Chairman Buchanan announced that the Agency met in Closed Session to discuss Real Estate
Negotiations at 22317 Barton Road and that there was no reportable action taken.
Chairman Buchanan adjourned the Community Redevelopment Agency Meeting at 6:55 p.m. until
the next CRA/City Council Meeting scheduled to be held on Thursday,January 24,2002 at 6:00 p.m.

In accordance with Municipal Code 2.12.030.B,.staff is presenting the Financial Audit Report for
the fiscal year ended June 30, 2001,for your review and acceptance, and also as a matter of
public record. The audited report was prepared by the firm of Vavrinek, Trine, Day & Co., LLP,
Certified Public Accountants, with whom the Agency contracts to perform a financial and
compliance audit. The CRA of the City of Grand Terrace has received the highest possible
opinion on its'financial report.
The auditor has rendered an opinion that the financial statements, present fairly, in all material
respects, the financial position of the CRA of the City of Grand Terrace, as of June 30, 2001
and the results of its operations for the year then ended in conformity with generally accepted
accounting principles.
This report has been submitted to the State Controller's Office as required by the Single Audit
Act of 1984 and OMB Circular A-128 and A-133.
A copy of the CRA financial statements are available for,inspection in the reference section of
the Grand Terrace Library.

10, 2002, at 6:00 p.m.

The meeting was opened with invocation by Councilwoman Maryetta Ferr6.
Mayor Buchanan announced that Girl Scout Troop.671 will be doing the Pledge of Allegiance and
Flag Ceremony.
Brooklynn El-Fattal,Patrol Leader,Junior-Girl Scout Troop 671,thanked the City of Grand Terrace
on behalf of the troop,for the opportunity to honor the people that died in the tragedy on September
11,2001. It was a memorable experience and they are very proud to not only show their Girl Scout
pride but also their strong American Patriotism. She expressed their appreciation for the
opportunity to present the flag ceremony at the City Council Meeting. She indicated that the Troop
has been very active this year learning more about the Country's Flag and different ways of honoring
it. For the reminder of their Scouting Year they will be offering their flag ceremony services to local
community organizations which will help them to earn the Girl Scout Bronze Award,which is the
highest honor a Junior Girl Scout can earn. She thanked the Council for the opportunity to be
involved in their community.
The Troop presented the flag ceremony and did a poem presentation, "I am the Flag of the United
States of America.."
Mayor Buchanan presented each girl with a City Pin and thanked them for their presentation.

SPECIAL PRESENTATIONS
Mayor Buchanan presented City Clerk, Brenda Stanfill with a plaque from the,League of
California Cities,Inland Empire Division recognizing her services as the Division Secretary
for the year 2000-2001.
Mayor Pro Ter Garcia thanked City Clerk,Brenda Stanfill, for all of her extra effort and
expressed her appreciation.
2A. Introduction- Girl Scout Cadet Troop 1614

Mayor Buchanan introduced Girl Scout Cadet Troop 1614. The Troop is working on their
leadership merit badge requirements.
The Troop indicated that they are working on their leadership merit badge requirement and
interviewed the members of the Council.
Mayor Buchanan presented each member of the Troop with a City Pin and thanked them for
their participation.

COUNCIL REPORTS
Manor Pro Tern Garcia, wished everyone a Happy New Year. She reported that Council
attended the League of California Cities Annual Conference and felt that they offered some
great sessions. She indicated that Governor Davis was at the conference and basically said
that he was going to try and protect Cities. The good news for cities is that their stature is
increasing at the State Legislature. The League has recently brought on Nancy Cisesneros,
and will be working with cities trying to coordinate and work more with unions and
community groups to try to get all of the stake holders involved to allow the communities
to try and understand the work that local government does. She encouraged residents to
know as much.as possible about local government.
Councilmember Larkin,wished everyone a Happy New Year. At the League of California
Cities Annual Conference there was a long discussion on what could happen to Cities,based
on the State Budget. He expressed his appreciation for the presentations that the Girl Scout
Troops did.
Councilmember Ferre, wished everyone a Happy New Year and she is looking forward to
the year. She reported that she is on the-San Bernardino County Gang and Drugs Task Force
and reported what was discussed at their recent meeting. She expressed her appreciation for
the presentations made by the Girl Scout Troops. She reported that Omnitrans'Dial-A-Ride
program is now available in the City of Grand Terrace.
Mayor Buchanan, reported that the City Officials that attended the Annual League of
California Cities Annual Conference were all anxiously waiting for Governor Davis's
comments to the group. They specifically wanted to hear what he had to say about local
government financing,in particular,Vehicle,License Fees. It was one of the most important
funding sources for cities that seemed to be vulnerable to the State taking away to try to
balance their own budget. He heard Governor Davis say that the State budget problem is not
going to be balanced on the back of local cities and that he would be doing everything within
his power to fight to make sure that the important city services are not negatively impacted
by the cuts city/county shared vehicle license fees and local officials will be holding him to

that. He indicated that he is looking forward to a wonderful 2002. He reported that he has
received a lot of positive feed back about new Assistant City Manager Berry and that he is
being well received in the Community and encouraged him to keep up the good work.

The City currently owns 3 parcels of land that.the Edison Co. has requested an upgrade of their
current easement. The parcels-in question are, the current site of Pico Park, as well as the 2
parcels to the west that are currently being farmed under lease with Lucky Farms. The Edison
Co. currently owns an easement for electrical transmission through these.three parcels, however,
they are requesting an upgrade to the easement to allow telecommunications facilities to be
located there as well. The telecommunication facility will consist of one overhead wire located on
the overhead existing facilities, to carry fiberoptics.for both internal Edison use and wholesale
lease to other users.
The current rate paid for a electrical easement is $1.25/ft, however, communication easements are
generally more valuable, and the Edison Co. is offering$3.00/linear ft. The length of the 3
easements is 1,610 feet in length or$4,830.00 in compensation.
The Edison Co. currently holds an electrical easement and this communication easement will not
change in any way our ability to utilize our property under the current easement constraints.
STAFF RECOMMENDATION:
STAFF RECOMMENDS COUNCIL AUTHORIZE THE CITY MANAGER TO EXECUTE
AN AMENDMENT TO THE GRANT OF EASEMENT FOR PARCELS, 1167=151-5.1, 1167-
151-52, AND 1167-201-01.

The City Council has received a request from"Inland Empire Airports First'to make a presentation
and request approval of a resolution to support'the development and expansion of Inland Empire
Airports.
Making the presentation will be Robert Wolf, former chairman of the California Transportation
Commission and Aaron Knox of Harley Knox & Associates, Inc.
Attached is the information provided.

Recommendation:
City Council consider adopting a Resolution to support and promote the development and expansion

A RESOLUTION.OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, IN SUPPORT OF THE
STATEMENT OF PRINCIPLES FOR AIRPORT CAPACITY i
ENHANCEMENT IN SOUTHERN CALIFORNIA
WHEREAS,the Southern California area including Los Angeles,Orange, Riverside,
San Bernardino, and Ventura Counties is served by more commercial airports;than any
other major metropolitan area in the United States; and
WHEREAS, available Southern California Airports include: Los Angeles
International Airport, Burbank Airport, Long Beach Airport, Ontario International Airport,
Orange County Airport, Palmdale Airport, March GlobalPort, San Bernardino International
Airport, Southern California Logistics Airport, and Palm Springs Regional Airport; and
WHEREAS,the greatest population growth in Southern California during the coming
centuries will occur in the Inland Empire Counties of Riverside and San Bernardino; and
WHEREAS,Los Angeles International Airport,BurbankAirport,Long Beach Airport,
and Orange County,Airport are all located in highly urbanized areas where environmental
concerns and community resistance make further expansion difficult; and
WHEREAS, Inland Empire Airports include March GlobalPort, San Bernardino
International Airport,Southern California Logistics Airport,Ontario International Airport and
Palm Springs Regional are well located to serve future Southern California aviation needs
and have great unused capacity; and
WHEREAS, the communities near Inland Empire Airports are supportive of their
airports and would greatly benefit from the increased use of those facilities; and
WHEREAS, increasing freeway traffic into Orange and LA Counties will make
ground access to coastal airports extremely difficult and attempts to mitigate the surface
access challenges to these airports will siphon off discretionary state transportation dollars
that otherwise could be used to solve traffic challenges in Riverside and San Bernardino
Counties;
NOW,.THEREFORE, BE IT RESOLVED that the City of Grand Terrace favors and
supports the development and expansion and utilization of well-located aviation facilities
available in the Inland Empire; and
BE IT FURTHER RESOLVED that the undersigned agree that future growth in
Southern California airtraffic should be directed to airports where neighboring�commynities
are supportive; and
BE IT FURTHER RESOLVED that it is good public policy to direct air traffic to Inland

Empire Airports with excess capacity rather than spending billions of dollars to expand
capacity in highly populated areas; and
BE IT FURTHER RESOLVED that regional planning agencies should Jocus their
energies on improving surface transportation links among existing airports and population-
centers; and
BE IT,FURTHER RESOLVED that the City of Grand Terrace agrees to.work with
local economic development organization and regional planning agencies to satisfy
Southern California's future aviation needs by encouraging and fostering commercial
passenger and cargo service at Inlandr Empire Airports before the expansion and
development of airports in Orange and LA Counties..

"Inland Empire Airports First"
Southern California is served by more airports than any other metropolitan
area in the United States. The Inland Empire counties of Riverside and San
Bernardino are host to five (5)major airports; Ontario International, Palm
Springs International, San Bernardino International, Southern California
Logistics and March Inland Port.
According to the U.S. Census, San Bernardino &Riverside counties' current
population of 3.25 million is greater than that of 20 states. Even SCAG's
most conservative forecast shows that by 2020 the Inland Empire's
population will grow by 1.83 million. This is a rate faster than LA county
and faster than Orange, Ventura, Imperial, and San Diego counties
combined. The Inland Empire's population growth will exceed that of 47
states by 2020 with only California, Texas and Florida adding more people.
The SCAG research on air passenger demand predicts an enormous increase
from the Inland Empire over the next 20 years. Annual air passenger
volume will climb from 6.7 million to 43.4 million.
An increasing share of the Southern California's industrial space is now in
the Inland Empire. The Inland Empire has more industrial space than
Orange County and 25% of the amount built in L.A. County since World
Velar Il.
CA Employment Development Department shows the Inland Empire's
economy currently supporting over 1 million jobs. According to SCAG,
including the self-employed, the Inland Empire will expand to a 1.8 million
job economy by 2020.
SCAG's research also shows the Inland Empire's annual demand for air
cargo services soaring to over 5 million ions within the next 20 years.
Demands from the Inland Empire will be more than double today's LAX air
cargo volume.
However, the lack of air cargo and limited passenger service in the Inland
Empire means a growing number of trucks and cars on freeways to coastal
airports, increased traffic congestion throueout Southern California and
increased air pollution due to traffic stuck on already congested freeways.
Airline executive inertia appears to be-the major barrier to getting airlines to
expand flights into the Inland Empire. It is clearly in the airlines self interest
to expand their existing facilities and not expand inland. This phenomenon,
to a great extent, puts regional transportation and land use planning in the

hands of the airlines. By concentrating their flights at only a few major
airports, the airlines are forcing Southem California to pay an increasing;
price for ground transportation infrastructure.
Expanding LAX or building a new El Toro airport will increase freeway
traffic into Orange and LA Counties and drive Southern California's traffic
congestion to unmanageable levels, crippling the Inland Empire's economic
development advantages. 1
Attempts to mitigate the surface access challenges for expanded capacity;at 1
costal county airports will siphon off critical transportation dollars that ate
needed to solve ground access and traffic challenges in the support and
expansion of Inland Empire Airports.
Califomia's economic and political leaders are only vaguely aware of;the
Inland Ernpire's growing power. Here is an issue-on which the leadership of
the Inland Empire must take a stand. We should join together to oppose the
expansions of LAX and Orange County airports until a full range of Inland
Empire air passenger and air cargo flights are available. j
The leadership in both Riverside and San Bernardino counties must work
together as one region to make the development and expansion of Inland'
Empire Airports the first priority when considering Southern California's,
long-term transportation needs.
Only the collective strength of the two counties "ll ensure the Inland
Empire"s future quality of life and economic viability.

Coalition hopes to enlist support
A Morcao Valley businessman wants laland Valley cities to join an infermal political coalition calling for the
expansion or construction of Inland Empire airports. i
The movement, Inland Empire Airports First,is prompted by die daunting population growth expected in San
Bemardino and Riverside counties over the next 20 years.
Spearheaded by Aaron Knox,39,of Corona,the coalition is backed by various businesses and political agencies,
including the city of Fontana and the Fontana Chamber of Commerce.
"Where are we going to be as a region if we continue to be treated like an unwantea stepchild by the ni'ore
urbanized counties like Orange County and Los Angeles,"Knox said."We're considered at the end of dusty
road by a lot of otFcials to Los Angeles and Orange`counties,and when regional planning efforts are tinder way,
the Inland Empire is otlen not given the full consideration that is deserved."
Knox and the movement want regional airports in the inland Empire expended or built before those to:Orange " '

Knox made presentations earlier this month to the city councils of Rancho Cuearmop a and Montclair asking
them to pass formal resolutions of support for the movement.
The Rancho Cucamonga and Montclair city councils are both reviewing Kaox's proposal.The eounci's are
considering putting a resolution of support for Inland Empire Airports First on their agendas some time in 2002.
Rancho Cucamonga City Councilman Bob Dutton And Montclair City Councilman Bill Ruh were;in favor of
passing resolut'lors of support for the movement after hearing Knox's presentation,. "reef

Orange counties in its regional aviation planning.
