punch,Brenda coffee and%•sheet cake,Pauline and Hannah will make Lasagna. Ann will
have set up chart for Steve Berry. Ann'made a motion to allow Shelly to spend a reasonable amount
on decorations, seconded by Barbara, all in favor.
Shelly brought in pictures of the Country Fair.
The meeting was adjour ed at-9:15 p.m. Next meeting will be December 3,,2001.

- The Grand Terrace Emergency Operations Committee met for the Regular Meeting in the Emergency
J Operations Center at 22795 Barton Road, Building 3 at Civic Center. The meeting was called to order at
7:06 p.m. by Chairperson, Sonia Aiken.
, MEMBERS PRESENT were Sonia Aiken, Vic Pfennighausen, Robert Souter, Richard Haubert,
alternate Gary Eldridge and JoAnn Johnson.
MEMBERS ABSENT- Hugh Forbes.
CM STAFF- Liaison, Steve Berry, Assistant City Manager.
GUESTS PRESENT-None.
APPROVAL OF MIlVUTES of September 4, 2001 was given with motion by Sonia Aiken and second
by Richard Haubert.
LIAISON REPORT
a. There will be an exercise on bioterrorism on November 15th.
b. We will have agendas available at our next meeting and can plan to attend.
c. Question of whether we should have gas masks. Steve will check into it.
d. Richard will bring supply list for emergency prep.
e. Gary said you probably wouldn't know when to wear a mask and when to remove.
f. He indicated that if a contamination occurred his facility would go into a lock down procedure
or shelter in place.
g. Richard indicated that there was high security on the water supply.,
h. Steve will be working on getting an e-mail server for the City of Grand Terrace.
i. Vic had information from the County EOC that we can subscribe to for$8.00/month.
It was agreed that we should subscribe.
j. There was discussion on the AT&T wireless broad band (pole at Rollins park).

SUBJECT: Vehicle Parking on Newport Avenue

At the October 25 City Council Meeting, the Crime Prevention Committee requested that
the Council eliminate all parking on the North side of Newport Avenue and within 50 ft. of
the driveways on the South side.
The assignment was made to the law enforcement staff to start observing the parking
patterns on Newport Avenue and to determine whether it would be appropriate to consider
parking restrictions in that area.
Attached is a memo from Lt. Guerra outlining the results of the informal survey by the
deputies. The survey shows that truck parking is not an intense use in that area and that
there are times when residents utilize this on-street parking.
Currently Newport Avenue is a 36 ft.wide street, curb to curb, and can safely
accommodate on-street parking in both directions.
RECONMIENDATION:
STAFF RECOMMENDS COUNCIL DENY ANY FURTHER RESTRICTION OF
PARING ON NEWPORT AVENUE.

SUBJECT Parking on Newport Av.
As requested by City:Council on October 25, 2001, a study of a potential parking problem
involving semi-trucks parking on Newport Av. in front of the Grand Mobile Home Park was
conducted. The following are my findings after monitoring the area for the past three weeks.
I checked with the deputies assigned to work in Grand Terrace and asked if they had'any
information in regards to this problem. They report that they have not noticed any semi-trucks or
other vehicles parked along the area in question other than occasionally, residents of the Grand
Mobile Home Park have parked along the street while the roads within the park were being re-
surfaced. I asked the deputies on all shifts to monitor the area and report back to me any such
issues as well as take corrective measures as needed. To date,they have not found any vehicles
parked along the street in this area
I also had a conversation with Tanya Cahill regarding this issue. She informed me that this issue
has been raised a couple of times in the past by residents of the mobile(home park,however this
appeared to involve some of the Edison trucks that were being temporarily parked along the north
side of Newport Av.,just outside of their plant. We apparently discussed the issue with the
Edison employees and it has not occurred since.
I inspected the area on October 30, 2001,during the mid-morning hours. The area along the
north side of the street directly in front of the entrance to the mobile home park had several large
oil stains indicative of vehicles having parked there, however it is unknown how long the stains
have been there or what vehicles caused them. The street in that area measures 35 (thirty-five)
feet in width, and has improved curbed roadway edges along both north and south sides. The area
for the most part is clear of foliage or other natural obstructions. The areas immediately adjacent
to the driveway/entrance to the Edison plant along the north side of thT street just east of the
mobile home park is posted with"no parking"signs and the curbs are painted red. There are no
other markings or signage prohibiting or limiting parking. Traffic on the street was very light
during the time I was there.
Based on the aforementioned conditions, it is my opinion that parking of even semi-trucks in this
area could safely be allowed along either side of the street without creating any undue hazards.
If however, it would ease the concerns:of the residents of that area,parking could be limited to
the northside of the street only. This would afford the Edison employees ability to occasionally
park along the street adjacent to their plant, and would also allow for verflow parking from the
mobile home Parka

BACKGROUND:
Staff has incorporated City Council's prioritizations into the attached Tally Sheet. The
r "Category" section- of the Tally Sheet was revised to include project description and
estimated costs as formatted in original CIP list. This would avoid reverting back and
forth to the previous ,list. Project keys were not altered to facilitate identification of
projects in the GIS map. Project prioritization provides guidance to staff to develop
funding programs and applying for grants. .
As mentioned at the previous City Council, Meeting, this project is considered to be
'Work in progress". Additional information regarding Video Detection will be provided at

Background:
With the direction of the new Assistant City Manager,the Community Services
Department is launching a Grand Terrace Community Pride Program.
Using the current resources and staffing available, our Community Services team will
complete the below projects. Additional funding will come'from local fundraising and
corporate sponsorships. An initial $1600 to kick off this program has been funded by
Wilden Pump.
Goals:
Goal#1 is increasing-residential property values 20%-40% in the next five years.
Goal#2 is completing visible projects in the city.

SUBJECT: The Circulation Fee CIP
RECOMMENDATION: Move to reconfirm prioritization of projects in the form
of a Resolution,
Circulation Fee CIP-
This CIP is the third required program in�the Grand Terrace Consolidated CIP. The City
Council -has already approved the Measure I, CIP, and the RTIP .programs. The
Circulation Fee CIP is a requirement of A61.600 as listed in Ordinance Number 190 that
establishes Traffic Signal Circulation Improvement Fees as approved _by the City
Council 'in February of 2000. The Circulation Fee CIP prioritizes all projects to be
funded by the circulation and traffic fees. Please refer to Attachment B for FY (2000-
2001) revenues. Please refer to Attachment C for related Fee Ordinance.
Please note, that the Circulation Fees cover,only a portion of the project costs. In order
to fully fund a project, additional funding sources need to, be determined for all
applicable projects. The Circulation"Fee CIP prioritization reflects the City Council's
determinations previously approved at the last meeting.
The Planning Commission approved' the Circulation Fee CIP with the following
recommendations:
-Unanimously recommended that the traffic circulation fee ordinance be revised
to include a grade separation project on Main Street.
Staff Follow-up: After consideration of costs..& impacts of adding the grade
separation project at Main Street into the Ordinance,_Staff recommends that a
different strategy be pursued, such as lobbying and work in partnership with the
County of Riverside, and Regional agencies to prioritize,the project so it will
become eligible for State and Federal Funds.'

RESOLUTION NO. 01-
A RESOLUTION OF THE , CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, APPROVING THE CIRCULATION FEE CIP, AS A REQUIREMENT OF
ORDINANCE NUMBER 190, ESTABLISHING TRAFFIC SIGNAL AND CIRCULATION
IMPROVEMENT FEES.
WHEREAS, an increasing level of vehicular traffic within the City of Grand Terrace is causing
increased traffic congestion; and
WHEREAS, existing funding for circulation infrastructure and traffic improvements is
inadequate; and
WHEREAS, on February 10, 2001, the City Council of the City of Grand Terrace conducted a
Public Hearing and approved Ordinance Number 190, establishing traffic signal and circulation
improvement fees; and
WHEREAS, these fees will be used to mitigate impacts of increasing traffic and congestion, to
protect the public health, safety and welfare; and
WHEREAS, Ordinance Number 190 requires the enactment of a Circulation Fee CIP that
prioritizes the improvements to be funded by the fees, and that the City shall endeavor to
review and update the Circulation Fee CIP annually.
' NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Grand Terrace,
California, that the Circulation Fee CIP is,hereby approved as presented.

NOTES:
(1) The traffic signal and Circulation Improvement Fee Ordinance was approved in February 2000, and it is too early to develop a reasonable expectatio
flow, as it depends on types of projects submitted, be it a small single family house, or a large industrial site. Therefore, project scheduling
will be revised on an annual basis according to revenues.
(2) Fee adjustments: Per ordinance#190, the City shall review the fee schedule and make adjustments, as appropriate, in consideration of
price changes in construction and right of way costs.
(3) When projects are funded with grants or other sources, the fees can be reallocated to other projects within the program to off-set funding
shortfalls. No new projects can be added unless the Ordinance is amended.

A. Purpose: The City Council has found and determined that new
development in the City of Grand Terrace increases the amount of traffic utilizing the

the City.Council by resolution. No fee shall be assessed on any City, County, State, or
Federal government use.
Two circulation improvement fee districts are hereby established. District A shall
encompass the portion of the City bounded by 1-215 on the west, Barton Rd. on the
north, Michigan on the east; and Main St. on the south. District B shall encompass all
other areas of the City.
Fees required by this chapter shall be paid upon application to the City for a
building permit-for any construction or major remodel which adds a low density
residential unit, medium density residential unit, retail commercial area,
industrial/warehouse acreage, or office professional area to any parcel of real property
within the City of Grand Terrace. :No building permit shall be issued until the fee is
paid. Computation of the amount'required shall be-made by the Building Official or a
designated representative.

On November 5 the City of Grand Terrace received'a request from Bruce Cash of United
Strategies on behalf of Harris Transfer, Inc. to appeal the building permit fees, and based
on the letter I assume that the fee he is referring to is the Circulation Improvement Fee
which is $41,150 for this particular improvement.
Included is a fee check list that was provided to Harris Transfer and was paid prior to the
issuance of their building permit. As you can see from this document a total of$49,950 in
fees were paid including the 2 most recently adopted fees,which are the Traffic Signal
Improvement Fee ($2,750) and the Circulation Improvement Fee($41,150). These new fees
were adopted February 24', 2000.
Attached is a copy of Ordinance No. 190 which sets forth the fees to be charged as well as
as the projects that are to be funded with the circulation fees. In the ordinance there is a
reference to Exhibit A which outlines the arterial signals that are to be constructed with the
Traffic Signal Improvement Fees that includes 8 intersections plus engineering and design
for a total of approximately $1.5 million in projects. Exhibit D shows the Circulation
Improvement Fees be funded by the program totaling$7.6 million. These fees as well as all
of the fees collected in the future when development occurs will allow the City to carry out
the improvement plan as adopted by the Council.
Section 1-H does however, provide Council retaining the right to waive or reduce,feed,.
any new development. That section also strongly discourages fee waivers and in order to
waive fees says that the Council must make certain findings, e.g that & waiver or
reduction is in the short and long term economic interest of the City.

in order to fund the Capital Improvement Programs set forth by the City Council for
signals and circulation it is determined that all fees need to be collected, and as recently
demonstrated in our prioritization of projects the traffic signal and circulation ,
improvement fees thus far have fallen below projection and are inadequate to begin
substantial projects to be undertaken.
Staff feels that no findings could be made that a waiver or reduction in fees would be in the
short or long term economic interest of the City.
(RECOMMENDATION:
STAFF RECOMMENDS COUNCIL DENY APPEAL OF ANY BUILDING FEES FOR

A. Purgose: The City Council has found and determined that new

City street system, thereby requiring the installation of additional traffic signals and
street improvements at specified locations to increase or improve transportation
capacity, in order to protect the public health, safety and welfare and that such new
development should pay its fair share of such improvements.
The purpose of this chapter is two First it is to provide for the imposition of
fees for each new low density residential unit, medium density residential unit, retail
commercial area, industrial/warehouse acreage, and office professional area; said fees
.` to be placed in a specially designated fund to be utilized for the purchase and
installation of traffic signals at specified locations. Secondly, it is to provide for the
imposition of fees for each new low density residential unit, medium density residential
unit; retail commercial area, industrial/warehouse acreage, and-office professional
area; said fees to be placed in a specially designated fund to be utilized for the
improvements to streets as designated by the City Council in order to increase or
improve the carrying capacity of such streets to solve current and proposed traffic
congestion.
B. Definitions. For the.purpose of-this chapter, the following words, terms,
and phrases shall have the meaning given in this section:
(1) 'Low Density Residential Unit' is descriptive of a dwelling unit within a
residential development having a density less than 3.6 dwelling units per
acre.
(2) - 'Medium Density Residential Unit' is descriptive of a dwelling:unit within a
residential development with a density greater than or equal to 3.6
dwelling units per-acre.
(3) 'Retail Commercial Area' is descript8ive,of a retail commercial
development measured per 1,000 square feet of gross leasable area.
(4) .'IndustriaVWarehouse Acreage' is descriptive of an industrial/warehouse
development measured per acre.
(5) 'Office Professional Area' is descriptive of an office professional
development measured per 1.,000 feet of gross-floor area.
C. Traffic Signal Improvement Fee. A traffic signal improvement fee is
hereby imposed on the construction of all new low density residential units, medium
density residential units, retail commercial areas, industrial1warehouse acreage,,and
office professional areas in accordance with the-schedule, of fees that may be
established by the City Council.by resolution. No-:fee shall be assessed on any City,
County, State or Federal government use.

the locations identified on Exhibit B.
G. Capital Improvement Program. Within one hundred eighty (180) days
of enactment of this ordinance, the City shall adopt a five year capital improvement
program that prioritizes the improvements to be funded by these fees. The City shall
endeavor to review and update the Capital Improvement Program annually.
H. Fee Waivers or Fee Reduction. The city Council-retains the right to
waive or reduce fees for any new development. Fee waivers.are strongly discouraged.
In order to waive fees, the City Council shall make a finding that the waiver or reduction
is in the short and long term economic interest of the City.
I. Fee Adjustments. From time to time the City shall review the fee
schedules and make adjustments, as appropriate, in consideration of changes in
i construction and right-of-way costs.
Section 2: Adopt the respective Negative Declaration.
Section 3: Effective Date - This ordinance shall be in full force and effect at
12:01 a.m. on the 31" day after its adoption.
Section 4: Posting - The City Clerk shall cause this Ordinance to be posted in
three (3) public places designated for such purpose by the City�C`vuricil.

Dear Mr. Schwab:
The City of Grand Terrace Building& Safety Department has prepared a schedule of various fees and charges
regarding the subject building permit. These fees were calculated most recently or September 19, 2001 and
provided to me on October 16, 2001. This schedule of fees and charges exceeds previous estimations provided
on several occasions by the City staff for the same permit by over Forty One Thousand Dollars $(41,000.00).
I have since had two follow-up discussions with the City's Building Department and provided significant back-
up correspondence indicating previous representations by City staff. No resolutio has resulted from these
discussions.
I have notified Mr. Harris's SBA lender that the City's revised regulatory costs now exceed the cost of the
building. As a result, we have no choice but to consider whether these additional fees impair the ability of the
project to proceed, thus jeopardizing our Client's investment to date. -In an effort to find an equitable resolution
for both the City and ow-Client; I formally request an appeal before the City Council.
The building plans were approved by the City on March 5, 2001 and copies of all correspondence with the City
regarding the stated fees associated with the building permit are available for your perusal upon request. Thank

Council Member Hilkey requested that the memo distributed at the last Council Meeting
regarding the possibility of purchasing billboard advertising to advertise transit related
issues be agendized for this meeting's agenda.
In order to determine the scope of the potential cost for such a billboard advertising I did
some preliminary research and found that in billboard advertising there is no set price; it
depends on the location,size, art work and term of the program of the billboard. I have
determined that the bus stop shelter poster size billboards which are approximately 24 sq.
ft. are currently advertising at a rate of$500.00/mo. I would therefore estimate that a
billboard could easily be$2,000/ono to $4,000/mo depending on the location and the type of
art work and the duration of the contract.
RECOMMENDATION:
STAFF RECOMMENDS COUNCIL PROVIDE POLICY DIRECTION TO STAFF.

SUBJECT: Relocation and Expansion of Composting Facility in Colton

At the request of Councilmember Herman Hilkey, we have added this as a discussion
item. There have been recent newspaper'articles regarding the possible addition of a
sludge processing-type facility in the Aqua Mansa area. It is my understanding that the
current composting operation that exists in that area is going to move to a new location.
The new location will apparently include both green waste recycling and recycling of
sewage sludge which would be composted into some type of soil amendment.
I have met with City Manager Daryl Parrish from the City of Colton, and he indicates to
me that there is some talk and negotiation with their staff concerning a possible move of
the recycling business. But at this current time there has not been a formal application
made to the City Planning Department for such a facility.
Staff recommends that the Council discuss this matter and give staff direction.
