Chairman Ferre reported that the, Agency met in Closed Session to discuss Real Estate
Negotiations at APN# l 167-151-058,059,060 and that there was no reportable action taken
at this time and Real Estate Negotiations at 11891 Preston Street and that there was no
reportable action taken.
Chairman Ferre adjourned the Community Redevelopment Agency Meeting in memory of Hannah
Laister and William Howard Souffel at 9:04 p.m., until the next CRA/City Council Meeting
scheduled to be held on Thursday, April 28, 2005, at 6:00 p.m.

May 8 - 14, 2005
N" WHEREAS, National Ifomen's Health Ifeek was being initiated in the dawn of the'new -
:-. millennium by a coalition of public and private organizations dedicated to raising awareness of `
women's health issues; and
WHEREAS,from that day forward, Women's Health Week has occurred in the Spring with
an annual celebration held the week following Mother's Day; and
WHEREAS,National IYomen's Health Week is a celebration of women taking responsibility
for their own health through greater knowledge and understanding;and
WHEREAS,National Romen's Health Week celebrates the efforts ofnational and communhy
organiZations working with partners and volunteers to improve awareness of key women's health
issues; and
WHEREAS, the Wright Place TV Show has chosen Rancho Cucamonga, California to
officially launch their local efforts to celebrate National 14'ottten's Health Week;
NON; THEREFORE,the City Council ofthe Cite of Grand Terrace,does herebyproclaim the
week following Mothers'Day-Sunday May 8 through Saturday Mal'14, 2005 as 11'omen's Health
Week in the City of Grand Terrace.

Mayor Feire presented the Proclamation to Sue Taylor of San Bernardino County
Children's Network.

Councilman Jim Millerread the Proclamation.proclaiming the week of April 10- 16,
2005 as National Crime Victims' Rights Week in the City of Grand Terrace.
D. Proclamation - Infant Immunization Week
Councilman Jim Miller read the Proclamation proclaiming April 24 - 30, 2005 as
Infant Immunization Week and May 2005 as Toddler Immunization Month in the
City of Grand Terrace in an effort to increase awareness that childhood
immunizations are one of the best ways to keep our children safe and healthy.
E. Proclamation -National Volunteer Week
Councilman Herman Bilkey read the Proclamation proclaiming April 18 -23, 2005
as National Volunteer Week in the City of Grand Terrace and urge all citizens of the
City of Grand Terrace to join in the effort to "inspire by example" in their
communities.
F. Foundation of Grand Terrace Results of the Visioning Session Report
Jim King,President,the Foundation of Grand Terrace,22928 Palm Avenue,thanked
everyone for attending his retirement party after working 36 years with the Gas Co.
Be was very overwhelmed with the whole process. Be reported that the Foundation
held the Visioning Session in November to gain input from citizens of Grand Terrace
for the future of their city and it started with him asking everyone to close their eyes
and pretend that they were on the 215 freeway coming North from Riverside,take the
off-ramp and make a right turn into OZ. What does Oz look like. Then he told them
to pretend they were at home and wanted to take their family out for an evening and
to open the front door of their house and look out and what do they see. Dreaming
is what followed. It is the hope of the Foundation of Grand Terrace that with help
they can make some or all of the dreams come true. As a result the Foundation has
gained insight into the types of projects that are best suited to shaping the community
of Grand Terrace. Participants broke into small groups for discussion and
brainstorming. Ideas were discussed in eight different categories as follows:

PUBLIC COMMENT
Barney KarQer, 1 l 668 Bernardo Way, questioned how do you register apartments
when the County already does this in Grand Terrace. He shared some pictures of
some sidewalks that are a huge liability for the City and stated that they have been
this way for a year and that the City hasn't done anything about them. Expressed his
concern with the lack of openness at the meetings. He feels that honesty is the most
important thing. When you hide behind closed doors and discuss things you give the
appearance of dishonesty. Be feels that having a bike lane on Barton Road is a bad
idea and that they will interfere with parking and is a traffic hazard.

Wayne Youngman, 22574 Van Buren Street, referred to an article in The Press
Enterprise on the traffic control officer. ,He stated that in October he provided the
City Council as well as the City Manager and Assistant City Manager a package with
a petition regarding speeds on the 22000 block of Van Buren. He had the residents
on the street sign it and he drafted'a letter that went with it that addressed his
concerns with the increase of speeds. He did his own traffic study and the cars are
averaging 15 to 20 miles per hour over the 25 mile hour speed limit on that portion
of Van Buren. Be is sure the same thing is happening from Mt.Vernon to Michigan.
The Highest speed he recorded was 54 miles per hour in a 25 mile zone. You can't
even back out of your driveway. The traffic is not even stopping at posted stop signs
on Mt.Vernon at the intersection of Van Buren and Pico. He has seen people run the
lights at DeBerry. Be feels that this is a continuing problem. He requested additional
enforcement on Van Buren both east and west from Mt. Vernon and also at the
posted stop signs at Mt. Vernon and Van Burn and Mt. Vernon and Pico.
Bobbie Forbes, 11850 Burns Avenue, announced that the Chamber of Commerce
will be holding their monthly luncheon on Tuesday, April 19, 2005 at 11:45 a.m.
Laurie Shearer will be the speaker. She invited everyone to attend.
Bill Hays,22114 DeBerry Street,indicated that three times he has come in and asked
about developers and he has either been Qiven no information. false information. or
outright ]led to. He read a letter that was dated June 14.2004 that was N,,,rttten b,\IMr.
Schwab. He referred to several articles about the OAC and expressed his concern
and dissatisfaction with the'lack of information that is available to the public.
Wayne Youngman, 22574 Van Buren Street, Stated that Sgt. Mark R. Williams,
USMC is a son of a lifelong school friend and that he requested that any items that
were collected in Grand Terrace be sent to his troop in Iraq and they were. He stated
that he returned on April 2, 2005. He received the packages by hand delivery. He
stated that the items that were sent were distributed to approximately 20 individuals.
Be stated that the troops need foot powders and body washes,phone cards by AT&
T, powdered drinks, lip balm, sunscreen, granola bars, pop tarts, gum, hard candy,
zip lock bags, and q-tips. He stated that he will pass on the address to staff where
items can be sent in the future. Be stated that all of the items are greatly appreciated.
He stated that at the Community Clean-up day the disposal company would not
accept e-waste. The new route manager indicated that they were unaware that they
would be taking a-waste and that they had not made provisions to accept e-waste.
He stated that he would be in Grand Terrace on Tuesday and he personally came by
his house and picked,up the televisions. The entire program was well organized and
run,however, no one asked him for proof of residency.
Mark Hoover. Colton Joint Unified School District Board of Education Member,
1212 Valencia Avenue, Colton, indicated that he is a member of the Board for the

Colton Joint Unified School District, however, he is not speaking on behalf of the
board he is speaking as an individual. He thanked the City of Grand Terrace for their
continued support of the students of the Colton Joint Unified School District and the
students of the community. The District and the City of Grand Terrace has a long
history of cooperation and partnership and he looks forward to the continued
relationship between the two agencies and he is also looking forward to a new high ,
school coming in soon. He thanked the Council for their continued partnerships and
cooperation and team work.
Vicki Black, 22163 Pico Street, stated that she along with Vicki Doyle put together
a yoga class for the City of Grand Terrace. She thanked the Council for the
opportunity to teach Yoga to the community.
Vicki Do�Lle, invited those interested to the first Yoga class on April 20, 2005 at
10:00 a.m. It will be free.
Tobin Brinker, Colton Joint Unified School District Board of Education Member,
1212 Valencia Avenue, stated that he too is here as an individual this evening and is
interested in what happens under the closed session item. He is anxious to move
forward ,vith this project and it is his hope that they have a successful project
Patricia Farley. 12513 Michigan Street, indicated that she read about the City
charging rental properties an extra fee so that the City can make sure that they are
following the codes. She feels that the City already has a large problem in not
enforcing the codes and the codes that they do enforce are not consistently or fairly
enforced. She feels that the City has a problem in not fairly and consistently
enforcing codes,business licensing fees,people are not treated equally and the Code
Enforcement Officer is often seen doing other duties that have nothing to do with
code enforcement.
Michael Townsend, 1245 Country Place,Redlands,stated that he is a new employee
to the Colton Joint Unified School District as the Communications Manager. He has
enjoyed his experience there over the past few months and is beginning to learn the
people and the business of the district. He has had an opportunity to speak with
many of the students and staff and there is excitement of the prospect of having a
new high school.
Dennis Byas, Superintendent, Colton Joint Unified School District, 1212 Valencia
Drive, indicated that he is speaking on behalf of the entire District and thanked the
Council for their continued partnership of developing the new high school. It is their
plan to bring forward a high school that will be in excess of one hundred million
dollars. They are looking forward to this continued partnership the City Staff has

been working hand in hand with this.
Citv Manager Schwab, stated that a Class 2 bike lane was brought to the Council
about two months ago, however, it would have required the City to make Barton
Road no parking. The Council objected to that and indicated that they didn't want '
to have a class 2 bike lane on Barton Road because of the parking issues that were
brought up tonight. Staff went back and resubmitted the application as a Class 3,
which does not prohibit parking. On-street parking will still be allowed where it is
now on Barton Road. Driving over the speed limit is probably a problem on all up
and down streets in Grand Terrace. Staff is looking at doing a comprehensive traffic
study. We are receiving approximately $600,000.00 from the Highgrove
developments for the impact fees. We are looking at doing some things on Van
Buren that some people will like and some won't. We recently put in a speed hump
on De Berry, some people like it and some don't. There is one traffic car in Grand
Terrace and we try and have it spread around. 90% of the speeders on Barton Road
do not live in Grand Terrace. In regards to the Outdoor Adventure Center, our
current projection is for 2.3 million dollars of revenue on full build out. Things have
changed since the original estimates. The public document that shows the ,Grand
Terrace Partners,is called the ENA(Exclusive Negotiating Agreement),between the
Redevelopment Agency and the developers. In regards to Mr.Megna saying that the
OAC was his idea.it is true. When he was the Redevelopment Director for the City
of Riverside he had an idea to do something similar to this and as our agent he
brought that forward and it became something that the City was embracing. The City
Nvill continue to collect items to send out to the troops in Iraq. lie will talk to
Assistant City Manager Berry regarding the e-waste issue,he was not aware of that.
He thanked the School Board members for coming to the meeting. He stated that the
City has one Code Enforcement Officer for the entire City. The idea of charging a
fee for rental properties has not been discussed by the Council,it is an item that will
be brought to the Council. One of the items will be to charge those who have rentals
for rental inspections. We will propose to take the program over from the County
of San Bernardino and through the process it would possibly fund an additional code
enforcement officer. When that time comes the residents will have an opportunity
to come out and voice their opinion.

COUNCIL REPORTS
Councilmember Hilkey,sated that he missed the opening prayer and hopes that we continue
to do them i1}the future. He questioned Mr.Karger if he receives invoices from the County
for rental inspection of his rental properties in Grand Terrace.
Mr. Karger, responded in the affirmative. I -
Councilmember Miller,stated that people speed down his street,which is Palm Aven-de. He
also stated that a lot of the speeders on residential streets are neighbors and it is a big concern
for him. He is looking forward to the comprehensive traffic study being completed. He
stated that he owns rentals and pays other cities for those rentals and he will wait and see
what happens when it is brought out to the public and see what their opinion is. He believes
that the Code Enforcement Officer is overworked and that we would need another code
enforcement officer as this City grows,which it will. This may not necessarily be the way
to fund it but we will probably need another one in the future.
Mavor Pro Tern Cones, suggested that the items that the guys need in Iraq, that Mr.
Youngman reported,be included in the next issue of the Blue Mountain Outlook. She also
suggested placing an article on the Blue Mountain Outlook regarding speeding. She asked
that the meeting also be adjourned in memory of William Howard Souffel, Jo Amn
Carlstrom's father.
Mayor Ferre, indicated that there have been many events that the Council has been invited
to over the past month. She attended the Volunteer Appreciation Dinner put on by the
library. She also attended the Community Sunrise Service along with Mayor Pro Tem Cortes
and Councilmember Garcia that was held on Easter. She also attended the City/County
Conference as well as other members of the Council. She also attended the San Bernardino
County Gang and Drug Task Force Meeting at the beginning of the month.
PUBLIC HEARING
6A. Resolution -Approving Tentative Parcel Map No. 04-03 and E-04-07 to Subdivide
Assessors Parcel 276-421-06 into 3 parcels
Jeff Gollihar. Staff Member, reported that the applicant, on behalf of Francisco Cacho, is
requesting approval of the proposed Tentative Parcel Map to divide the subject site into three
new parcels as follows: Parcel 1 is 52,920 Square Feet, (1.21) acres; Parcel 2 is 31,544
Square Feet, (0.72 acres);Parcel 3 is 28,920 Square Feet,(0.66 acres). Each new parcel will

exceed the minimum standard of the underlying R1-20 Zone in terms of area (more than
20,000 square feet),required lot width(100),and required lot depth(150). He stated that the
request is both consistent with the RI-20 Zoning of the site and the City's General Plan. The
proposed new parcels are also compatible with the existing "lot pattern" and "lot sizes"in
the immediate area. He stated that the applicant has not submitted any plans for future
residential construction at this time. Any future residential construction will require the
filing of a Site and Architectural Review application and another Public Hearing before the
Planning Commission. Be indicated that the Tentative Parcel Map is categorically exempt
from the provisions of the California Environmental Quality Act (CEQA) as a class 15
categorical exemption. The Planning Commission and staff recommend that the City
Council approve the Resolution of approval for Tentative Parcel Map No.04-03(County No.
16831).
Councilmember Hilkey, wanted to make sure that all of the Tentative Parcel Maps are
consistent with the conditions of approval.
Mayor Ferre opened the Public Hearing for discussion.
Cynthia Neighbors,22959 Grand Terrace Road,indicated that all of the Road improvements
would have to be completed prior to having a final map approved or bonded for all of them.
She stated that they are asked to dedicate 10 feet of frontal property and expressed her
concern to develop the frontal property prior to subdivision. She stated that they
have to do what they have to do but they would like it on record that they are protesting the
dedication of the property and development prior to doing anything to it.
City Attorney Harper,responded that the law allows for these requirements and conditions.
Cynthia Neighbors, stated that she feels that it would be more appropriate to develop those
improvements at the time she develops the parcel rather than when the final map is
requested.
City Attorney, stated that all applicants have the same requirements.
Cynthia Neighbors,feels that the requirements are unfair. She questioned if widening of the
road is in the near future because she feels if they construct the curb and gutters and then the
City widens the Road that it is a waste of money.
City Manager Schwab, responded that when the road is widened it will be widened to its
ultimate width, it will not be any wider. If you do not want to do any of the improvements
you don't have to divide the property. The assumption is if you divide the property then you
have the legal authority to split the property and sell it off. The city is requiring that those
public improvements be put to so that you don't sell the property later and then there is no
mechanism for the City to get that individual to put in the public improvements.

Cynthia Neighbors, questioned if they decide not to subdivide the property and they do
improvements on the house are they still required to make the public improvements.
City Manager Schwab,responded that if they choose not to subdivide they do not have to do
the improvements.

never go anywhere and questioned if they had to have it.
Mr. Gollihar,responded that Building & Safety/Public Works Director requested that it be
included in the conditions, however, it could possibly be waived at time of construction.

8B. Public Comment Procedures
City Manager Schwab, indicated that staff received a request from Council to
agendize a discussion on-Public Comment Procedures. City Attorney Harper,
provided a letter with his comments regarding public comment and its requirements
under Government Code Section 54954.
City Attorney Harper,went over the letter he provided to the City Manager and the
Council regarding his opinion on Public Comments per the law.
Councilmember Hilkey,indicated that the reason he requested this item was because
he wanted to see staff s response to the two people that spoke at the last council
meeting that were duly noted. We were stopped from discussing and answering
questions. He stated that he wanted the response to those questions in writing and
he never received them so he felt that he had no choice but to place the response that
the staff had on the agenda for Public Discussion so that it could be talked about in
public. His concern is that we have stopped informing the public and he has a deep
concern that the public know what we are doing. Be feels that Council should be

able to address the public if there is a simple answer otherwise the message that we
don't want the public to know what is going on and that we are hiding things and he
feels that it has to stop. He feels that they need to be more open and if it requires him
to place everything that gets duly noted on the Agenda he will so that it can be
discussed,openly.

Mayor Pro Tem Cortes, questioned that if during their Council reports can they
requgst that an item be agendized.
City Attorney Harper, responded in the affirmative.
Councilmember Miller, thanked the City Attorney for his comments. He feels that
there are residents that take the time to come to the council meetings and they may
have issues that aren't on the agenda for that meeting, however, they would like to
have an answer to their questions. He stated that in the past there was openness in
the meetings and he would like to see that again. He feels that there are times that
the Council can answer questions without it being agendized at another meeting. -
City Attorney Harper,responded'that the questions for clarification are allowed it is
the di'scussion that should not take place.
Mavor Ferre, stated that it is her role as the presiding officer of the Council to make
sure that everyone is treated fairly and equally within the limits of the law. So as the
presiding officer she has been doing that. if this isn't acceptable they can change it.
She stated that she opens Public Comment and then once all of the Public Comments
have been made then all of the responses to public comment will be handled. Staff
has an opportunity to respond and then it goes directly into Council Reports where
Councilmembers can respond briefly all within the limits of the law.
City Attorney Harper, stated that the way the meeting was held was completely
within the limits of the law and the more typical way that cities handle public
comments.
Councilmember Miller, questioned if Councilmembers can request someone that
made a public comment to get back up and speak.
City Attorney Harper, responded that there is nothing unlawful to do that however,
you need to stay away from dialogue.
Mayor Pro Tem Cones, questioned whether it would be possible for the responses
to be included in the minutes.

and I guess duly noted means ignore this person or I don't know what to say. He
indicated that he would like to see town hall meetings where there can be open
dialouge. He stated that since Mayor Ferre has been the Mayor he has not received
any responses.
Councilmember Hilkev, stated that at the last meeting when people spoke and they
were duly noted he questioned what that meant. Be asked if that meant that the
responses were going to be on the next agenda and the Mayor responded that is not
what it meant. He questioned what happens next. He feels that what happens next
is nothing. He feels that it has to be changed. He stated that he asked for a copy of
the response and he indicated that he didn't receive anything which is why he asked
for it to be placed on the agenda. If someone is duly noted,he wants the response to
be placed on the agenda until the lines of communication are open.
City Manager Schwab, stated that his response to Mr. Hays was sent and copies to
the rest of the Council.
Councilmember Hilkev, would like the responses made public to the entire
community not just to that one person asking questions.

would be on the west side of the main driveway. It was indicated that the Park may be
willing to pay part or all of the expense of the street lighting requested.

a. It was reported that a current scam involves telephone area code 809. Advise that

from Grand Terrace. It was stressed that you should always take your mail,
especially checks and credit card payments, to the post office. Pick your mail up as.
soon as possible and have it picked up if you must be away.

a. Articles have been written for the Blue Mountain Outlook.
b. Several arrests have been made and some stolen property has been returned.
c. Several varied crimes were reported, among which were 5 stolen or attempted
stolen'vehicles and 2 recovered vehicles. A total of 20 arrests were made..
B. Citizen Patrol Report—Bob Stewart
a. Hours for February,192. For the year to date. 423.
b. Citizen Patrol has been asked to help with Easter Sunrise Service and Easter Egg
Hunt which will be at Rollins Park. Philomene and Pat will help.
c. Report that the Handicapped Parking space near Miguels Jr. is not a legal space in
that it does not have the required vertical sign.
d. The Crest apartments had illegal handicapped signs but when this fact was
pointed out they changed back to the legal kind.
C. Other Community Programs '
a. Grand Terrace Days will be June 4`h with parade starting at 9:30 and the falre
ending at 3 o'clock. Trying for 4 marching bands.
b. There will be no parking in the parking lot and no beer will be served.

Department Captains.
EQUIPMENT AND FACILITIES REPORT by Vic Pfennighausen
a. Trailer is back at EOC and has a leak in roof. Vic will check this out.
b. Vic has not as yet ordered multiband antennas for trackers. One will be for trailer.
c. All equipment is functional.
d. Purchase orders for antennas have not yet been submitted but will go in next week along
with other purchase orders.
e. Budget request for 05-06 is for$4605. This is down from last years $5210.
UNFINISHED BUSINESS
a. Microwave and Ice Box for trailer have not yet been purchased. Microwave will probably
only be $40 to $50.
NE'%'V BUSINESS
a. Budget for 05-06 has been turned in. See item above. Also, two new accounts have been
added: Building and Maintenance and Office Supplies.
b. Location of trailer at Grand Terrace Days cannot be determined at this time.
c. Fax has been sent to vendor who sells emergency supplies that perhaps he may be able
to set up near our trailer on Grand Terrace Days.
d. Volunteers are needed for Grand Terrace Days. Rich will be working on parade.
JoAnn and Dottie will probably go back and forth between EOC and Seniors booth.
Vic will take charge of organization. Dragos will probably help.
e. Vic reports that people are asking about the Volunteer Picnic which is usually held in
October at the Senior Center. Nothing is known about it at this time.

STAFF REPORT
CRA ITEM () COUNCIL,ITEM (X) MEETING DATE: April 28, 2005
SUBJECT: Response to Public Comment on March 10, 2005
Staff has been requested to agendize responses to the two speakers from the March 10`h public
participation portion of the meeting.
Bill Hays asked to have disclosed what is referred to as GT Partners. GT Partners is a limited
partnership made up of Mar Ventures, Inc., Madison Marquette Retail Services and Richard A.
Lawrence,Attorney al Law. Second question was the amount of funds being used by the agency for
the Outdoor Adventures Center(OAC)studies. All the studies being conducted currently are being
funded by GT Partners with no contribution from the Redevelopment Agency. The third item was
a question regarding the timing of the freeway off-ramp modifications versus that of the overall
widening project. The current freeway widening project is estimated to be started in the year 2014
the off-ramp modifications will be designed and constructed much earlier than the freewavwiden1*110
perhaps as early as 2006-0 i.
The second speaker was Vickie Oliver, an employee for the school district working at Terrace Hills
Middle School,she had concerns that the renovation of the fields and the current over watering were
preventing the fields from being used by the Jr. High students. Staff met with the Terrace Hills
Principal and the four PE teachers to discuss the problem on March 16`h they indicated that the over
watering was a problem and prevented the use of the fields until later in the day when the fields
finally dried out. They also asked if the middle field renovation could be done in two sections rather
than the entire field to allow access for student use. The staff working with the school district has
reduced the watering schedule and have completed the renovation of the lower field. We have
completed the renovation of the track on the middle field and are currently hydro-seeding only half
of the middle field leaving the other half available for student use.

STAFF REPORT
CRA ITEM () COUNCIL ITEM (X) MEETING DATE: April 28,2005
SUBJECT: ' Riverside-Corona Feeder Project
Staff was approached by Western Municipal Water District to discuss the construction of a 60 inch
water line to deliver water pumped from the Bunker Hill basin in San Bernardino to Corona. This
line would bi-sect Grand Terrace with the pipeline running in Barton Road from Hilltop Drive in
Colton turning south on Mt. Vernon to Main Street and on into Riverside County.
Grand Terrace staff requested an engineering study to show how such a waterline could be installed
in our city streets and the impact to our existing utilities and improvements. The report detailing
these impacts is attached to the council packet.
Western Municipal Water District has indicated they would provide two pipe turnouts for Riverside
Highland for emergency water access but the pipe would otherwise serve no beneficial purpose for
the residents of Grand Terrace.
It is our understanding that as a public agency Western Municipal Water District could use eminent
domain to install this facility but we feel that they wish to avoid that process. The project would
require Western Municipal Water District to obtain an encroachment permit from the city to do the
work. Currently they are proposing to re-pave a 16 foot pass over the 10 foot trench with a slun y
seal and re-striping of the affected roadway from curb to curb. The estimate of time reported in the
study under the best of conditions was 17 weeks or 4 months and more likely with delays could
easily be a six month project. Due to the disruption of the two major arterials and the time involved
we believe that full reconstruction of the trenched area and a street grinding with minimum 2 inch
petromat overlay should be required. In addition a guarantee to repair all future trench failures due
to the pipeline should also be agreed to.
Staff Recommends Council:
Discuss this item and give staff direction and comments for the Environmental Impact Report being
prepared for the Riverside-Corona Feeder Project.
