SUBJECT: RESOLUTION TO EXTEND PERIOD FOR DEVELOPING
LOW-MODERATE INCOME PROPERTY

Background
During the FY2000-2001 financial audit of the Redevelopment Agency, it was determined that
the Agency had exceeded the five year time limitation to initiate development or dispose of
property purchased with Low-Moderate Housing Funds. The specific properties cited are at
12569 Michigan Street and 11695 Canal Street.
Health & Safety Code Section 33334.16 is the governing statute for this requirement. It allows a
one time extension, by resolution,not to exceed five years. The Michigan Street property was
purchased on February 23, 1995, and a five year extension would take the new deadline out to
February 23, 2005. The Canal Street property was purchased on March 15, 1995, and its new
deadline date would be March 15, 2005.
Staff recommends that Agency Board:
adopt the attached resolution to extend the period in which staff may determine
how best to utilize the properties.

AGENCY' OF THE CITY OF GRAND TERRACE,
CALIFORNIA, EXTENDING THE PERIOD DURING WHICH
THE AGENCY MAY RETAIN THE PROPERTIES AT 12569
MICHIGAN AND 11695 CANAL
WHEREAS, the'Grand Terrace Redevelopment Agency purchased the properties
at 12569 Michigan and 11695 Canal with the intention of using the site for affordable "
housing development; and
,I
WHEREAS, activities to develop the site for affordable housing have not yet been
initiated; and
WHEREAS, the Agency may retain the site for housing, up to an additional five
years; and
NOW, THEREFORE, the Community Redevelopment Agency of the City,of Grand
Terrace, does hereby resolve that the properties at 12569 Michigan and 11695 Canal be
retained for an additional five year period for the purpose of developing affordable housing
for persons and families of low and moderate income.

Mayor Pro Tem Garcia, indicated that, Alta, a long time resident has passed away and will
be missed. Senator Boxer has appointed a representative,who will keep office hours in San
Bernardino and it is good to have that representation. Savior Clothing is a new business in
the Stater Bros. shopping center that started as a home based business and has grown. She
encouraged everyone to support local businesses. The recent article in the Blue Mountain
Outlook on home prices in Grand Terrace is very good,which was written by staff member
Roberto Hernandez and Steve Berry.
Councilmember Hilkey, The Press Enterprise recently published the Riverside County
Transportation Commission Agenda for freeway improvement in the County of Riverside
and number six of ten items is the widening of the I-215 to the San Bernardino County line
and. They are talking about two additional lanes.

Councilmember Ferre, reported that she attended the San Bernardino County Gangs and
Drugs Task Force meeting where they discussed graffiti and the efforts being made by the
Graffiti Task Force.

6A. An Ordinance of the City of Grand Terrace, California, Amending Grand Terrace
Municipal Code,Chapter 10.08,Establishing Speed Limits for Various Streets in the
City of Grand Terrace
Craig, Neustaedter, Traffic Engineer, indicated that the speed survey process is
governed by the California Vehicle Code and explained the process involved in
determining the recommended speed limits. He indicated that California State
Statutes require each agency to perform a traffic study at least every five years in
order to be able to enforce the speed limits through the use of radar.
Councilmember Hilkey,expressed concern that the study recommends increasing the
speed limit on Barton Road from Mt Vernon Avenue to Preston Street and on
DeBerry Street from Mt. Vernon Avenue to 1/4 mile east of Observation Drive; he
felt that this is an indication that the Sheriff Deputies are not enforcing the speed in
those areas.
Mayor Buchanan,questioned the recommendation to decrease the speed limit on Mt.
Vernon.
Craig,Neustaedter, indicated that the recommendation is based on direct residential
access.
Mayor Buchanan opened discussion to the public.

ESTABLISHING SPEED LIMITS FOR VARIOUS STREETS IN

WHEREAS,the City of Grand Terrace,through its Traffic Consultant,has conducted speed
zone surveys on various City streets; and
WHEREAS, the City staff has evaluated traffic conditions and street hazards in each area;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Section 10.08.010 is hereby amended to read as follows:
"10 08 010 Barton Road Mt Vernon Avenue DeBeM Street, Palm Avenue, Main Street,
Michigan Street Dos Rios Avenue and Van Buren Avenue - Findings. The City Council finds,
pursuant to traffic and engineering studies conducted during 2002,that speed limits on Barton Road,

SUBJECT: Designate No Parking on Section of Barton Road at the Town and
Country Shopping Center

Staff has received complaints from residents and concerns from employees of the Child
Care Center about exiting from the Town Center turning east onto Barton Road. When
large semi-trucks and SUV's park along the curb, it is very difficult if not impossible to
see around the vehicles when turning onto Barton Road east or west. This becomes
even more dangerous when the person exiting is driving a small or low profile vehicle.
Virgil Barham, the city's contracted engineer, recommended that the red zone currently
posted on the curb by the fire hydrant be extended 50 ft. heading east. This would still
allow for 135 ft of curbside parking on the affected portion of Barton Road.
RECOMMENDATION:
STAFF RECOMMENDS COUNCIL TO ALLOW EXTENDING THE RED ZONE 50
FT. ON BARTON ROAD EAST OF THE CURRENT FIRE HYDRANT RED ZONE.

BACKGROUND:
In 1990 the State of California enacted AB939 which became known as the Waste Reduction Act. The
City of Grand Terrace is currently in compliance with the recycling goals outlined in the mandate. We
are achieving over a 50`7o reduction in waste delivered to the landfills.
A component of the Grand Terrace SRRE was to enact a recycled products procurement policy. This had,
never been done. In a recent audit by the CIWMB (California Integrated Waste Management Board), it
was noted that Grand Terrace is out of compliance on this issue.
Research was done to locate a policy example that did not put the city in a fiscal disadvantage when
choosing recycled materials over virgin material. Attached is such a policy.
GOAL:
The City of Grand Terrace Recycled Products Procurement Policy provides that all
departments shall, whenever possible, use recycled products and recycled materials to
meet the needs. This policy is enacted to demonstrate compliance with the Waste
Management reduction Act (AB 939) and foster market development for recycled

Recycled Products Procurement Policy
Purpose:

The City of Grand Terrace Recycled Products Procurement Policy provides that'all departments shall,
whenever possible,use recycled products and recycled materials to meet the needs,,This policy is enacted '
to demonstrate compliance with the Waste Management reduction Act (AB 939) and foster market
development for recycled products.

Overview:
Buying recycled benefits the City in a variety of ways. These include:
A. Diversion of materials that can be recycled reduces the amount of materials being collected for
disposal in landfills;
B. Conserves the use of virgin raw materials, whose costs continue to rise;
C. Creates jobs and economic development opportunities along with an enhanced public image as the
City takes a proactive approach to waste management and environmental consciousness.
The Recycled Product Procurement Policy calls upon each City department to evaluate its opportunities
for the use of products manufactured with recycled materials and to revise contracting and procurement
procedures and specifications to increase the purchase of recycled products. In the'implementanon of this
policy, each department:
• Evaluates recycled products to determine the extent to which they may be used;by the department and
its contractors;
• Purchases recycled products and recyclable products whenever practicable;
• Ensures that contracts issued by the department require recycled material content whenever
practicable and that contractors provide the type of recycled content and reports of amounts
purchased; and

Reports the progress of the policy implementa

In addition, each department will assist in the implementation process of this Policy. This assistance will
be to determine the parameters and guidelines of acceptable recycled products and materials for the City

To facilitate departmental implementation of this policy, the Purchasing Division will monitor the
Recycled product Procurement Program. In the implementation of this Policy, Purchasing will:,
• Assemble information about recycled products, vendors and educational opportunities and
communicate it to departments;
• In conjunction with the Office of the City Manager, review procurement opportunities and policy
requirements with departments and monitor implementation efforts;
• Provide technical support to staff on the implementation of the Recycled Product Procurement policy;
• Work with Recycled Products Committee in establishing purchasing guidelines and requirements of
recycled materials and products for City use.

To facilitate departmental implementation of the Recycled product Procurement Program, the Office of
the City Manager will:
• Provide technical support on the outreach programs of the Solid Waste Division to encourage the
adoption of recycled product procurement policies;
• Commit to provide written reports to the California Integrated Waste Management Board as required
by state regulations;
• Establish recycled Products committee, a voluntary committee of employees to determine the
parameters of the recycled products and materials for the City; and
• Work with the Purchasing Division to coordinate development and implementation of procurement
guidelines, and minimum content standards, and recommend revisions of policy.
I. Definition of Recycled Content.
A. Recycled materials. Waste material and by-products that have been recovered or-diverted from the
solid waste stream and that can be utilized in place of ra%-,- or virgin material in the manufacturing of a
product. Recycled materials may consist of materials derived from post-consumer, waste,
manufacturing waste, industrial scrap, agricultural wastes and other items, all of which can be used in
the manufacture of new products.
B. Post-consumer recovered materials. A finished material that,would normally be dispersed of as a
solid waste, having completed its life cycle as a consumer item. Examples of post-consumer
recovered materials include, but are not limited to, old newspaper, office paper, yard waste, steel,
aluminum cans, glass plastic bottles,oil,asphalt,concrete and tires.
C.,` Pre-consumer recovered materials. Material or by-products generated after manufacturing of pre-
consumer recovered materials include, but are not limited to, obsolete inventories of finished goods,
rejected unused stock and paper wastes generated during printing, cutting and other converting
. ,,:operations.
D. Total recovered material. The total pre-and post-consumer recovered material contained in a product.
E. Practicable. Sufficient in performance, available at a reasonable price, and within a reasonable time
period.
H. Recycled Content Preference.
It is recommended that the City of Grand Terrace establish a policy that, whenever practicable and
fiscally responsible, to purchase products which contain, in order of preference, the following:
A. The highest percentage of recycled content of post-consumer recovered material available in the
marketplace; and
B. The highest percentage of"pre-consumer recovered material" available in the marketplace.
III.Recyclability and Waste Reduction.
In addition to the recovered material content of a product, important criteria in selecting products shall
also be as follows:
A. The ability of a product and its packaging to be reused, reconditioned for use or recycled through
existing recycled collection programs;
B. The volume and toxicity of waste and by-products of a given product, and the packaging designed to
minimize waste and toxic by-products in their manufacture, use, recycling and disposal shall be
preferred.

IV. Purchase Requisition, Specification and Bid Solicitation.
I
Product specifications and requisitions for products shall conform to the following guidelines:
A. Product specifications and requisitions shall not indiscriminately require the use of products made
from virgin materials, nor specifically exclude the use of recycled-content products;
B. Performance standards'must be reasonable and related to function, and shall not be designed to
exclude the purchase of recycled-content products. However, nothing in this policy shall be
construed as requiring a department or contractor to procure products that do not perform adequately
for their intended use or are not available at a reasonable price in a reasonable period of time.
Further, nothing in this policy shall be construed as requiring a department or contractor ,to procure j
products where the warranty for recycled products is not equal to virgin products or where,the use of

recycled materials voids, shortens, interrupts or cancels warranty of other supplies or units of
components.
C. To the extent such information is known, City staff shall identify to the Purchasing Division (in the
Purchasing Requisition), products available with recycled-content and vendors from ;who such

products are available;
D. Purchasing agents have the authority to specify a minimum "recycled-content" standard in bid
solicitation to accomplish the purposes of this policy.
V. Contractors and Grantees.
All City contractors and grantees shall be requested to conform to the minimum recycled-content
procurement standards set forth by the Office of the City Manager. This request shall be,applied to j
contractors and grantees in procuring materials or products to perform contractual services for the City, to
produce or provide a work product to the City or on the City's behalf, or to conduct work funded by a
grant from the City.

Contractors and grantees shall be further requested to report to the City the types, quantities and total j I
dollar amounts of recycled products, which are purchased by the contractor or grantee in connection with
City-funded work. The percentage of post-consumer and total recovered material content of such
purchased products shall also be requested to be included in the report. j
Any RFP or bids for services requested by the City will include a statement that the City prefers doing
business with companies that adhere to our principles. In addition, it will request that any proposal I
submitted to the City shall be printed two-sided on recyclable paper with removable,reusable bindings or
staples, and the percentage of post-consumer recycled content used in the manufacturing process must be
indicated. Any consultants or contractors producing reports for the City will submit such on (post- d j

VI. Promotion.
All City purchases and printed recycled paper products have the option to be labeled with the standard
phrase "Printed on Recycled Paper". All city departments or agencies have the option to use recycled
products for their business cards, letterhead stationary, envelopes, business forms and pertinent
documents. All said documents have the option to be printed with the standard phrase "Printed on
RecycledlRecyclable Paper" thereby promoting the use of post-consumer content. If sufficient
documentation and certification is available, reasonable efforts shall be undertaken to specifically indicate
the percentage of recycled post-consumer content. (i.e., In this case, the phrase "Printed on 30%Post-
Consumer Recycled Paper" shall appear on all products produced by and for the City.) In addition, the
use of non-toxic inks for City publications or mailings will be encouraged.
All City photocopying of requested documents, and those produced by grantees and contractors shall be
produced on post-consumer recycled paper. All contractors and grantees have the option to submit all
requested documents to the City on recycled paper. This shall include, but not be limited to, drafts,
reports, training manuals, bids, and responses to inquiries and permit applications. The City will also
engage in the practice of two-sided copies for all City memos and mailings.
VIM. Monitoring.
' The Purchasing Division and the office of the City Manager shall have the option to deliver to the City
Council an annual report on implementation of this policy and formalize a recycled products list to aid in
purchasing and monitoring goals. The report shall include documentation of the types, quantities and
dollar amounts of recycled products purchased in the previous year by the City, its contractors and
grantees. The report shall also identify and discuss the following:
A.,-'Instances where the policy is waived or its requirements found impractical; and
13 Barriers to the procurement of recycled-content products.
In addition to monitoring and evaluating this procurement policy, the effect of evaluating products for
their recycled content will affect the Purchasing Division's workload. Recommendations may be brought
forward to the Council as needed to augment staff or funding for this Division if necessary and
appropriate.
VIII. Fiscal Impact.
The adoption and implementation of this procurement policy may have negative impacts on future
budgets, but the extent of such impacts is unclear at this time. However, given the requirements of AB
939, the concern over additional landfill development and rising disposal costs, these anticipated costs are
necessary to conserve and protect natural resources and support the City of Grand Terrace's recycling and
market development goals.

BACKGROUND:
The City of Grand Terrace has two parks that offer the public the ability to picnic on tables both inside
and outside of shelters. As the quality of our parks become known in the Inland Empire, more people are
attempting to use the parks for family, corporate, and or non-profit events.
The public can use the tables at no charge unless a prior paid reservation has been made with community
services.
The attached rate schedule was adopted in 1994 but has not been adhered to due to the excessive charges
that could occur. For example, if a Grand Terrace family wanted to hold a birthday party using one
shelter for four hours, they would have to pay$240. This amount is far more than any other city in the
immediate area.
RECOMMENDATION:
Community Services recommends the following rate schedule:
For Grand Terrace residents-
Four Picnic tables with Shelter: $10 per hour, minimum 4 hours
Four Picnic tables w/o Shelter $6 per hour, minimum 4 hours
For Non-Grand Terrace residents-
Four Picnic tables with Shelter $15 per hour, minimum 4 hours
Four Picnic tables w/o Shelter $10 per hour, minimum 4 hours

POLICIES AND FEES
WHEREAS, the City has determined a need to establish formal guidelines for the
use and management of its parks and facilities; and

WHEREAS, the Community Services Department has prepared Rules and
Regulations to include policies regarding park hours, use, reservations and exclusive
utilization of parks; and
WHEREAS, the City has a need to establish a fee structure for the use of',facilities
when used for the exclusive and reserved benefits of both public and private groups within
and outside of the City of Grand Terrace; and

WHEREAS,local(City)youth leagues will be exempted from costs pertaining to field
use fees, other than lighting charges and required deposits; and

WHEREAS, the fee structure is meant to provide for a cost recovery of expenses
directly related to the use of said facilities, not limited to utilities, maintenance, personnel
and repairs;
NOW, THEREFORE, it is hereby resolved that the City of Grand Terrace adopt the
attached Park Policies and Fees.

The CITY OF GRAND TERRACE, herein called "CITY," hereby agrees to allow
hereby called "USER," USE OF THE PROPERTY

upon the following terms and conditions:
1. Description:
PICO PARK
The premises used hereby consists of the following: Ballfield 41, Ballfield #2, and
Ballfield #3. Basketball Court#1 and Basketball Court#2. Concession Stand.
Shelter Picnic Area with tables A, B, C, and D. Unsheltered Picnic Tables E, F,
G, H, I, J and K. The premises also has a Tot Lot, restrooms, and parking lot
that are "common areas" of the park and are open to the public during all park
operating hours.
TERRACE HILLS COMMUNITY PARK
The premises used hereby consists of the following: Upper field parallel to the
Tot Lot (Area 1), middle field parallel to the softball field (Area 2), lower field
parallel to the pool (Area 3), a softball field (Area 4), and concession stand. Two
sheltered picnic areas, with tables 1A, 1 B, 1 C, 1 D, 2A, 2B, 2C, and 2D. -The
premises also has a Tot Lot, restrooms, and parking lot that are "common areas"
of the park and,are open to the public during all park operating hours.

2. Use:
A. "USER" shall ensure at the end of each day's use that the field premises are
left in a neat and orderly condition.
B. "USER" shall not use any "CITY" supplies and/or equipment. j
C. "USER" agrees to comply with all local, State, and Federal regulations as
they pertain to the Facility.

D. "USER" shall have the use, in common with others, of the restrooms,, tot lot,
and parking areas.

E. "USER" agrees to comply with all "CITY" Officials (i.e. staff, scorekeeper,
umpire, etc.) In regard to the "CITY" softball leagues (park facilities only). "USER" club
will not walk across ballfields during games or field preparation. "USER" shall also stay
away from perimeter of City Events/Leagues to ensure "USER" safety and adequate
event/league warm-up.
F. A. The consumption of alcoholic beverages on public grounds within
the City of Grand Terrace'is in violation of Municipal Code Section
9.04.030. Said Code states:
�,- It is unlawful for any person or persons to consume or
possess or attempt to consume or possess any alcoholic
beverages while such person or persons are in or upon any
City park or other municipally owned, leased, or operated
public property, building, or facility.
B. No sales of gum or gum related items will be permitted for
consumption or sale on public grounds within the City.
G. Only authorized "CITY" vehicles may drive off the paved road/parking lot. No
vehicles will be allowed to drive on Park pathways and fields.
H. Permittee shall not practice or tolerate any discrimination of race, color or
creed on public facilities.
I. All applications must be made on the official forms provided at least ten (10)
wr'; eking days in advance. Small correlated groups may have a minimum of two (2)
days for clearance.
J. Reservations may be made up to a maximum of two (2) months in advance.
K. City sponsored events have priority over all other usage of the facility.
L. Permits will not be issued to anyone under 18 years of age.
M. Permittee will be required to have not less than one adult chaperon for each
12 minors present during use of the facilities.
N. Only the time stated on application will be granted for usage. All decorating,
set-up, event and cleaning times must be stated on the application. Fee for usage will
be based on all time(s) stated on the application.
O. Groups must adhere to all fire, law enforcement, and municipal codes.
P. Religious services are prohibited.
Q. Applicant is responsible for the actions and supervision of their guests and
employees (coaches, spectators, etc.)
3. Terms:

A. This use shall commence on unless
terminated as provided in paragraph 5.
B. To qualify for the Grand Terrace Resident fee, the group must be a
recognized Grand Terrace organization with a mailing address in Grand Terrace', or the
responsible person must reside in Grand Terrace.
C. Facilities close at Dusk. No private party may last beyond Dusk. All guests
are required to leave the facility by that time.
4. Equipment and Supplies:
A. "USER" may store equipment and supplies within the snack bar and "Youth
League Storage Area",to accommodate "USER" at any time during the term of the i
usage of field(s). All such equipment and supplies shall remain the sole property of
"USER" and shall be removed upon termination of this agreement. The "CITY" is not

liable for damaged or stolen equipment.

B. "USER" may only make modifications with existing premises, and/or facilities
when "USER" request'in writing and upon the written approval of the "CITY" and must
abide by all rules, regulations, and codes stated in the approval letter;.
5. Termination:
A. "CITY" shall have the option to terminate this agreement if the field premises
are destroyed or damaged to the extent that they cannot be repairedmithin thirty (30)
days. "USER" must make such repairs promptly. j
B. The "CITY" may terminate this agreement at any time if the "CITY" deems
any of these conditions have been violated.

C. Since "USER" may be using Colton Unified School District property, please
read "Agreement for Joint Use."

SUBJECT: Purchase of one F1ashCam-530 self contained camera using CLEEP (California Law
_ Enforcement Equipment Program) funds

BACKGROUND:
The City of Grand Terrace has two main areas that taggers spray paint (1) Rollins Park picnic benches
and(2) Pico Park concession wall. On the average, it takes a two man crew anywhere from 20 minutes
to 2 hours to clean up the damages. The cost to the city ranges from under$25 to over$100 per incident
in time and materials.
CLEEP funds are to be used for law enforcement enhancements that incorporate technology. The total
amount of these state funds available to the City of Grand Terrace is$120,000.
The FlashCam-530 is a self-contained camera designed to deter graffiti, vandalism, and illegal trash
dumping in target areas. Until now, the only tools available to fight this vandalism were painting over fhe
graffiti and/or police surveillance. Both of these approaches are expensive.
The camera deters vandalism by taking a photograph with a range of 100 feet of anyone that penetrates
the area the system is guarding. It has a long-range motion detector, which triggers the flash. The
systems takes 35mm full color photographs.
In addition, the city can record a custom voice message that is played when motion is detected, alerting
potential suspects and capturing their photograph. The system can run for months on standard batteries.
Heavy duty mounting hardware and vandal-resistant case assures a reliable yet portable operation.
Several California cites are using the camera successfully including San Jose, Lawndale, Lynwood and
Compton.
RECOMMENDATION:
The City Council approves the purchase of one F1ashCam-530 camera using CLEEP funds.
