Since 1994, the California Community Redevelopment Law has required that redevelopment agencies adopt and periodically review a five-year implementation plan for each redevelopment project. As such, in 1994 and 1999, the Agency adopted an implementation plan that included descriptions of desired projects and programs, and demonstrated how these activities achieved Redevelopment Plan goals and eliminated blight in the Grand Terrace Redevelopment Project Area In 2004-05,-the Agency is due to adopt its third implementation plan Staff recommends that the Agency conduct the public hearing and adopt the proposed 2004-05 Five Year Implementation Plan. DISCUSSION- Prepared in accordance with Section 33490 of the California Community Redevelopment Law ("Law"), the proposed Implementation Plan sets forth the Agency's specific goals and objectives for Industrial Area Redevelopment Project Area, the anticipated programs, projects, and expenditures for the ensuing five-year period (i e. 2004-05 through 2008-09), and explains how these goals, objectives, programs, projects; and expenditures will eliminate blight or increase and improve the supply of affordable housing. The Implementation Plan also incorporates a ten-year Affordable Housing Compliance Plan, as required under Health and Safety Code Section 33413 that addresses the Agency's affordable housing production needs and accomplishments. Section 33490 of the Law requires redevelopment agencies to consider adoption of an implementation plan following a noticed a public hearing. Notice of Public Hearing was published on December 16, 23, and 30, 2004 in the San Bernardino Sun and posted in four locations within the Project Area RECOMMENDED ACTION: Staff recommends that the Agency conduct the public hearing and consider adopting the attached resolution for the Five Year Implementation Plan for the Grand Terrace Redevelopment Project Area. ORA AGENDA ITEM NO. I RESOLUTION NO. A RESOLUTION OF THE GRAND TERRACE COMMUNITY REDEVELOPMENT AGENCY ADOPTING A FIVE-YEAR, IMPLEMENTATION PLAN FOR THE GRAND TERRACE REDEVELOPMENT-PROJECT AREA. I I I , WHEREAS, the Redevelopment Plan ("Plan") for the Grand Terrace Redevelopment Project Area ("Project Area") of the Grand Terrace Community Redevelopment Agency ("Agency") was approved by the City of Grand Terrace City Council, by Ordnance No. 25, adopted September 27, 1979; and WHEREAS, the Plan was subsequently amended on July 15, 1981 by Ordinance No. 52, on July 22, 1999,by Ordinance No. 187, on , 2002 by Ordinance No. 2002-_, and July _, 2004 by Ordinance No 2004-_; and WHEREAS, Section 33490(a)(1)(A) of the California Community Redevelopment Law, Health and Safety Code 33000 et seq. ("Law") requires all redevelopment agencies to adopt an implementation plan every five years, following a noticed public hearing; and WHEREAS, Section 33490(a)(1)(A) requires that the Implementation Plan contain the specific goals and objectives of the agency for the project area, the specific programs, including potential projects, and; estimated expenditures proposed to be made during the next five-years, and an explanation of'how the goals and objectives, programs, and expenditures will eliminate blight within the project area and implement the requirements of Sections 33334.2, 33334.4, 33334 6, and 33413 of Law; and i WHEREAS, pursuant to Section 33490 of the Law, the Agency has prepared a 2004-05 through 2008-09 Implementation Plan for the Project Area, as contained herewith as Exhibit A and f WHEREAS, the Agency has conducted a duly noticed public hearing. i NOW THEREFORE THE GRAND TERRACE COMMUNITY REDEVELOPMENT AGENCY DOES HEREBY RESOLVE AS FOLLOWS: I SECTION 1. Who is There? i Redevelopment Plan: Adopted 1979 2 365 Acres 11,626 Residents Expires 2017 LAND USES ETHNICITIES Other J Blacker Other Implementation Plan 2004-05 Open to Space Asian I 2008-09 �. . --` Residr 1 nt!al i, Industn � I White i Housing Compliance'Plan 2604-05 al Latin (For affordable housing program to com planning) 2013-14 erual I i I I I i Page 2 I � I GRAND TERRACE REDEVELOPMENT PROJECT AREA Five Year Implementation Plan 2004-05 through 2008-09 RECENT ACCOMPLISHMENTS In the last five years, the Agency has championed many successful projects and programs in the Project Area. ® Multipurpose Community Facility Project: In partnership with the Colton Joint Unified School District, the Agency facilitated the development of a joint use park facility to serve the needs of Terrace Hills Jr High School and the creation of a lighted soccer park facility The Richard Rollins Park features 12 ac of lighted and irrigated soccer fields with two walking tracks, one restroom building and one rest room/snack bar storage building It also includes four large shade structures with picnic facilities and two large playground facilities • Public Infrastructure Projects: Over the past five years, the Agency has assisted the City's Capital Improvement Program by funding portions of infrastructure projects, including the Rollins Park Renovation, Iowa/Main St. realignment and traffic signal, city street sign replacement, and acquisition of 60 ac of land for construction of a high school and commercial retail development. • Outdoor Adventure Center: The Agency is actively involved in the planning and financing of the Outdoor Adventure Center project, a 123 ac site adjacent to the northbound 1-215 between,Barton Rd and Pico St. The Outdoor Adventure Center is a mixed-use commercial retail center, which provides retail sales opportunities, open space, and jobs,with improvements to circulation from the I- 215 freeway The Agency anticipates that its investments in public infrastructure and land acquisition for this project will stimulate economic development in the Project Area v • Senior Citizen Rental Housing Project: The Agency has initiated the development of 120 unit senior housing project designating 96 units to very low-, low-, and moderate income levels In addition to providing housing a new Senior Center facility and adjoining park will be developed This will be developed at the existing site of the current senior Center and the parcel directly adjacent to Terrace View Elementary School Staff estimates that up to $14 Million may be expended on this project upon its completion in Winter 2006, $8.2 Million is estimated to be the Agency contribution to the project. • Highlands Apartment Covenant Extension: The Agency is currently in the process of negotiating the extension of affordability covenants on 111 low income units at this rental property No Agency funds are anticipated to be expended to achieve this extension • Purchase/Rehab/Resale Program: The Agency has continued annual implementation of this program that entails purchasing dilapidated single family units and rehabilitation for resale to qualified low and moderate income households. This staff report transmits to the City Council the remainder of these materials filed with the state DISCUSSION The annual report for fiscal year 2003-2004 consists of financial and project information as summarized below- Housing and Displacement Activities Section 33080.1 (2)(c), requires a description of the Agency's affordable housing and redevelopment activities in the 2003-2004 fiscal year Accordingly, the following has been identified Displacement: There were no non-elderly or elderly households that were displaced or moved from their dwelling units as part of a redevelopment project of the Agency during the 2003-2004 fiscal year. Purchase/Rehabilitation Program: The Agency assisted in two substantially rehabilitated and one newly constructed owner occupied units for moderate income households The agency anticipates continuing its current purchase and rehabilitation program of vacant dilapidated single family units in the Project Area - Offsite Improvements for Affordable Housing. CONVENE CITY COUNCIL MEETING 1 Special Presentation to Outgoing Council Member Don Larkin Mayor Hilkey presented outgoing Council Member Don Larkin with a Rocking Chair engraved with the City Logo and his name and tens on behalf of the City. Don Larkin indicated that five years ago he was honored that the Council appointed him to fill a vacancy on the Council and was extremely honored four years ago when the citizens of Grand Terrace Elected him to the Council. It is his hope that he has discharged his duties properly. He stated that there were many decisions that needed to be made and at times they were very hard. He indicated that nothing was ever done personally to Councilmember Garcia even though it may have caused her pain and he apologized to her and indicated that she is a great Councilmember and good for the City. He stated that Council has to decide what would be best for the Citizens of Grand Terrace and feels that is what he has tried to do. He feels that politicians should not benefit by being in office. COUNCIL REPORTS Mavor Pro Tem Cones,requested an update on the meeting that was held between City Staff and SANBAG Staff on the signal synclvonisation. Assistant City Manager Berry, indicated that staff did meet with representatives from SANBAG on October 24, 2004 which was to discuss the signalization project. SANBAG is coordinating approximately 300 traffic signals in the San Bernardino Valley. They are currently finishing up tier 1. Barton Road is included in Tier 2. This signalization would include the 4 existing traffic signals on Barton and the new proposed signal at Honey Hill, which is scheduled to be installed in Fall of 2005. It will also include the two freeway interchange signals at Barton and the 1215, which are controlled by Caltrans. The project will synchronize the lights,so during the peak time only,if you were going 40 miles per hour you would be able to go right through keeping the flow of traffic going. Mavor Pro Tem Cones. she feels that we should acknowledge the efforts of Councilmember Hilkey with regards to this project. She thanked Councilmember Hilkey for doing a great job as Mayor this past year. Councilmember Hilkey, reported that the grass on the soccer fields is being ruined. He indicated that staff is working on fixing the problems. Be feels that it is our field and we need to protect it. He received a letter from Barney Barnett requesting that Grand Terrace take a-serious look at placing an underpass at Main Street and the Rail Road tracks. City Manager Schwab,indicated that staff is already working with Riverside Transportation Commission to make sure that they are aware of the increased traffic of the new high school. They have discussed an overcross at Main Street. L- 0,t"% fTEi c VC a/s C17 Y RAND TERR C Community Services Department Staff Report MEETING DATE: January 13, 2005 SUBJECT: CONSIDERATION OF A LEASE AGREEMENT BETWEEN COLTON JOINT UT'IFIED SCHOOL DISTRICT (CJUSD) AND CINGULAR WIRELESS ON A CELL TOWER SITE AT ROLLINS PARK NO FUNDING REQUIRED BACKGROUND: CJUSD owns the land on the lower and middle fields of Rollins Park The City of Grand Terrace owns the land on the upper field and all of the buildings. The Musco light standards/poles for the middle and upper fields are also owned and controlled by the city Cingular Wireless has proposed building a 12' x 20' telecom facility in the NE corner of the lower field at Rollins Park The proposal also includes replacing a city-owned Musco lighting standard with a similar 1`9usco lighting standard that extends 10 ft above the current pole height The 10 ft. addition will house cellular antennae in a canister similar to the flagpole cell tower located near the restroom at the upper field Staff has negotiated an agreement with CJUD to receive 50% of the lease payment or a minimum of S1,000 per month for a period of 5 years. Staff has reviewed the plans for the building and have made recommendations to CJUSD that the building match the style and color of the existing buildings and is painted with the 10-year graffiti coating. CJUSD has amended the original plans to minimize the view of the telecom building from DeBerry and moved the air-conditioning units to the south wall. The fencing around the building will be wrought iron and designed to match the outer fencing at Rollins Park The attached document was reviewed by the City Attorney who recommended that the City be a signatory to the lease since the City is the owner of the light standard/pole that will hold the proposed cell tower. Although the City is named in the Payment Direction Form. the City Attorney suggests that the payment terms be clearly spelled out in the body of the lease agreement. CJUSD is taking this agreement to their School Board on January 13, 2005 for review and approval pending review and approval by the Grand Terrace City Council Preliminary drawings of the site are attached to this report. The Division of State Architects (DSA) is currently reviewing the plans and is responsible for approving any buildings on school property. Vic talked about the good job the City did on the roof of the Senior Center. c. Vic reported all equipment is in good working condition but the trunk tracker still needs adjusting. Secretary's ;Minutes: The Minutes for November were read and approved on motion by Ann, seconded by Colleen,all in favor. Hannah turned in pictures of Grand Terrace Days and the Country Fair. Treasurer's Report: Budget shows a balance of$1,058.84, Petty Cash $385.05. Shelly turned in a bill for$37.36 for printers ink, Pauline $11 for doughnuts for the Country Fair, $25.00 was given to Pauline, 530.00 to Ann for the Birthday Party. Historical Report: Ann is helping Chamber of Commerce President Bobbie Forbes with the shove case display - 42 years. This will be ready for the Birthday Party. Old Business: CountryFair:Colleen will have a final money report for next month. Cash earned was 5282.05. The food contest judges were finally Lois Hansen,Semors; Scott Robb,Lions;Kim Hathaway,Woman's Club: Kurt Khachenan. Citizen; and Lee Ann Garcia; City Council Applications were gone over and some changes made. One person was selling candy with no application. We use the money we make from this affair to pay for the City Birthday Party. New Business: Birthday Party: 26`h Annual Party. Ann has the room set-up. There will be about 110 people. Old table for cake, screen for kitchen. Shelly brought several examples for decorations for us to choose from. (See Attachment 1, the developer's "Letter of Intent.")The project will be developed as a townhouse type of subdivision which i will have a homeowner's association. The tentative tract (TTM-04-04) has been filed for this development. The subject site is located on the easterly side of,Canal Street and the Gage Canal right-of-way about 350 feet northerly of. Mc Clarren Street. (See Attachment 2, the Aerial Photo of the site and surrounding area.) Each floor plan will provide for three bedrooms with two and one-"half baths. The townhouse units will he two stories in height with internal access provided by a 24-foot wide drive There will also be recreational areas including a pool and tot lot. Each unit will have a� o car garage with a 18'to 20'driveway for additional parking in front of the garage. In addition,there will be 12 guest parking spaces distributed throughout the development. The total on-site parking will number 180 which is almost twice the amount of off-street parking required by Code. The proposed residential development will consists of 14 separate residential structures in an attached .townhouse type of configuration with two to four units per building. The architectural style will reflect a contemporary design with an emphasis on articulation to break-up the massing of buildings. Extensive use of earthtone colors for roof tiles, stucco, wood siding,trim and window shutters will result in a very attractive development which will compliment the existing multi-family developments to the north and south of the subject site. (See Attachment 3, the Elevations of the proposed-town houses.) The development will be enclosed by security gates and fencing. There will be .two entrances/exits on Canal Street,crossing the Gage Canal right-of-way. The more northerly entrance has been required by the Fire Department and will be iused for emergency purposes only. To cross the Gage Canal, the developer will be required to comply with all requirements of the Water Division of the City of Riverside which owns and controls the Gage Canal right-of-way. i In addition,the site will be appropriately landscaped including the use of 24" box trees for the canopy shade trees. ,'The proposed subdivision is located in the R3(Medium Density Residential)Zoning District and the "MDR" (Medium Density Residential) Category of the City's General Plan. The proposed subdivision is consistent with both the General Plan Category and Zoning designation for this site. The site has been zoned R3 for a number of years. The applications that were before the Planning Commission included the Site and Architectural Review Cases No. 04-16 and No. 04-17 forthe site and architectural approval of the project and the Tentative Tract Map No. 04-04 for the subdivision map. The Planning Commissiop unanimously approved both Site and Architectural Review applications and recommended to the City Council that the Council approve the tentative tract map. Again, the only matter that is before the City Council is the proposed subdivision to 1 subdivide the site into'a 42 unit townhouse subdivision. The proposed subdivision is shown on Sheet "TTM-1," the blue line copy. (The County number issued bythe County Recorder's Office is"Tract No. 17264.)i Forty-two residential lots are shown on the map with an average size of 1,755 square feet. The residential lots 1 are shaded to indicated their location on the map. In addition, there are seventeen common area lots for the interior driveways, landscape open space and recreational facilities. The conditions of approval include the requirement that there be a homeowners' a association which will have the responsibility .of managing and maintaining this development. Lastly, the proposed tentative tract map shows such details as existing development on the site, existing utilities, adjacent streets, existing easements and the location of the Gage Canal. Staff consulted with Craig Neustaeder, the city's traffic engineer, on.this situation. Below is his response: "If vehicles are allowed to park in this area(see attached detail), they will obstruct the flow of traffic in the outside northbound travel lane. This condition is made hazardous because Mt. Vernon curves to the right, obstructing the visibility of vehicles stopped in the travel lane. The outside northbound lane is.13 feet wide. The minimum requirement is 18 ft. if parking is permitted. My recommendation is to red curb on the east side of Mt. Vernon from Grand Terrace Rd to Brentwood." Staff sent letters dated October 28, 2004 informing the affected property owners of this pending decision and the date,November 17, 2004,this item would be brought to city council. At the November 17, 2004 City Council meeting, staff was directed to re-look at the intersection and consider removing the right turn lane, look at the possibility of red- curbing the first house only, address the access of the driveways that has the median in front of them, and notify the residents when this item is brought back to council. COUNCIL AGENDA ITEM NO.! �� i Staff parked a Ford!150 pickup truck at three different locations along the proposed red- lined area on Barton Road. The first location was at the corner of Mt. Vernon and Brentwood, the second was in front of 11691 Mt. Vernon, and the third location was at the corner of Mt. Vernon and Grand Terrace Road. In each location,passing cars in the right lane had to veer into the left lane to avoid the parked truck. This created a dangerous situation!for drivers and for the owner of'any parked vehicle on Mt. Vernon in the proposed red zone. Staff photographed the traffic patterns and four of the photographs are attached to this report. Staff visited the home of Mr. and Mrs. Perez at 11691 Mt. Vernon Avenue. The City's Ford 150 truck was;able to negotiate the turn into the driveway from the outside lane without venturing into the inside lane. Staff noticed tire marks on the curb where a visitor to the Perez home was not able to turn into the driveway—most likely when a car was parked in the driveway on the north side. Expanding the driveway apron 6 ft. to the south would create a wider entrance to the property. Staff obtained an estimate of$1600 for the curb cut and ithe expanded concrete driveway apron. The City's traffic engineer, Craig Neusteader, was consulted on two issues,the first was I consideration to re-strip the intersection and remove the right turn lane at the corner of Mt. Vernon and Grand Terrace Road. According to Mr.Neusteader, "eliminating the right turn lane does not make any sense." "The city would be going backwards for traffic j management and be�undoing the intent of the intersection." The second issue,addressed to Mr.Neustaeder was the red-lining of the curb only at the corner of Mt. Vernon and Grand Terrace Rd up to the first house. According to Mr. Neustaeder, "there is not enough width for two northbound lanes and parking along the curb. Parking between Brentwood and Grand Terrace Road is not an option." Staff also observed and photographed the traffic when the Ford 150 truck was parked on the west side of Mt. Vernon. Passing cars had to merge into the next lane when the truck was parked at the curb. Red lining of the curb should be added from the corner of Mt. Vernon and Canal south 400 feet towards the Highlands Apartments. Letters dated January 6, 2005, were mailed to all affected homeowners making them aware of the meeting on January 13, 2005 per City Council's request. RECOMMENDATION: Staff recommends: -Accepting the decision of the city's traffic engineer and red lining 350 ft.of curb on the east side of Mt. Vernon from Brentwood to Grand Terrace Road. -The city to pay$1600 for the construction of a 6 ft. concrete addition to the existing apron at 11691 Mt. Vernon Avenue. -Red lining approximately 400 ft. of curb on the west side of Mt. Vernon south of Canal Rd. The Council adopted a resolution making this change and subsequently some members of the Council found that Tuesdays were not going to be able to be accommodated within their schedule.- The Council changed the meetings back to the original schedule of second and fourth Thursday of the month. Staff has been directed to bring this discussion back once the new council was seated. '&aff is recommending that the City Council discuss the potential change. If it is the Council's desire to change to Tuesday meetings the Council may choose the first and third Tuesday or the second and fourth Tuesday.
