March 28 -April 3, 2005
WHEREAS, the Community Development Block Grant (CDBG) Program has 7 -`
operated since 1975 to provide local governments with the resources required to meet the
needs ofpersons of low and moderate income, and CDBGJunds are used by thousands
ofneighborhood based non profit
-o organizations throughout the nation to addresspressing
neighborhood and human service needs; and
WHEREAS, the Community Development Block Grant Program has had a
significant impact on our local economies through job creation and retention,physical
redevelopment and improved local tax bases; and
WHEREAS, City, USA and local governments have clearly demonstrated the
capacity to administer and customize the CDBGprograin to identifi�and resolve pressing
local problems,such as affordable housing neighborhood and human services needs,job
creation and retention and physical redevelopment,
NON; THEREFORE, the Cite Council of the City of Grand Terrace does hereby
join with San Bernardino Counny in celebrating the 31' anniversary of the Community ------
Development Block Grant Program, and proclaim tile week of March 28-April 3, 2005
as National Community Development Week in the City of Grand Terrace and urge all
citizens to join us in recognizing the Community Development Program and the
importance it serves to our community.

A. Grand Terrace Community Soccer Club - Girls Under 14
Don Hallwachs indicated that the Girls Under 14 All Star Team was the winner of
the 2005 President's Cup Tournament in Victorville and the winner of the CYSA-
South District V Championships in Palm Desert and that they were the only team in
District V to win both the President's Cup and the Tournament of Champions. He
introduced Dan Nagel,the President of the Grand Terrace Community Soccer Club.
Dan Nagel, President of the Grand Terrace Community Soccer Club presented the
City with a trophy that the Girls Under 14 All Star team won in the CYSA'South
District 5 Tournament of Champions.
The Mayor and Council presented each girl on the Grand Terrace Community Soccer
Club Girls Under 14 All Star Team with Medallions and Certificates in recognition
of their victory.

Rosalyn Baucom, 12778 Dutch Street, expressed her concern for the well being of
her mother and almost 100 senior residents living at The Terrace. She feels that
locating the new Miguel's Restaurant in front of the Terrace would not be good for
those residing at The Terrace and would like to see the location reconsidered.
Tony Petta, 11875 Eton Drive, spoke of the recent storms and (he importance of
maintaining the ditches in the Honey Ridge and Foxborro subdivisions.

COUNCIL REPORTS
Councilmember Hilkey. expressed his concern with the amount of stagnate water that we
will experience in the next thirty days. He recommended that the residents keep an eye out
for those stagnate water locations. He stated that he would like staff to look into hiring a
contractor to do some landscaping in isolated locations. He expressed his concern with the
traffic turning into Miguel's Restaurant and the effects of the drive-thru on the surrounding
residents as well as the issues that were brought up earlier. Be stated that he received an
official study from CARES regarding dairy cows, which he feels will go nowhere.

Councilmember Garcia, also expressed her concern with Ms. Baucom's comments on the
new Miguel's Restaurant and suggested that the City Manager speak to The Terrace. She
also shares the same concern as Councilmember Hilkey on turning into the restaurant. She
expressed her pride for the girls under 14 all star soccer team and suggested that we place a
picture of the team and their names on the website. She thanked the Council and staff for
a great strategic planning workshop. She thanked Tony Petta for taking his time'to go out
and reporting on the ditches. She reported that she will be attending the League of California
Cities Board meeting this weekend.
Councilmember Miller, asked that the meeting be adjourned in the memory of Paul Visyak,
who was a member of the Lion's Club that passed away. He indicated that he has the same
concerns as Councilmembers Hilkey and Garcia with the new Miguel's Restaurant as well
as trash that may become a problem.
Mayor Ferre,thanked Tony Petta and Rosalyn Baucom for their comments and indicated that
when comments are brought before the Council they are taken seriously and she also feels
that further research needs to be done with regards to the new Miguel's Restaurant and that
the City does need to be vigilant about keeping the drains clean and appreciate the reminders
from the public. The Council and Staff had a very good and organized City Strategic
Planning Workshop and would like to thank Assistant CityManagerBerry and CityManager
Schwab for making it a very successful workshop. The prior planning was very much
appreciated. She stated that with all of the rain the lupines are blooming all over Grand
Terrace. She thanked Steve for the daffodil project at Richard Rollins park and indicated that
they are blooming.

8A. Analysis on Measure E (Establishment of a Directly Elected Mayor)
City Attorney Hamer,indicated that a question has arisen as to what the effective date is for
Measure E and when the first election will be held and whether the City Council will have
the ability to have an election at a later date. The 2006 election has two positions up for
election and it seems to make more logical sense to have an election for Mayor the following
election when there are three seats up. Be has looked at the petition and all of the minutes
of the meetings that pertain to the subject and the ballot measure itself simply says shall the
City of Grand Terrace establish the office of an elected Mayor for a four year term. The
ballot measure itself doesn't say to be effective on a specific day, however, he has done an
analysis in the context on what a court would more likely to rule and it seems to him that

given the language of the petition and the fact that the measure itself is effective upon
certification of the registrar of voters the only reasonable interpretation would be that it be
done at the next available election, whether it makes logical sense or not.
Thelma Winkler Beach, 12570 Mt. Vernon Avenue,indicated that she is interested in what
is going on in the community and is active. She feels that this discussion should'have taken
place prior to the election. She feels that this item does need to be looked at and wished the
Council luck.
Don Larkin, 12168 Mt.Vernon Avenue#89,indicated that there are a lot of things that need
to be addressed with regards to this issue and he commends the Council for bringing it up
now.
Sylvia Robles, 23008 Orangewood Court, recommends that a commission be put together
on studying the election of the Mayor and the role and then discuss the intent and put the
discussion before the voters in enough time before the upcoming election.
After discussion it was the consensus of the Council to direct staff to do an analysis regarding issues
of an Elected Mayor,

The meeting was called to order at 7:05 p.m. by Chairman Pauline Grant. Those present were
Pauline, Ann Petta, Masako Gifford, Tracey Martinez, Shelly Rosenkild, Colleen Edmundson,
Hannah Laister and a very special guest Mayor Maryetta Ferr6.
Secretary's Minutes:The'Minutes for January were read and approved on motion by Ann,seconded
by Colleen, all in favor.
Treasurer's Report: Budget has a balance of$951.76, Petty Cash$108.76. Hannah brought up the
fact that decorations for the Birthday Party were expensive and that we were getting quite a
collection. Ann suggested that we hold a workshop before the party to recycle the many items we
do have. Also, a camera was turned in at the Country Fair and Colleen is trying her best to find the
owner.
Art Show:Application was looked at by all and will be in the Slue Mountain paper a month late as
Jeffery did not get it in for this month. Ann will start calling people. The room has been reserved.
Shelly checked our large signs - one needs to be re-done. There will be a workshop on Tuesday,
March 15t''to work on this.
The meeting was adjourned at 7:30 p.m. The next meeting will be March 7, 2005.

Chairperson Vic Pfennighausen at 6:00 p.m. Agendas were distributed.

LIAISON REPORT by Steve Berry
a. Steve will be going to Earthquake Training for 5 days at San Louis Obispo at the en&of
February. Looking forward to picking up much information.
b. City is working on West Nile (prevention). Season is primarily between May and
November. '
c. Some standing water targeted is at Barton and Grand Terrace Rd., Pico and Michigan and
Raven and Mt. Vernon.
d. Recent rains flushed out all the drains in the city.
e. Vic thanked Steve for all he does for the city in general and for the EOC in particular.
EQUIPMENT AND FACILITIES REPORT by Vic Pfennighausen
a. Vic went to the Fire Station and checked out the trailer. Discovered that the battery had
been down causing the inability to raise the light boom.
b. The battery has been charged and all is working well now. All equipment is also
accounted for.
c. The trailer should be brought home any time and placed in front of the EOC building as
before to make it easier to stock and work on it.
d. Vic reports that both Capt. Lansing and Capt. Hoffman are no longer at Station 23.
e. Still putting things back together in the radio room.
f. Tracker is doing very well.
g. Two book cases will be ordered, but not enough funds to pay for paper shredder. Steve
will loan one to the EOC.
h. Should put water pumps in budget for next year. Cost appx. Sl 500 each and we might
order two of them. These can run on either 120 or 210 volts and have capability of
handling a 2 '/2 inch hose.
UNFINISHED BUSINESS —None
NEW BUSINESS
a. Vic suggested that it would be beneficial to have a city staff member work with EOC
perhaps once a month for a couple of hours. In depth training one-on-one with a different
staff member each time. Since both Vic and JoAnn usually work at the EOC Monday
afternoons, it was suggested that a specific Monday from l to 3 might be a good time.
b. Steve pointed out that Tom Schwab would have to approve such an arrangement and
suggested we write a proposal to him.
c. Vic said the budget would be pretty much the same as last year with the exception of the
request for the water pumps as indicated above. Also, will break out separate accounts for
Communications, Building Maintenance and Office Supplies.
TRAINING/SPEAKEERS (future)
a. Tour of the Arrowhead Hospital still being planned for 2005.
Glenn will look into this item.
b. Return visit to County EOC in the spring.
Vic will look into this item.
c. Tour of Red Cross facilities in San Bernardino also in 2005.
JoAnn will look into this. Will try for possibly April 13`h in the afternoon.

parcel into two (2) separate parcels with one of
approximately 1.6 acres and the other of approximately 3.4

RECOMMENDATION: Open the Public Hearing on the proposed tentative parcel
map; Receive any testimony; and Approve the attached
Resolution calling for the !approval of the requested

tentative parcel map.
Background:
The Planning Commission on February 17, 2005 unanimously recommended that the City
Council approve this requested tentative parcel map. There was no opposition to this
request at the Commission's public hearing on this matter.
The applicant, on behalf of the Roman Catholic Bishop of San Bernardino, is requesting
approval of the proposed tentative parcel map in order to divide the subject site into two,
new parcels. Exhibit 1 shows the proposed land division dividing the approximately 5 acre
parcel into Parcel 1 with 1.59 acres of net area and Parcel 2 with 3.39 acres of net area.
The site is presently developed with the Christ-The-Redeemer Catholic Church and the
recently completed"Serra House Seminary. The seminary will be located on-Parcel'1 and
the church on Parcel• 2. The applicant has indicated that the reason for the proposed
tentative parcel map splitting the property is for managerial and financial reasons.
This request is both consistent with the R1 - 7.2 Zoning of the site and the City's General,
Plan. The proposed parcels will be much larger than the lots and parcels of the
surrounding residential neighborhood. The surrounding area is developed with single
family homes,to the north, west and south; however, there is a convent, the Sisters of St.
Benedict, to the immediate east of the site.

Parcel 1 will be a corner parcel with 182 foot frontage on Oriole Avenue and-with a 340.5
foot frontage on Pico Street. As noted, this parcel contains the recently dedicated Serra
House Seminary together with the parking lot for the seminary. All street improvements
have been-made..
Parcel 2, lying immediately to the south of Parcel 1,-will have a frontage on Oriole Avenue
of 488.4 feet and.an average-depth of 340 feet.Again as noted above, it is developed with
a church, Christ-The-Redeemer, consisting of the church sanctuary, parish hall and
office/classrooms for religious instruction. (For a more detailed history of the site, please
see the attached report to the- Planning Commission dated February 17, 2005 labeled
Exhibit 2.
This proposal to subdivide the existing church and seminary site into two (2) new parcels
qualifies for a Class 15 Categorical Exemption under E-04-10 in that the.subject site is
located in an urbanized area zoned for the existing uses;yin that the proposed tentative
parcel map. is consistent with both the City's General Plan and Zoning Code with no .
variances or exceptions' being required;, in-that all services and-vehicle access are
available; and in that the subject site,does ,not have an average slope greater than 20
percent.
This request has been made for various managerial and financial reasons to divide the
existing seminary from the existing church site. The requested tentative parcel map meets all of the requirements of the City's Subdivision Ordinance and the Zoning Code;"and no
new development'is proposed at this time related to dividing the subject site.
,,,,Finally, besides the normal conditions for a tentative - parcel map, staff is also
recommending that there be a reciprocal parking and access agreement required as a
condition of approval in that five of the seminary parking spaces will be located on the
southerly Parcel,2 containing the church. The applicant has agreed to this condition.
Recommendation:
The Planning Comm ission.and�staff recommend thatthe City Council approve the attached,
Resolution of Approval (Exhibit 3) for Tentative Parcel Map No. 04-05.

LOCATION: 12745 Oriole Street (Approximately a 5 acre site located on the
easterly side of Oriole Street between Pico Street and Raven Way.
RECOMMENDATION: Open the public hearing; receive the staff report, presentation and
public testimony: close the hearing and approve the Resolution
calling for the approval of TPM-04-05 by the City Council
supported by the required findings and subject to the recommended
conditions of approval
REQUEST:
The applicant, on behalf of the Roman Catholic Bishop, is requesting approval of the proposed
tentative parcel map to divide the subject site into two new parcels. Exhibit 1 shows the proposed
land division dividing the approximately 5 acre parcel into two new parcels, a Parcel 1 and a Parcel
2. Parcel 1 will have 1.59 acres of net area and Parcel 2 will have 3.39 acres of net area. Net area
is defined as that area of the lot or parcel excluding the street right-of-way. Gross area is defined as

that area of the lot measured to the center-line-of the street.
In the letter of intent,the applicant indicates that the reason for this request is because of managerial
and financial reasons. (see Attachment 1)
SITE AND SURROUND AREA:
The subject site is an approximately 5 acre parcel located on the southeasterly -comer of the
intersection of Pico Street and Oriole Avenue. The site has a frontage of 340.50 feet on Pico Street
and 448.44 feet on Oriole Avenue. The site is presently developed with a church, Christ The
Redeemer Church, parish hall and classrooms. At its northerly end, the site contains the recently
constructed Serra House seminary.
The surrounding area is developed with single family homes to the north,west and south. There is
a convent, the Sisters of St. Benedict, to the immediate east of the site.
Oriole Avenue is a 60 foot wide local street with full street improvements. Pico Street is a 66 foot
wide local collector along the subject site. It too has full street improvements along the subject
property.
The City's Master Plan of Storm Drains shows a proposed 48"storm drain planned for both Oriole
Avenue along the subject site and Pico Street west of the subject site.

GENERAL PLAN AND ZONING:
The site is located in the R1-7.2 (Single Family Residential-minimum required area 7,200 sq. ft.)
Zone. The site is also located in the "LDR" (Low Density Residential) Category of the City's
General Plan. The proposed tentative parcel map is consistent with both the City's General Plan and
existing Zoning. Churches require a conditional use permit on a minimum 3 acre parcel in.the R1
Zone.
The properties surrounding the subject site are also mainly zoned for R1-7.2 except for the properties
farther east on Pico which are zoned R1-20. All of the properties in the surrounding area are
included in the "LDR" (Low Density Residential) Category of the City's General Plan.
It should be noted that the proposed parcels will still be much larger than the majority of lots or
parcels in the immediate vicinity.
PROPOSED PARCEL MAP:
Both new parcels will meet or exceed the minimum standards of the R1-7.2 Zone which has a
minimum required area of 7,200 square feet; minimum width of 70 feet for a corner lot; minium
depth of 100 feet; and minium street frontage of 40 feet. The building coverage for each new parcel
will not exceed the 50%maximum as stipulated by the City's Zoning Code. The coverage for Parcel
1 will be approximately 28%; for Parcel 2 it will be only about 11%.
Parcel 1 will be a corner parcel with 182 foot frontage on Oriole Avenue and a frontage of 340.50
feet on Pico Street. It is developed with the Serra House seminary together with the parking for the
seminary. A total of 25 parking spaces are located on Parcel 1. The seminary was approved by the
Planning Commission under CUP-01-04 on February 21,2002;it was completed and.dedicated late
last year. - \
Parcel 2,lying immediatelyto the south of Parcel 1,will have a frontage on Oriole Avenue of488.44
feet and a depth of 339.70 feet. It is presently developed with a church, Christ The Redeemer,
parish hall and office/classrooms together with a parking lot for approximately 114 vehicles.- Five
(5) of these parking spaces obtain their access from the seminary parking lot. The parish hall and
office/classrooms were approved in late 1995 under SA-95-01 T and CUP-95-05 and modified in
1996. The sanctuary was constructed in 1983. SA-02-11 was approved by the Community
Development Director on October 21, 2003 to expand the sanctuary's facilities but not its seating
capacity. Plans for this expansion of the sanctuary are in"plan check."
A 8 %2"x 11"reduction of the proposed tentative parcel map is attached to this report as Attachment
3.
PRELIMINARY GRADING PLAN:
As both new parcels have existing development and no new development is proposed,a preliminary
grading plan was not submitted for this parcel map review.
REVIEWING AGENCY COMMENTS:
The following comments were made by various local agencies in reviewing this project.
Building and Safety:
Pleaser refer to the comments made by the Director of Building and Safety/Public Works in his
memorandum of December 15, 2004 (Attachment 4).
ENVIRONMENTAL REVIEW:
This project to subdivide the subject site into two(2)new parcels qualifies for a Class 15 Categorical
Exemption in that the subject site is in an urbanized area zoned for residential use and the proposal
is consistent with both the City's General Plan and Zoning with no variances or exceptions required.
In addition, all services and access to the proposed parcels are available, and the site does not have
an average slope greater than 20 percent. A Categorical Exemption is an exemption from CEQA
(California Environmental Quality Act) for a class of project that will not have a significant effect
on the environment. The definitions of what projects qualify are listed in the.CEQA Guidelines.
For this proposal, specifically Section 15315.

FINDINGS:
In addition, the City's Subdivision Ordinance requires that specific findings be made prior to the
approval of the tentative parcel map. These findings are:
a) The proposed subdivision, together with. the provisions for its design and
impfovements is consistent with the General Plan; and
b) The site is physically suitable for the type and proposed density of development;and '
c) The design of the subdivision or the proposed improvements are not likely to cause
substantial environmental damage or substantially or avoidable injure fish or wildlife
or their habitat; and
d) The design of the subdivision or type of improvements are not likely to cause serious
public health problems; and
e) The proposed subdivision, its design, density and type of development and
improvements conform to the regulations of the City's Development Code and the
regulations of any public agency having jurisdiction by law.
Specific findings based on these requirements have been incorporated into the Resolution of
Approval(Attachment 5)for the tentative map which will be heard and acted on by the City Council. _
CONDITIONS OF APPROVAL:
Upon the approval by the Planning Commission,the proposed tentative parcel map will be subject
to the attached, recommended conditions of approval as shown in the Resolution of Approval
(Attachment 5).
ANALYSIS:
This request has been made for various managerial and financial reasons to divide the existing
seminary from the existing church site. No new development is proposed at this time related to
dividing the property. Besides the normal conditions for the proposed parcel map,staff suggest that
there be a reciprocal parking and access agreement required as five of the seminary parking spaces
are located on Parcel 2 with the church.
RECOMMENDATION:
The staff recommends that the Planning Commission approve the requested tentative parcel map,
TPM-04-05,by recommending that the City Council adopt the Resolution of Approval(Attachment
5).

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, STATE OF .
CALIFORNIA,APPROVING TENTATIVE PARCEL MAP NO.04-05 (TPM 16986)
WHEREAS, the applicant, W. J. McKeever, Civil Engineers, has applied for the approval of
Tentative Parcel Map No.04-05 (TPM 16996)to divide and existing parcel into two(2),new parcels; and, ,

WHEREAS, a properly noticed public hearing was held by the Planning Commission on February
17,2005;and
WHEREAS,under the California Environmental Quality Act(CEQA),Article 19, Section 15315,
Class 15 -Minor Land Division of four or fewer parcels,-this request is Categorically Exempt; and
WHEREAS,the Planning Commission recommended approval of Tentative Parcel Map No.,04-05
(TPM 04-05)to the City Council at its meeting of February 17,2005;and
WHEREAS, a properly noticed public hearing was held by the City Council on March 10, 2005
regarding the approval of Tentative Parcel Map-04-05 (TPM 16986).
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES
HEREBY RESOLVE AS FOLLOWS:
1. The proposed subdivision, together with the provisions for its design and
improvements is consistent with the General Plan and Development Code; and
2. The site is physically suitable for the existing development; and
3. The design of the subdivision or the proposed improvements are not likely to cause
substantial environmental damage or substantially or avoidable injure fish or wildlife
or their habitat; and

BE IT FURTHER RESOLVED THAT Tentative Parcel Map No.04-05 (TPM 16986)is hereby
approved subject to the following conditions:,,
General Conditions of Approval:
1'. Details shown on the tentative parcel map are not necessarily approved. Any'details which
are inconsistent with requirements of ordinance, general conditions of approval, or City
policies must be specifically approved in the final map or improvement plan approvals
2, Comply with all requirements of the Subdivision Map Act.

I. The City reserves the right to impose any new plan check and/or permit fees approved by
the City Council subsequent to the tentative approval of this map.
Conditions Prior to Final Map Approval:
4. Upon approval of these conditions and prior to becoming final and binding,the applicant
must agree to and sign the"Acceptance,of Conditions"letter. The letter form and content
to be prepared by the Community Development Department.

5. Monumentation of parcel map boundaries, street centerline and lot boundaries is required
for the final map based on a field survey.
6. A final parcel map prepared by, or under the direction of a Registered Civil Engineer
authorized to practice land surveying, or a Licensed Land Surveyor, must be processed
through the City offices prior to being filed with the County Recorder.
7. A preliminary subdivision guarantee is required showing all fee interest holdeis and
-encumbrances. An updated title report shall be provided before the final parcel map is
released for filing with the County Recorder.
8. Pay all required fees for the processing and approval of the final parcel map.
9. Provide proof of final payment to San Bernardino County for sewer assessment on Sewer
Assessment District No. 1, C.S.A. 70
10. A reciprocal parking and access agreement shall be submitted to the City for review and
approval between Parcel 1 and Parcel 2. The approved agreement shall be,recorded prior
to the final map approval. 1
Conditions After the Final Map Approval:
11. Final parcel map shall be filed with the County recorder and one(1)mylar copy of the filed
map shall be submitted to the City offices prior to the issuance of any building permits.

regular meeting held on the 10 day of March,2005.

SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT(CDBG)PROGRAM
YEAR 2005-06
FUNDING AUTHORIZATION REQUIRED:
BACKGROUND:
The City of Grand Terrace is under contract with County of San Bernardino Department of Economic and
Community Development(ECD)who is responsible for the review and,compliance of programs
conducted within Grand Terrace. This includes not✓only the conducting of the grant process, but also the
administration of project implementation and compliance.
The County.has a process which follows the guidelines of HUD in requiring.public hearings and input into
the grant allocation process for these funds. For Grand Terrace, this includes a public hearing, submittal
of recommended projects to ECD who qualifies for the eligible-programs, then returns those to the City
for prioritization and funding. Additionally, during the grant process, outside agencies may submit
projects directly to the County, however, the final determination of.the spending of the City allocation is
with the purview of the City Council.
The City has been notified by the County to expect a total of$62,000 for FY 2005-06, this is a 7%
decrease"over.last year. This lowered amount is due to a decreased Congressional appropriation for the
CDBG program nationally, coupled with an increased number of entitlement jurisdictions qualifying to
share in the national CDBG program.
There is a 15% funding limit for public service activities. Accordingly, the maximum CDBG funding
total that the City may allocate to priority public service projects is$9,300. This is 15% of the$62,000
allocation available to the City. Attached is a list of eligible CDBG project proposals identifying benefits
to the City and a-copyof each project proposal
DISCUSSION
The County has completed its application process and submitted a listing of eligible'projects which have
requested funding from the Grand Terrace Allocation. The City Council is now responsible for
determining funding and sending the information to the County for adoption.
Staff is recommending funding as follows:
1. San Bernardino County Library, continuation of Literacy Education at the Grand Terrace Library
Branch. Total request is for$10,000 staff recommends full funding our maximum public
services amount of$9,300.

2. Phase I Environmental Study at 21750 Main Street. The funds would be used for financing
of environmental studies, demolition of blighted buildings, and cleanup of contaminated soil
on a former plating company site. This site poses a potential health risk to students and
faculty of the proposed new public high school as well as residential neighborhoods
surrounding the site. Staff recommends funding$30,000 in 2005-06 CDBG funds to
complete the project. This would bring the,total amount funded for this project to$150,000.
RECOMMENDATION:
That the City Council:
1. Conduct a Public Hearing on the recommended allocation of CDBG Funds for the 2005-06
Program Year: and
2. Authorize Staff to submit the Funding List to the County of San Bernardino Department of
Economic and Community Development.
FISCAL IMPACT:
The action will authorize the expenditure of 2005-06 CDBG Funds and bank the remaining amount in the
Un-programmed Funds on account with the County of San Bernardino.

The City Council traditionally sets two dates for budget hearings on preliminary
departmental budget requests. The FY05-06 Budget Calendar is attached.
RECOMMENDATION:
That the City Council select two dates .for public meetings to consider the
FY 2005 - 2006 Preliminary Budget. Recommended dates are between May 2 and
June 6, 2005.,
