STAFF REPORT } CRA ITEM (X ) COUNCIL ITEM ( ) MEETING DATE: September 12, 2002 FUNDING REQUIRED: (X ) NO FUNDING REQUIRED ( ) SUBJECT: Request The Use of Housing Funds for Street Improvements RECOMMENDATION: Approve the expenditure of up to $50,000 in Housing Funds for street improvements for the Grand Terrace Mobile Home Park Background: The 'Grand Terrace Mobile Home Park has been in existence long ` before the City incorporated. Over the years, had seen a steady decline in maintenance and had become a nuisance to the City. Approximately one year ago, Ms. Marie Doria purchased the property and has steadily made improvements that have included: • Removal of derelict trailers and trash from the property • Replacement and undergrounding of the interior electrical system • Repairs to the park's plumbing system • Installation of new security lights • Repaving all interior streets • New wrought iron perimeter fencing • New trash enclosures • New perimeter landscaping (proposed) There are presently 62 available trailer spaces in the park. - Of those, 47 spaces are currently rented with an average family income at or below that required for affordable housing assistance. In July 2002, the park's owner submitted an application for a Conditional Use Permit to the Community Development Department requesting an additional 4 trailer spaces for a total of 66 spaces. The proposed additional four new spaces would be eligible for low income housing status that can be reported to the State in determining compliance with the City Housing Element and low income housing goals established by SCAG. CRA AGENDA ITEM NO. The CUP isschedulefd to be heard before the Planning 'Commission on September 19, 2002. One of the discussion topics of the CUP has been the completion of Ithe street improvements fronting the property along-,'Grand Terrace Road 1 and Barton Road. Presently, Grand Terrace Road is fully improved for approximately 775 feet from the northwest property coiner south toward Barton Road. The remaining 240 feetr, near the ! corner of Barton Road, is unimproved. The entire frontage of Barton Road (230 feet) is G also unimproved. The lack of full improvements along Barton is also considered a ; public safety issue,ghat warrants resolution regardless of the 'park's CUP request. Proposed im rovers nts to both streets include concrete curb and gutter and matchup p P , paving as well as a street light at the Barton Road/Grand I Terrace Road intersection. A preliminary construction cost estimate indicates a total project cost of approximately $50,000. f Significant private funds have been expended on rehabilitating this project,to the benefit I ' of the park residents �as well as the City in general. However, additional expenditures i for offsite street improvements may limit the park's ability to continue to be a',sourc ' of low income housing. In an effort to assist the project, staff has discussed the 'possibility i of. the City's participation in completing the required street improvements. The I discussion has focused on the Redevelopment Agency Housing I Fund providing the majority of the funding to improve this intersection. The park's owner will be conditioned as part of the CUP to ake a $5,000 cash contribution toward the project. { The Redevelopment Agency is tasked - with promoting affordable housing while { improving public safety. The park's owner has provided certification that the project meets the definition of a low income housing project. The use of Redevelopment i Agency funds to construct the Barton Road/Grand Terrace_ Intersection improvements will benefit a low income housing project a's'well as the general public health and safety. Everyone is encouraged to come out to a great family event. j Mayor Buchanan;-indicated that the Council received a thank you note from the Riverside C .Bicycle Club for Ithe new staging areas. He reported that he will not be running for City Council in the upcoming election. He feels that the City is in good hands and he has every confidence in the City Staff and the Elected Officials. He wished Councilmember Hilkey luck in his re-election efforts. Mayor Pro Tem Garcia,stated that things won''t be the same without Mayor Buchanan on the Council. She wished Councilm ember Hilkey luck on his re-election efforts. She encouraged 1 residents to stay active and know who is running for Council and to get out and vote. She reported that on September 19, 2002 SANBAG will be holding an employer partnership award ceremony. She received a fax from Chris McKenzie from the League of California Cities indicating that there is an end of session attack on first amendment rights of City officials and employees. She reported that she will be unable to attend the opening ceremonies for the Soccer Club. She indicated that there was a strategic planning meeting of the Legislative Task Force and that there will be some training sessions held for the different Councilmembers. They plan on eventually holding a joint session with all elected officials including the desert and mountain colleagues as well as the Riverside colleagues. She suggested that they have picnic baskets for sale at the concert in the park. Assistant City Manager Berry, responded that he wants to start out small this year and possibly go bigger next year. L 1 Councilmember Hilkey,reported that SANBAG will be-holding a special,day of playing on the freeway before they connect the freeway from San Dimas to Fontana. He commended staff on the new City entrances. He requested that something be put together for past Community and Economic Development Director P:atrizia Materassi so she can see all her past hard work that has come together. Councilmember Larkin, reported that there is a car parked on the corner of Grand Terrace Road and Mt.Vernon Avenue for sale. He commended staff on all of the improvements that have been made throughout the City. He questioned when forms will be available on the Website for downloading. City anager Schwab, indicted that the forms should'be available within the month. Councilmember Larkin, expressed his sadness with Mayor Buchanan not running for re- election. He wished Councilmember Hilkey luck with the upcoming election. Councilmember Ferre, reported that the last three luncheons of the Grand Terrace Area Chamber of Commerce have been outstanding. She appreciates all of the positive press that the City has been getting. The six staging areas are located at, Cage Park west of Main St. and Taylor St.,N.W. corner of Mt. Vernon Ave and Main St., S.E. corner of Mt Vernon and De Berry St. at Terrace Hills Middle School, Barton Rd. Civic Center entrance, N.W. corner of Barton Rd. and Grand Terrace Rd., and the easterly City limit on Barton Rd. The Project has reached its final stages of construction and is waiting the' scheduling of the final inspection by the Department of Building and Safety, Public Works and Housing and the filing of the claim with SANBAG for the reimbursement of expenditures related to the grant. ORDINANCE NO. 2002- ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE AMENDING THE REDEVELOPMENT PLAN, REVISED GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT. RECITALS A. In September, 1979, the City of Grand Terrace (the "City") and the Grand Terrace Redevelopment Agency (the "Agency") adopted a Redevelopment Plan for a portion of the City. The County of San Bernardino, (the "County"), the City and the Agency entered into an initial Settlement Agreement (Number 80-340) with respect to this Redevelopment Plan. B. In 1981, the City and the Agency adopted a revised redevelopment plan, bringing certain additional territory into the Project area, the Redevelopment Plan, Revised Grand Terrace Redevelopment Project. The City, Agency and County entered into a subsequent Settlement Agreement (Number 81-727) with respect to the Revised Redevelopment Plan. Both of the settlement agreements provide for a one hundred percent (100%) pass through of tax increment revenues to the affected taxing agencies; the County, the Riverside - Corona Resources Conservation District, the San Bernardino Flood Control District, the County of San Bernardino, on behalf of the County Library, the County of San Bernardino, on behalf of CSA No. 38, the County of San Bernardino, on behalf of the County of Superintendent of Schools. Colton Joint Unified School District and the Agency entered into a separate pass-through agreement. C. Among the provisions of the Revised Plan was the establishment of a tax increment Plan Limitation, as follows: "The portion of taxes divided and allocated to the Agency pursuant to paragraph (2) of this section shall not exceed an accumulative total of fifteen million dollars ($15,000,000), or if bonds are issued or reimbursement agreements are entered into with other public agencies, accumulative total of Seventy Million Dollars ($70,000,000)." At the time this provision was approved, it was intended that the Seventy Million Dollar ($70,000,000) Plan Limitation be net of the aforecited pass throughs. D. In addition to passing through taxing increment revenues to the affected taxing agencies, Settlement Agreement No. 81-727 proported to amend the Redevelopment Plan in ways which would have unintentionally substantially limited the Agency's financial powers, including its ability to issue bonds. 1 COUNCIL AGENDA ITEIVI NO. �� i E. In 1993, the Agency proposed to issue its $5,025,000 Community Redevelopment Agency of the City of;Grand Terrace, California, Community Redevelopment Project Area Refunding Tax Allocation Bonds, Series 1993A and its $8,750.000 Community Redevelopment Agency of the City of Grand Terrace, California, Community Redevelopment Project Area Taxable Allocation Bonds, Series 1993B, primarily to fund its low and moderate income housing obligation, to repay an interagency loan and to fund certain redevelopment activities. F. In order to allow the proposed bond issue and to provide certainty as to the Plan Limitation and other restrictions in Settlement Agreement No. 81-727, on May 13, 1993, the City and Agency approved, and on June 8, 1993, the County approved an Amended Settlement Agreement making certain changes to the prior Settlement Agreement No. 81'-727 and establishing the Plan Limitation at a level sufficient to repay the proposed indebtedness; that is Seventy Million Dollars ($70,000,000) net of pass throughs. G. As a result of a recent Attorney General Opinion, the language establishing the Agency's Plan Limitation has been rendered ambiguous and, if interpreted not to be net of pass throughs, would result in the Agency's inability to repay its outstanding bond indebtedness. It is therefore necessary to amend the subject language in order to cure any such ambiguity and to reflect the intent of the parties to the Amended Settlement Agreement. NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF,GRAND TERRACE DOES HEREBY ORDAIN AS FOLLOWS: Section 1 . The foregoing recitals are true and correct and are incorporated hereat as if set forth in full. Section 2. Staff contacted the city's traffic engineer, Craig Neusteadter, and requested him to meet with the Terrace View Principal, Nora Neal. The topic of discussion was how to make the intersection at the corner of Thames and Brentwood safer for the children when school lets out at 2:30 p.m. All parties including Sheriff's Specialist, Tanya Cahill, have agreed on a plan of action and are recommending the following: -Add 40 ft of red striping to the east of the now the existing red striping adjacent to the crosswalk -Add 62ft of red striping to the NE corner of Thames and Brentwood (currently there is no striping) -Add 30 ft (in two 15ft additions) to the NW corner of Thames and Brentwood (currently there is some striping on this corner) -Adding a crosswalk at the intersection of Thames and Brentwood -Adding a sign stating "NO STOPPING IN THE INTERSECTION" to be located on Brentwood 15ft west of the STOP sign. Staff has contacted both residents that are affected by these proposed changes. The resident at 22753 has agreed to the changes, the resident at 22711 was not at home and was sent the attached letter. The traffic engineer is requesting an additional 15ft of red striping on the east section of your corner and another 15ft on the north section of your corner. There still will be considerable parking space available for any cars that would want to park in front of or on the side of your home. A cross walk has been requested by the school to be painted on the street going east to west at the corner of Brentwood and Thames. This would not require any more red striping than what had been suggested by the engineer. N EIC Community Services Department' Staff Report MEETING DATE: September 12, 2002 CRA ITEM ( ) COUNCIL ITEM (X) J SUBJECT: Emergency Operations Committee (EOC) Update NO FUNDING REQUIRED (X) Staff was directed by city council to prepare a report on the EOC Committee. Background: In 1998, The City of Grand Terrace prepared an emergency operations plan to ensure the most effective and economical allocation of resources for the protection of the community in a time of emergency. The plan establishes the emergency organization, assigns tasks, specifies policies, and general procedures, and provides for coordination of planning efforts of the various emergency staff and service elements utilizing the Standardized Emergency Management System (SEMS). The Emergency Operations Committee was established by the council as a volunteer committee to assist and expand the city's capability to react in emergency situations. EOC Responsibilities: 1. To select from among their members a Chairman and a Vice-Chairman. 2. To adopt rules and policies which will guide them in carrying out their responsibilities. 3. To promote an informed public capable of a self-sustaining response to emergency situations. 4. To educate potential victims how to better protect themselves, their families, and their property. 5. To assist the City Emergency Services Director and the COUNCIL AGENDA ITEM N01 �� i � � I Emergency Services Coordinator in the development of this City's Emergency Operations Plan, warning system, emergency shelter system, and communications system. 6. To make reportsiand recommendations to the City Council as an advisory Committee and to keep minutes of committee proceedings. 7. To perform such other tasks as the City Council may refer to this committee. In the past year and 'a half the EOC membership shrank from 6 members and one city liaison to 3 members and 2 city liaisons. A few of the members moved out of town and one recently died. I I The EOC is in a membership search and there are three prospective members, Joe Ramos, Rex Pouter, and Dottie.Raeburn that are considering joining. The EOC has reque Ited various emergency personnel to join the committee and participate in training the members and city staff. Although this recruitment effort was 1. not successful it did shift the energy of the committee to seek training opportunities out { in the field. I ' For the next 6 months, the EOC will be in a training mode. The next!scheduled EOC meeting is to be held September 10`'at the Grand Terrace Fire Station. Captain Lansing has invited San Bernardino County EOC administrators to train the committee on the larger EOC emergency plan in addition to the local fire station's emergency I program. i I Future training locations are to include Riverside Highland Water, Southern California I ! Edison, California Aqueduct, and Loma Linda Hospital among others. Once these trainings;are complete, the committee expects to hold local training sessions with city staff, interested residents, and city council. I I I RECOMMENDATION NONE I i i i I � II I ' - i RAND TERM C Community Services Department Staff Report MEETING DATE: September 12, 2002 CRA ITEM ( ) COUNCIL ITEM (X) SUBJECT: Contract with the Grand Terrace Chamber of Commerce FUNDING REQUIRED (X) BACKGROUND The City of Grand Terrace, through the City Clerk's Department, maintains a city calendar that is printed in the Blue Mountain Outlook and can be accessed on the city website www.cityofgrandterrace.org The calendar is mainly siatus quo with regular council meeting dates, committee meeting dates, and major city events. A few local organizations call and submit their event dates to the City Clerk's Department. Community Services has been working on the idea of developing a Community Calendar that would include the all items from the city calendar and aggressively seek out, on a monthly basis, events from the many non-profit community groups in Grand Terrace. The goal was to become the de facto calendar for residents and to be used as a planning tool for groups so as to not double book events with other groups. The Community Calendar would be promoted in the Blue Mountain Outlook, on the Chamber of Commerce website www.gtchamber.com and be linked to the city's website. This concept was brought to the Grand Terrace Chamber of Commerce back in June for consideration. The chamber works with many civic groups and would be a natural to spearhead such a program. Many local chambers perform functions for their city under contracts. The City of Riverside has several contracts with their local chamber to provide services including the community calendar, the travel and convention bureau, and the Keep Riverside Clean and Beautiful Program. The city has been in negotiations over the past few months on this contract. Attached is the contract that was approved by the chamber board on September 4, 2002. Key components of the contract include: -30 day termination notice by either party for any reason without penalties -A 30 day timeline to develop and implement the calendar program COUNCIL AGENDA ITEM NO. The chamber will tell them of f how they can check dates for events locally. Then the chamber will contact them Commerce monthly or bimonthly to see what if any-new events are planned or taking place. The information received from these organizations will be put into the calendar of Blue Mountain Outlook published monthly by the chamber, and the chamber will provide a full page for the community calendar in the chambers' section of the newsletter and on the Chambers web page. The chambers web master will see that all events are updated on the web page weekly. The chamber will see that the city receives the information to be added to the city's web-page, and on the 21900 community access channel.
